The Officer, Research, Monitoring & Evaluation (RM&E) is a data-driven RM&E professional responsible for supporting the design, implementation, and management of Room to Read’s research, monitoring, and evaluation systems. The role ensures rigorous data quality, strong statistical analysis, and effective utilization of RM&E data across the Gender Equality Portfolio (GEP) and the Literacy Portfolio (LP).Recommended:

safeguarding data integrity and turning evidence into actionable
insights that strengthen portfolio performance and strategic
decision-making.The RM&E Officer will maintain strong working
relationships with internal and external stakeholders, including
portfolio leads for the Gender Equality and Literacy portfolios,
regional RM&E, Operation, PDTA team, field-based colleagues, and
relevant government, donor or partner institutions. The Officer
represents the RM&E function with professionalism, ensuring
effective communication, coordination, and evidence-driven collaboration
across portfolios.Roles & Responsibilities:
Technical Data Systems Management & Integrity
Lead the management of RM&E data systems, including the Global Solution Database (GSD), maintenance of Program Implementation Monitoring (PIM), and, where applicable, DevResults.
Design, program, test, and deploy digital data collection tools, ensuring high data integrity using platforms such as SurveyCTO.
Coordinate and implement data quality monitoring (DQM) checks across all programs.
Identify and recommend innovations in RM&E systems and software to strengthen data operations and field implementation.
Advanced Analysis, Visualization & Reporting
Conduct rigorous quantitative and qualitative data analysis for all programs, applying statistical methods to assess trends, performance, and impact.
Develop dynamic dashboards and visualizations using Power BI to support evidence-based decision-making.
Prepare analytical reports and synthesize findings following field visits and routine monitoring exercises.
Support feasibility studies and initial analytical work for program expansion or strategic initiatives.
Capacity Building & Field Implementation
Train and mentor staff and enumerators on methodological data collection, digital tools, and RM&E standards.
Collaborate with portfolio teams to design and implement monitoring activities (e.g., New Girls Survey, Life Skills Assessments, Alumnae tracking).
Provide field-level support to GEP and Literacy Portfolio activities to ensure strong monitoring practices.
Travel regularly to oversee RM&E implementation and strengthen data quality at the field level.
Perform any other duties as assigned by the supervisor to support the overall effectiveness of the RM&E function and the successful implementation of both portfolios.
Qualifications and Experience:
Required
Advanced degree in Statistics, Data Science, Quantitative Methods, Economics, Monitoring & Evaluation, or a closely related field.
Minimum of 3–5 years of hands-on experience in M&E data management, statistical analysis, and research within development or education sectors.
Strong understanding of education programming and community participation in schools.
Experience working in rural settings is an added advantage.
Ability to travel frequently to support field-level monitoring and technical oversight.
Proven experience in successful implementation of a wide range of tasks, demonstrating flexibility and adaptability.
Preferred:
Proficiency in at least one statistical analysis package (R, Stata, or Python/Pandas).
Demonstrated experience administering M&E databases (GSD, PIM; DevResults is an added advantage).
Strong skills in digital data collection platforms, especially SurveyCTO, and dashboard development in Power BI.
Proven understanding of M&E methodologies, research design, and field-level monitoring.
Excellent written and verbal communication skills in English and Swahili.

Position Overview:
The social mobilizer is responsible for the implementation, coordination development and reporting of the Girls’ Education program in the respective school (s). She would serve as the first point of contact for the school, parents, and scholars. This position will be field based in one of the government schools. The position will also involve regular interaction with school administrators, parents, School Management Committee members, teachers, and scholars. The Social Mobilizer reports to the Officer, Girls Education Program.
Primary Duties & Responsibilities:
Program and Financial Management
- Develop a thorough understanding of Room to Read’s Girls’ Education program design.
- Responsible for ongoing implementation of the Girls’ Education program under her jurisdiction, ensuring timely, efficient, and well-coordinated implementation, adhering to the program and budget guidelines.
- Responsible for managing relationships with school, community and respond to issues that may arise in these relationships.
- Organizing and facilitating events, life skills camps, field trips and other educational based forums.
- Facilitating life skills education sessions, and children club meetings
- Conducting group and individual mentoring sessions
- Conduct material support need assessment as needed and appropriate, material delivery to selected girls and monitor its usage.
- Collect/ update alumnae contact information begore girls’ graduates and on an ongoing basis.
- Conduct periodic meetings with community members, parents, community leaders, head of schools and teachers.
- Supports donor visits through demonstration projects and presentation, as needed.
- Ensure effective utilization of program budget through proper planning and tracking of planned activities.
Reporting and Documentation
- Timely submission of Monthly Program Report and Quarterly Progress Report in desired format to program officer.
- Support collecting accurate and data to be entered in online software (GSD)
- Maintaining and timely update of all field level records
- Collecting and documenting case studies and success stories to share the impact of Girls Education Program intervention at the school level.
- Participate in review meetings and any other activities which may be required to be undertaken to fulfill the objectives of the organization.
Qualifications and Experience:
Required
- Bachelor’s degree in education /social sciences or equivalent
- 1-2 years of relevant experience in the education sector
- Experience in facilitating life skills, mentoring, and coaching.
- Working knowledge and understanding of project management
- Strong planning and project implementation skills
- Ability to work in remote area.
- Proven ability to work effectively with schools and communities.
- Strong written and oral communication skills
- Good interpersonal skills and a team player
- Knowledge on one or more of thematic areas- Life Skills/ gender/learning psychology- is preferred.
- Experience working with and or counseling adolescent girls.
- Strong computer skills including Microsoft Office and Outlook.
- Fluency in language spoken by girls is an advantage.
- English fluency strongly preferred.
Preferred:
- Prior success working closely and building relationships with diverse groups of people.
- Effectiveness in working or volunteering in a non-profit organization that is focused on maintaining high quality work and low overhead.
- Prior experience in a fast-paced, growth-oriented global or regional organization
- Proven track record of achieving results.
- Ability to juggle multiple priorities simultaneously and take initiatives.
- Report writing experience.

