Background
HelpAge Tanzania and REDESO are implementing a five-year project funded
by the German Federal Ministry for Economic Cooperation and Development
(BMZ) aimed at improving the safety, resilience, and inclusion of
Persons with Specific Needs (PSNs), particularly older people and
persons with disabilities, living in refugee camps and surrounding host
communities in Kigoma Region.
The project promotes ecosystem-based climate adaptation, peaceful coexistence between refugees and host communities, disaster preparedness systems, community-based protection and psychosocial support structures, and access to climate-adapted livelihoods.
Purpose of the Evaluation
The final evaluation seeks to independently assess the project’s performance, results, and overall impact. The evaluation will examine the relevance, coherence, effectiveness, efficiency, impact, and sustainability of project interventions and generate lessons learned and recommendations to inform future programming.
Scope of Work
The consultant will conduct a mixed-methods evaluation including
document review, field data collection, stakeholder consultations, and
analysis of project monitoring data. Fieldwork will be conducted in
Kigoma Region, including Nduta and Nyarugusu refugee camps and selected
host communities.
The evaluation will involve consultations with beneficiaries, including older people and persons with disabilities, government stakeholders, camp authorities, community structures, and implementing partners.
Key Deliverables
- Inception Report outlining methodology and work plan
- Draft Evaluation Report for stakeholder review
- Validation presentation of key findings
- Final Evaluation Report (maximum 35 pages excluding annexes)
- Presentation slide deck summarizing key findings and recommendations
- Submission of anonymized datasets and evaluation tools
Consultant Qualifications
- Minimum 10 years of professional experience in international development, humanitarian programming, or social protection.
- Proven experience conducting evaluations of complex development or humanitarian projects using recognized standards (e.g., OECD-DAC).
- Strong expertise in participatory research methods and mixed-methods evaluation.
- Experience working on inclusion, protection, ageing, disability, or refugee contexts is highly desirable.
- Excellent analytical and report-writing skills in English.
- Knowledge of the Tanzanian context and ability to communicate in Kiswahili will be an added advantage.
