Job Description

Job Summary

As the Procurement Specialist, you will be responsible for performing all aspects of the procurement process in support of project activities. Under direction of the Finance and Administrative Manager, you will be responsible for coordinating with multiple project stakeholders to procure goods and services. The Procurement Specialist shall work closely with the Finance and Administration Manager and technical managers to ensure proposed procurements are consistent with the United States Government approved annual budget and compliant with Abt’s policies and procedures. You will work closely with other teammates to monitor contracts, verify delivery of materials, and track vendor payments.

Core Responsibilities 

  • In collaboration with technical teams, obtain and review product specifications or scope of work for services; ensure that specifications and scopes are clear, objective and complete.
  • Ensure procurements are openly competed whenever feasible; work with technical team to prepare justification for non-competitive procurement for single source procurements when necessary.
  • Draft, issue, and review request for quotes (RFQs) for all local procurements.
  • Collaborate with Global Support Team to initiate international procurements.
  • In collaboration with COP and/ F&A manager, process customs clearance and liaise with US State Department on tax waivers, as needed.
  • Draft or review local purchase orders and local consultant agreements for execution 
  • Facilitate the review and evaluation of bids.
  • Convene a procurement evaluation committee when needed and serve as non-voting chairperson to ensure participation of relevant technical staff, the integrity of the selection process, and the decision is in-line with basis of award and evaluation factors from RFQ.
  • Utilize the procurement file checklist and complete all required documentation for each procurement, including documenting all correspondence with vendors.
  • Assist with developing procurement timelines during the annual work planning activities to help the team manage the volume of procurements and ensure on-time delivery of all goods and services. 
  • Regularly maintain procurement tracker for all procurements – domestic and international – to provide visibility into planned, on-going and completed purchases.
  • In collaboration with the requestor, ensure that quality control is performed when receiving materials and that any inconsistencies with the original order are noted before payment.
  • Confirm all deliveries with requester to ensure proper recording of new property into the master property register.
  • Ensure that procurement files are complete and audit ready as soon as the procurement process is complete.
  • Conduct and document vendor pre-qualifications or Master Service Agreements for repetitive purchases such as lodging, catering services, office supplies, transport services; when practical.
  • Coordinate orientation for all new staff about how procurement function operates and their role in any procurement.
  • Work with Abt’s procurement department and Global Support Team to obtain requisite approvals. 
  • Enter procurement transactions into QuickBook and iProcure as required.
  • Provide technical procurement expertise for staff to assist with planning and executing several types of procurements with short lead times while adhering to policy.
  • Stay current with changes in US Government and Abt Global policies and procedures related to procurement of goods and services.

Preferred Qualifications

  • Degree in Logistics, Business, Management, Administration, or another relevant field.
  • Experience with US Government-funded development programs, and knowledge of Federal and AID Acquisition Regulations (FARs and AIDARs) is desirable.
  • Possess a certification in procurement and supply management, preferred.
  • Excellent management, organizational, computer (especially Excel), and writing skills.

Accountant - PMI Evolve at Abt

Job Description

Job Summary
 
As an Accountant, you will be responsible for performing the Accounting functions in support of all project activities following all relevant US Government and Abt policies and procedures. Under direction of the Finance and Administrative Manager, the Accountant will record project financial transactions, post to appropriate projects and tasks, prepare periodic financial statements and reports, and keep the records of the accounts books up to date. 

Core Responsibilities  

  • Records expenditures, income, and any other related transactions, in accounting system ensuring supporting documents are compliant with Abt and US Government policies and procedures 
  • Prepares payroll and other regular payments with consideration to deductions (for advances, loans, taxes, etc.)
  • Consolidates payment voucher for review and approval by required signatories 
  • Initiates mobile money or electronic bank transactions 
  • Prepare monthly bank reconciliations.
  • Checks petty cash payments and periodically reconciles petty cash balances.
  • Ensures that the books of accounts are always up to date, orderly, well kept, and readily available for reference and audit, when required.
  • Ensure all government taxes are paid on time
  • Scan payment packages and all supporting documentation daily before documents are prepared for the payments.
  • Prepares the weekly Remote Office Voucher (ROV) in accordance with Abt’s procedures and policies.
  • Prepares monthly cash requests, and promptly advises action required to cover estimated costs.
  • Review advances on travel expenses, travel expense reports, monitor the travel history report and track staff on outstanding advances.
  • Assists the Finance & Administration Manager in the implementation of the internal control system and financial procedures manual of the company.
  • Other responsibilities assigned by the F&A Manager.
     

Preferred Qualifications

  • Bachelor’s degree in accounting, finance, management, business, or another relevant field
  • At least 4 years of professional experience in accounting and program fiscal management.
  • Experience working at international development programs, with experience at United States Governement-funded programs highly desirable.
  •  A strong command of financial and other computer applications such as MS Word, Excel, QuickBooks, Access, etc.
  • Well-developed and effective organizational skills, including to ability to multi-task and work in a high-pressure environment 
  • Experience in payroll management, petty cash management, financial reporting, and budget tracking.
  • Experience with inventory management is desirable.
