Job Summary
The Deputy Chief of Party (DCOP) – Technical will provide strategic leadership, management, and technical direction in horticulture market systems strengthening and will support the project team, and counterparts in the implementation of activities. The DCOP will provide managerial and technical support to the Chief of Party (COP), assisting in areas including work planning, performance management, engagement with local counterparts, and strategic communications. He/she will provide strategic leadership and direction so that program components are results-oriented, deliverables are high quality, and reporting is relevant and timely leading to the achievement of program goals. The position is contingent upon contract award to Abt Associates.
Key Roles And Responsibilities

    • Provides managerial and operational support to the COP, assisting in areas including work planning, performance management, continuous learning, and strategic communications. This includes working closely with Abt’s home office, COP and project leads to develop work plans and monitor activity timelines.
    • Provide substantive involvement regarding development of technical management and oversight for the accomplishment of the objectives of the activity including the supervision of project technical leads.
    • Support reporting, update and implementation of the technical strategies, identifying technical assistance needs, and mobilizing required technical resources and staff. Responsible for harmonizing the objectives of the activity specifically ensuring effective complementary and efficient implementation.
    • Leads and oversees all technical assistance, including those delivered by subcontractors and grantees, across the Horticulture Activity’s priority technical areas.
    • Contributes to the development of the Activity Monitoring, Evaluation and Learning Plan (AMELP)
    • Supports a culture of learning and adaptive management by contributing to data analysis and applying key learnings from knowledge generated to adapt program activities as appropriate.
    • Together with the COP, serves as a senior manager to ensure activities are in compliance with USAID rules and regulations and activities meet program targets.
    • Supervises the technical team composed of market linkage, productivity, technology commercialization, policy and enabling environment, and risk and resilience specialists.
    • Works closely and maintain positive relationship with USAID officials, implementing partners, regional organizations and other stakeholders in support of activity goals.
    • Provides guidance and training to managers and staff to achieve activity objectives and intermediate results.

Preferred Qualifications

    • 13-15 years of relevant professional experience with a Masters Degree, or 8-10 years with a Doctorate in a related subject area such as public health, economics, health finance, or something similar
    • Demonstrated technical expertise in advancing horticulture market systems strengthening
    • At least 3 years of management experience over professional teams
    • Proven experience working in leadership roles on international development projects funded by USAID
    • Advanced written and oral communications skills. Must be adept at writing and editing quarterly and annual reports for donor, internal, and external program stakeholders
    • Strong relationship management skills, with demonstrated experience successfully managing relationships with donors and other internal and external program stakeholders and partners
    • Demonstrated ability to implement successful performance management systems
    • Demonstrated leadership experience and ability to work with minimum of direction and supervision
    • Strong management and planning skills of activity tasks and budgets
    • Demonstrated team building and team management leading to high quality work in a timely, cost effective manner
    • Excellent writing skills required
    • Excellent organizational, interpersonal communication, and computer skills
    • Verbal and written fluency in English is required
Minimum Qualifications

    • (10+) years of experience and a bachelor degree OR the equivalent combination of education and experience

Monitoring, Evaluation, and Learning


Job Summary
Abt Associates is currently seeking a qualified Monitoring Evaluation & Learning (MEL) Director for the upcoming USAID Tanzania Horticulture Activity.
Under the supervision of the Chief of Party, the MEL Director will provide leadership and management oversight of research, monitoring and evaluation activities for the project in alignment with the Tanzania Horticulture results framework. This includes leading the collaborative learning and adaptation activities. The MEL Director will also oversee two other MEL support staff. The position is contingent upon contract award to Abt Associates.

Key Roles And Responsibilities

    • Leads collaborative learning and adaptation activities including enabling reflection on ‘what is working’ and ‘what is not.’ Develops a monitoring processes with quick feedback loops that generate iterative learning to adjust activities in real-time and track progress in achieving objectives.
    • Guide team efforts to use activity-generated data, context data, and research to inform evidence-based program design and adaptive management.
    • Lead efforts to strengthen a culture of learning at local levels with local stakeholders, including during trainings and other stakeholder engagements
    • Drive the Activity’s overall learning agenda to derive lessons learned and best practices from routine activities, and contribute to quarterly Activity evaluations
    • Support the interpretation and presentation of MEL findings for Activity planning, decision-making, course-correction, and communication of successes
    • Leads the development of the Activity Monitoring, Evaluation and Learning Plan (AMELP), with inputs from technical and leadership staff. Updates AMELP throughout the life of the activity reflect evolving needs and context shifts.
    • Develops processes, procedures, and systems for data collection, analysis, and reporting on activity results and indicators.
    • Ensures quality, reliability, validity, and formatting of all MEL tools and products are developed under USAID standards.
    • Develops a research plan that outlines needed formative research to inform program implementation and design; identify new research needs, and ways to evaluate the pilot new approaches for activities.
    • Supervises the collection of all data needed to report on all defined indicators (impact, output, outcome and program management indicators).
    • Conducts regular review and adjustment of data collection processes as needed.
    • Supervises implementation of data quality assessment (DQAs) as required or specified in the AMELP.
    • Serves as the primary point of contact for research and data analysis needs for the project team.
    • Synthesizes monitoring and evaluation findings needed for quarterly and annual reports for USAID.

