MAJOR RESPONSIBILITIES
Technical Leadership for program quality and program management (25%)
Program Implementation and integration
- Contribute to overall WVT strategy; ensure livelihood priorities are adequately and accurately reflected in the national strategy
- Develop livelihood and economic technical program, ensuring alignment with WVT strategy and regional and global sectoral priorities and cross-sectoral considerations
- Develop systems and processes to support WVT programs have consistent approaches
- Ensure ongoing improvements to livelihood TP design to ensure it remains relevant to context, incorporates innovation by receiving and analysing field-level information
- Develop and/or contextualize models, methodologies and tools for livelihood programming implementation
- Promote integration of R and L programs with other technical programs to optimize impact for child wellbeing
Quality Assurance
- Review livelihood related reports and AP plans for quality assurance
- Regular monitoring, supervision and evaluation of livelihood and economic interventions to ensure quality implementation. Includes technical backstopping, reflection, lessons learned events, etc., to ensure programming on track
- Ensure AP designs are aligned to TP,
- Ensure implementations meets minimum standards
- Participate with DME team in designing, redesigning and elaborating log frames for livelihood and resource development team
- Ensure standardization of livelihood indicators and project models across projects
End Results
- WVT livelihoods technical programs are aligned with regional and global sectoral methodologies and tools, and represent the best strategies to address Tanzania contexts
- Quality assurance of livelihood programming in NO, ensures that models and projects are implemented with fidelity
- Field staff involved in livelihood programming are supported to understand sectoral technical approaches and minimum standards, and provided with practical guidance to achieve high standards of programming
Resource Mobilization and proposal Development (30%)
- Preposition WVT for grants in livelihoods and all related technical sectors, working with national Resource Development team
- Mapping of donors in livelihood; understand donor expectations, technical priorities and key strategic approaches
- Track multilateral, bilateral and local funding programs to access resources
- Prepare concept papers and proposals for grant acquisition
- Prepare detailed livelihoods sector capacity statements for WVT
- Ensure that all aspects of the project development, funding applications and proposals are accurate and professionally prepared
End Results
- There are increased relevant grant opportunities identified for WVT and are in the grant pipeline
- Number of successfully proposals
- Amount of fund mobilized

Capacity Development
- Assessment of NO livelihood staff capacities/ competencies
- Prepare Manuals and guidelines for staff and community training in livelihood
- Facilitate capacity building of staff on livelihood and technical modules, through trainings, workshops and technical backstopping
- Conduct trainings at ToF/TOT level in selected livelihood project models
- Assist in capacity building of local government, CBOs, CPGs,Church/FBOs, and other community groups
Team Performance Management
- Provide leadership, support and technical guidance to field staff in implementation of livelihoods programs
- Technically supervise, Grant Managers and AP livelihood technical staff
- Conduct field visits to provide onsite support
- Participate in recruitment and hiring of livelihood technical staff, together with P& C
- Supervise livelihood and technical team staff
End Results
- NO Capacity in the livelihood sector is improved in an incremental and progressive manner to meet internal standards and external expectations
- Livelihood staff are managed effectively to produce high quality programming
- Livelihood staffs are managed ethically according to WVI standards
Learning and Evidence, Base Development Dissemination and Knowledge Management (10%)
- Identify and implement opportunities for research to enhance learning and build the evidence base/generate evidence, ideally with academic partners.
- Spearhead research, documentation and reflection exercises for learning in collaboration with another sector.
- Collect, document and disseminate field best practices, case studies and success stories
- Develop conference abstracts and/or publications based on learnings and best practice
External Engagement (15%)
Advocacy
- Incorporate local-to-national livelihood advocacy and campaigning in livelihood technical programs
- Accompany advocacy and SLT members to high level meetings
- Provide technical input into policy briefings/ensure quality of advocacy product content
- Obtain evidence from livelihood programs and data from CVA to inform policy at sub-national and national level and to be used in government relations
Networking and Partnership
- Represent WVT at external workshops, technical forums, etc, engaging with MoA and other relevant ministries, donors and other livelihood and resource development team lead partners
- Ensure WVT is visible and recognized as a prominent actor at all levels
- Networking with MoA, contribute to Tanzania government strategy or national plans and strategies
- Develop strategic partnerships with intentional engagement with private sector/corporates
Core Values and stewardship
- Provide spiritual support to staff of the Division and reinforce the core values to enable understanding of the World Vision operations and culture
- Manage WVT material and financial resources to ensure Stewardship and accountability in Program Quality and Strategy Division.
End Results
- WVT influence on the livelihood agenda to external partners, donors, academia and civil society organizations, is strengthened in the Tanzania
- # of technical papers and success stories shared in different platforms
Required Professional Experience
The following may be acquired through a combination of formal or self- Education, prior experience or on-the-job training:
Minimum Qualification required:
- Demonstrated minimum of 10 years’ experience in livelihoods and resilience programming and quality assurance within the NGO sector.
- Proven ability to implement a range of Resilience and Livelihood models with strong technical depth.
- Evidence of successful resource mobilization, particularly within the livelihoods and resilience thematic areas.
- Strong understanding and practical application of integrated development approaches and GEDSI (Gender Equality, Disability, and Social Inclusion).
- Experience engaging in evidence-based advocacy at both local and national levels.
- Experience providing technical leadership or support to livelihoods and resilience programs in rural and urban settings (desirable).
- Demonstrated experience in women’s and youth economic empowerment, including life skills development.
- Experience leading and managing a professional technical team
Required Education, training, license, registration, and certification
- Bachelor degree in Agricultural Sciences, Environmental Science, Development Studies, Economics or any related discipline from a recognized institution.
- Master Degree in Agricultural Science, Environmental Science, Development Studies, Economics or any related discipline from a recognized institution will be added advantage
Preferred Knowledge and Qualifications
- Excellent reporting and analytical skills.
- Excellent interpersonal, organizational, time management,
- Excellent written and oral communication skills, especially the ability to write succinctly and clearly for professional and public audiences. Ability to create and deliver effective and polished public presentations.
- Excellent interpersonal skills and ability to handle challenging situations with tact and sensitivity.
- Ability to analyze quantitative and qualitative information and prepare and present results orally and in writing.
- Ability to independently prioritize assignments, manage multiple simultaneous projects, ask for assistance when needed, and provide regular progress updates to collaborators, supervisors, and colleagues.
- Strong knowledge and skills in conducting and developing workshops and/or trainings material will be an asset

Travel and/or Work Environment Requirement
- Work environment: Office-based with frequent travel to the field.
- Travel: 10% Domestic/international travel is required.
- On call: 5%.
