Background
Swisscontact strives to advance the socioeconomic integration of youth and young mothers in Tanzania. The organisation has recently been awarded with a new contract for the implementation of a private donor funded project for implementation in Tanzania.
The project builds upon and adds on the ongoing young mother´s Vocational Skills Development (VSD) and related support of the Skills for Employment Tanzania (SET) project, which is funded by the Swiss Government. Similarly, the new project will introduce VSD and entrepreneurship support programmes with the aim of contributing to the creation of sustainable and meaningful livelihoods for young mothers. In close collaboration with the private sector and local communities, this project will offer innovative solutions and successfully tested methodologies to empower these often-marginalized women and to connect them with entrepreneurial opportunities. The project will provide market-responsive technical training, counselling support, life and soft skills and coaching, as well as entrepreneurship and access to finance support. It will do this while not neglecting the specific requirements of young mothers who need to combine professional activities with the care of their often very young children.

Responsibilities
Under the supervision and support of the Project Manager, the MRM coordinator will have the following responsibilities:
Monitoring and Results Measurement (MRM)
- Organise and ensure collection, management and capturing of data and project results.
- Coordinate with the project team, and partners so that data is being collected as per the plan and stored in the MRM system.
- Review and analyse collected data and information, providing feedback on progress, achievements and challenges faced, as well as any improvement required.
- Support the technical team with relevant results information, analysis and updating of intervention plans.
- Provide inputs to support revisions of the Swisscontact Tanzania MRM system and other overall documentation.Studies and reports
- Manage the implementation of project related studies and the preparation of related, written reports on SET activities, in collaboration with technical staff, and partners.
- Provide inputs to the preparation of reports to the donor, Government of Tanzania, and other stakeholders.
- Ensure that all written reports, MRM tools and guidelines are up-to-date and accessible, as appropriate.
Other tasks
- Work with the Project Manager in establishing the budget and other administrative reports related to MRM.
- Support the inclusion of Gender Equality and Social Inclusion (GESI) and climate change/environment into MRM.
- Perform other tasks in line with the job description and as requested by the Project Manager.
Required qualifications, experience, and competencies
- Bachelor in statistics, economics, monitoring and evaluation or related studies.
- At least 3 years of experience in quantitative and qualitative data collection and analysis in a similar position in the private sector or project.
- Experience in analysing technical data and information and drafting related reports.
- Experience in a statistical analysis programme such as Excel or STAT is a distinct advantage.
- Knowledge and interest to expand knowledge on using IT in the workplace.
- Good communication skills with a high level of written and spoken English.
- Ability to interact positively with all stakeholders, both internal and external.
- Empathy, good sense of humor and drive to achieve results.

Under the supervision and support of the Swisscontact Country Director in Tanzania, the Project Manager will have the following responsibilities:
- Manage the project in accordance with its objectives and in line with agreed milestones and SC corporate principles.
- Provide professional advice and guidance to team members, partners, and others in line with requirements.
- Manage the project budget, in line with SC’s rules on financial management.