Position Overview
The Senior Literacy Facilitator, Literacy Field is responsible for the
implementation of the Literacy Program in Kilosa. The Senior Literacy
Facilitator, Literacy Field leads both the strategic and tactical
execution for implementing Room to Read’s Literacy program at the field
level for a set of schools; serving as the technical expert on literacy
skills and the habit of reading and supporting and coaching Ward
Education Officers to adopt new ways of working while supporting Grade 1
and 2 teachers to increase their literacy teaching skills to promote
habit and skill of reading.
Roles & Responsibilities:
Program Implementation, Training, and Monitoring
Serves as the technical resource in the Ward on applying literacy skills and the habit of reading techniques in the classroom.
The Senior Literacy Facilitator coordinates closely with the
Instructional Design and Teacher Support Unit to ensure successful
implementation of the program design and provides feedback on how well
it works.
Regularly observes, demonstrates, and coaches Ward Education Officers
(WEOs) as they support teachers in delivering the instructional
component of the Literacy Program.
Supports Ward Education Officers to support teachers in effective use ongoing students’ assessments on instruction.
Support Ward Education Officers to analyzes data related to formative student assessments
Regularly provides an update to the Ward Education Officers on progress
and coaches him/her on ways to support teachers and ensure longer term
sustainability of literacy outcomes within the ward
Attends and participates in teacher training related to the Literacy program.
Supports Ward Education Officers during donor visits through demonstration of projects and presentations, as needed.
Assists Ward Education Officers in organizing and participating in
literacy events, parent meetings and other community activities.
Mobilizes and Support WEOs to organize and participate in the Ward Community of Learning sessions.
Mobilizes and supports WEOs to participate in regular review meetings
and any other activities which he/she may be required to be undertaken
to fulfill the objectives of the organization.
Liaises with the Instructional Design and Teacher Support Unit (IDTS) in
preparation of training materials and participates in facilitating
training.
Liaises with IDTS unit to identify existing gaps, planning and provision of Ward based training.
Coordinates the collection of Program Implementation Monitoring (PIM)
data for being uploaded in SharePoint or in GSD and sharing with IDTS
Coordinates the collection of success stories and best practices and sharing with LPOs for review and further process.
Liaise with the Program Operations Manager and IDTS Unit to provide technical support to the Ward Education Officers.
Assists Program Operations Manager and IDTS Unit to organize all
logistics (i.e., venues, transportation, lodging, meals, etc.) for
Literacy program training for Room to Read staff, teachers, and
librarians.
Planning, Reporting and Documentation
Conducts ongoing planning, documentation, and reporting of school visits.
Coordinates the collection of success stories and best practices and sharing with LPOs/IDTS Unit for review and further process.
Coordinates the compilation of various activities reports and ensures timely submission to LPOs/ IDTS Unit for review.
Supports WEO to identify existing gaps, planning, and provision of ward-based training.
Participates in regular meetings with local government partners and community.
Experience & Qualifications
Required
Bachelor’s degree in education, Language Education, Foundational Literacy, Pedagogy, or related field.
2-5 years of experience in teaching, teacher coaching, or implementing education programs, preferably in early-grade literacy.
Demonstrated experience providing field-level technical support to teachers, education officers, or school leaders.
Strong background in early grade reading instruction, literacy development, or library program implementation.
Experience conducting classroom observations, providing feedback, and facilitating professional development sessions.
Experience working with government education structures (e.g., Ward
Education Officers, school leadership teams, district education
offices).
Experience in implementation of Literacy Programs.
Experience contributing to or reviewing educational materials (teacher
guides, reading activities, training packages, learners assessment
tools) is desirable.
Strong understanding of pedagogical practices for early-grade literacy,
including phonics, comprehension, and reading fluency strategies.
Excellent coaching and mentoring skills, with the ability to model lessons and lead reflective conversations.
Ability to analyze and interpret assessment data to guide technical support strategies.
Strong facilitation and training skills.
Preferred
Experience teaching at the primary stage
Experience in developing and conducting on-site school support and coaching initiatives for teachers.
Development and use of observation and other monitoring tools and practices to assess progress of primary school interventions.
Effectiveness in working or volunteering in a non-profit organization
that is focused on maintaining high quality work and low overhead.