Preferred Qualifications

    • Master’s degree in statistics, social science, development economics or a related field
    • 10 years of experience with Masters degree or 6-8 with PhD in data management and analysis for M&E, learning, and adaptive management
    • Demonstrated experience designing and implementing MEL systems in complex donor-funded development projects
    • Experience implementing MEL activities on health system strengthening projects and/or projects that integrate health care for vulnerable populations desirable
    • Proficiency in Excel, Word, and other MS Office software; data analysis software, e.g. SPSS or Stata
    • Experience conducting monitoring, evaluation and research tasks related to Feed the Future activities and technical areas
    • Experience in conducting qualitative and quantitative research, with demonstrated experience managing data collection teams
    • Excellent organizational and planning skills with demonstrated attention to detail.
    • Strong oral and written English skills for writing MEL reports and deliverables for USAID and project stakeholders
    • Strong management skills to manage MEL support staff and activities

Job SummaryAbt Associates is currently seeking a qualified Deputy Chief of Party – Finance and Operations for the upcoming USAID Tanzania Horticulture Activity.
The Deputy Chief of Party – Finance and Operations (DCOP-FO), under the supervision of the Chief of Party, will have primary responsibility for financial and administrative management for the Tanzania Horticulture Activity, supervision and oversight of all financial and administrative support staff, and establishment of the systems and procedures required to ensure compliance with USAID regulations and local law. This position will also oversee contracts, procurement and subcontracting, budgeting, reporting, human resources (HR), and general administrative support. The position is contingent upon contract award to Abt Associates.

Key Roles And Responsibilities

    • Provide managerial and operational support to the Chief of Party, by overseeing project finance and accounting, operations, grants management, IT and human resources and ensuring compliance with USAID regulations.
    • Advise COP and technical team on financial regulations, best practices, and new ways of streamlining project operations and delivery.
    • Oversees the development of administrative and operations management systems and processes required to support activity implementation, ensuring compliance with USAID and Abt policies and regulations.
    • Manages implementation of financial, administrative, and HR policies and procedures that meet activity needs and corporate and client requirements.
    • Oversees procurement efforts for the activity including selection and negotiation with vendors, and management of grants and subcontractors on the activity in compliance with USAID and Abt Associates procurement regulations.
    • Ensures compliance with USAID and Abt Associates policies, regulations and procedures governing the activity contract.
    • Supervises institutional subcontracts and sub-agreements with assistance from the Abt Associates home office support team (Finance and Contract Manager, in particular),
    • Track actuals, accruals and commitments against approved budgets to ensure project activities remain on budget. Advise COP and home office of any changes in projected spending
    • Ensures that the Tanzania Horticulture Activity budget and audit projections, expenditure, tracking and reporting are in accordance with USAID and Abt requirements, procedures, and practices for compliance and audits.
    • Creates and maintains financial reporting and tracking systems, and provides financial performance updates on project activities. Guides the administrative team on annual work planning, and ensure submission of quality operational plans, budgets, and reports.
    • Oversees HR management functions including: recruitment, hiring, transition, and termination; benefits administration; performance appraisal; and ongoing performance management.
Preferred Qualifications

  • Master’s Degree in Public or Business Administration, Finance, or a related field.
  • At least 8 years of relevant work experience managing grants or contracts for private sector, universities, international NGOs or other organizations with similar scopes of work.
  • Experience and knowledge in fiscally and operationally managing all aspects of at least one large multi-million US dollar contract funded by an international donor required, USAID experience highly preferred
    • Supervisory and/or management work experience including: (1) direct supervision of professional and support staff; (2) quality evaluation of staff performance and deliverables; (3) contract management (required); and (4) ability to lead large complex programs and motivate multidisciplinary, multicultural teams
    • Experience with USAID and other donor-funded health projects, highly desirable
    • Excellent financial management skills and knowledge of latest project management tools and computer applications
    • Ability to set priorities and multi-task
    • Strong analytical and computer skills, with emphasis on budgeting and financial analysis
    • Excellent organizational skills
    • Excellent written and spoken English communications skills