Tasks
The Project Manager will have to perform the following tasks:
Project Management
- Lead implementation of the project as per agreed objectives and planned results and ensure timely delivery of all project outputs.
- Draft and monitor project plans and budget utilization while managing and communicating risks.
- Prepare annual operational plans and project progress reports for submission to donor and other internal and external stakeholders.
- Directly carry out specific tasks delegated to support implementation of the project.
- Ensure that the Monitoring and Results Measurement (MRM) system is integrated in the project management system and used as an instrument for adaptive management.
Implementation
- Jointly with the project team, identify opportunities for vocational skills development and (self) employment of young mothers either directly or through service providers.
- Jointly with the Vocational Skills and Entrepreneurship Coordinator, develop and manage the technical and financial contracts with the selected service providers.
- Undertake research on issues and topics related to the project and drive implementation.
Stakeholder management
- Coordinate, inform and update stakeholders on project activities. Collect relevant information from stakeholders and other sources to inform project activities.
- Keep a database of stakeholder contacts and provide regular updates to them on project activities.
- Set-up and manage focus group discussions or other meetings to collect information to support project implementation.
- Generate learning, case studies and other knowledge products.
Administration and Human Resource Management (HRM)
- Guide and support the project team in line with the job descriptions and work plans.
- Ensure capacity building of staff through on-the-job training and coaching as well as their participation in relevant training courses and programs.
- Manage sub-contractors and consultants in line with their Terms of Reference
Other tasks
- Perform other tasks in line with the job description and as requested by the Country Director.
Required qualifications, experience, and competencies
- At least a bachelor’s degree in human resource management, agricultural economics, rural development, entrepreneurship, or related subject.
- At least 7 years of progressive experience related to project management and project implementation in the area of youth, vocational skills development, livelihood development and/or entrepreneurship.
- Experience in working with young mothers or other marginalized groups will be a succinct advantage.
- Excellent communication skills with a high level of written and spoken English.
- Good skills and experience in preparing clear and concise technical reports.
- Results-orientated professional with excellent teamwork and collaboration skills, and ability to work under minimal supervision.
- Experience in working with financial and administrative control and compliance systems is an advantage.
- Ability to interact positively with all stakeholders, both internal and external.

Tasks
The Vocational Skills and Entrepreneurship Coordinator will implement the following tasks:
Vocational Skills Development
- Jointly with the project manager, identify opportunities for vocational skills development and (self) employment of young mothers either directly or through service providers in the Morogoro region.
- Jointly with suitable providers agree on suitable young mother packages (technical and employability skills), including completing of proposals, contracts, budgets, and establishment of monitoring mechanisms.
- Develop and manage the technical and financial contracts with the selected service providers.
- Ensure that service providers implement monitoring in line with the MRM procedures of Swisscontact.
- Quality assure the implementation of contracts and prepare technical and monitoring report as scheduled.
- In collaboration with the responsible Swisscontact team member maintain information on feasible training providers and participate in the capacity building of TPs, when appropriate.
- Jointly with the project manager and others, identify private sector organisations as potential partners for the project.
Advice and support on livelihood/entrepreneurship
- Jointly with the selected providers, support young mothers on livelihood and entrepreneurship opportunities and development.
- Maintain information on approaches and methodologies to livelihood and entrepreneurship development including funding and saving schemes.
- Identify good practice and work with the project manager to identify lessons learned and report on these.
Other tasks
- Work with the MRM coordinator to ensure that monitoring data is aligned and participate in MRM meetings as required.
- Work with the Gender Equality and Social Inclusion (GESI) expert of Swisscontact to ensure that implementation complies with the Swisscontact code of conduct and related processes.

Tasks
The Accountant will have to perform the following tasks:
Financial Management
- Facilitate preparation of the yearly budget of operation and monthly cash advance requests.
- Facilitate payments and review accountability for meetings and workshops, submit and reconcile expense reports.
- Provide financial support to other staff including reviewing travel budget, expense reports, and maintenance of electronic and paper files.
- Conduct preparation of payment vouchers, and cheques and ensure timely settlement of all undisputed invoices.
- Support preparation of staff payroll, and payments to outside service providers.
- Monitor and reconcile balance accounts on a monthly basis.
- Provide monthly project financial analysis and recommendations.
- Work with the project staff to ensure project activities are aligned with the approved budget.
- Guide and ensure compliance with relevant regulations such as from Non-Governmental Organisations (NGO) board, country-specific and any other financial obligations such as tax returns and annual Financial Statements
- Provide support to project staff and stakeholders in areas related to finance and accounting.
- Maintain and archive all contracts including annexes for all assigned grants, both electronic and hard copy.
- Work with the Project Manager of Swisscontact Tanzania in organizing biannual and annual audits according to Head Office instructions.

Required qualifications, experience, and competencies.
- At least a bachelor’s or higher degree in Accounting or Finance or Business Management.
- Accounting certification such as a Certified Public Accountant (CPA), or Association of Chartered Certified Accountants (ACCA).
- Experience building financial tracking and reporting systems including an understanding of accounting software.
- At least 3 years of related experience within the private sector or any other organization.
- Excellent organization skills with a problem-solving attitude
