JOB OVERVIEW:

Under the supervision of the DGHP Program Director, the incumbent will serve as a Medical Epidemiologist to provide comprehensive technical, administrative, and oversight support to GHS (Global Health Security) projects involving epidemiological data collection, quality control and data utilization, and monitoring and evaluation. The incumbent will also be involved in surveillance, research, systems strengthening, and investigation activities of host government ministries, international organizations, non-governmental organizations, and host ministry of health partners. The role will provide expert advice as the technical expert for multiple cooperative agreements, including several priority awards to the Ministry of Health.
Overall duties of this position include, but are not limited to:

Qualifications and Evaluations
Requirements:
EXPERIENCE:

Required: at least five years of progressively responsible senior-level public health experience in the public health programs and service delivery. This may include disease surveillance, epidemiology, research, health systems strengthening, laboratory science, public health/lab/epidemiological policy, practices, procedures, and other program management.

A minimum of two years managerial responsibility with multiple staffing reporting is required.
Experience in Tanzania with the Ministry of Health (MOH), an international development agency, or other stakeholders in designing, implementing, and conducting public health programs is highly desirable.
Experience and knowledge of USG public health agency.

LANGUAGE: Level IV (fluency – speaking/reading/writing, including medical terminology) of English language is required. Level IV (fluency – speaking/reading/writing, including medical terminology) of Kiswahili language is required. This may be tested.

SKILLS AND ABILITIES:

Incumbent should possess the following skills and abilities: oral communication techniques to serve as bureau or agency representative and present findings and deliver briefings, explain and justify recommendations, and negotiate solutions to disputed recommendations. Written communication techniques to prepare reports used as the basis for key-executive-level management decisions and other comparable documents. Experience in teaching and mentoring epidemiologists. Proven skills in study design, scientific writing, and data analysis. Ability to work independently as well as with multi-disciplinary teams and using management techniques to plan, organize, and direct workflow and competing priorities. Strong diplomacy skills and experience working with high-level ministerial representatives. Experience working internationally, including with CDC and other international organizations. Interpersonal relationship skills to establish and maintain effective and diplomatic working relations and secure support and cooperation.

Duties

Project Management: 20%

Assists the Facility Manager (FM) in planning major and minor construction and maintenance projects, fixing daily, weekly, and monthly schedules and priorities for the work, and scheduling the various tradesmen required. Advises the FM on the annual maintenance budget and works within the allotted amounts. Advises the FM on the purchase/retirement and sale of major equipment, making recommendations as to the best kind required for the job and its availability. Drafts scopes of work for renovation project contracts and conducts site survey with the prospective contractors, providing each with a detailed scope of work and showing them the job to be done. Serves as liaison between the Embassy and the various contractors and supervises the work done under contract to assure its thoroughness and completion in a timely and economical manner. Acts as representative for many projects. Maintains good working relationships with the Tanzania water and electrical authorities to ensure prompt and quick responses on their part to the Embassy’s water and utilities problems. Troubleshoots on a 24 hour a day basis, the need for emergency and other than normal maintenance to determine how it happened, and why, to prevent further trouble or recurrence of the problem.

Personnel Management: 40%

Supervises a multi-trade workforce consisting of thirty-six employees. Develops preventive maintenance schedules for the Mission’s buildings, residences, and equipment, to include generators, automatic transfer switches, automatic voltage regulators, residential appliances, and all domestic water delivery systems. These predetermined schedules will follow manufacturers recommendations, based upon hours of operation, with guidance obtained by OBO predefined electronic PM schedules and plans. Tests new applicants in the work of the various trades, carpentry, power generation electrical, plumbing, masonry, welding etc., to assure that they are knowledgeable in the trade for which they are applying. Implements disciplinary action for employees when required, approves their leave requests, and makes recommendations for promotion when a tradesman has reached the journeyman level in their trade.

Operational Support: 40%

Is on call after hours, responding to emergency calls at all hours for any type of emergency maintenance request. Responds to emergency maintenance and repair by scheduling crews or personnel of the various trades. Maintains active surveillance over all the construction and maintenance work to assure a high level of efficiency and security of USG equipment, property, and tools. Ensures all pre planning and materials estimations of manpower, equipment requirements parts are undertaken normally at a very minimal of 10 working days prior to implementation of all larger projects, by the respective section or group needing manpower materials or spare parts. Ensures that all supervised job activities and duties are performed in a responsible manner to avoid the creation of safety or health hazards. Conducts daily field inspections to make sure, workers are well prepared, materials have been pre planned and work which was pre scheduled is what is being undertaken first and ensures that all subordinate personnel conform to established safety and health policy and procedures and properly utilize personal protective equipment. Should accidents, illnesses or injuries occur, ensures that the POSHO, safety designee or other appropriate official is informed and that required reports are issued. As a supervisor, incumbent will ensure that required evaluation reports Will be completed on time.

Qualifications and Evaluations
Requirements:
EXPERIENCE: Four (4) years of practical experience in the construction or facility management fields plus two (2) years managerial or supervisory experience is required.

JOB KNOWLEDGE:

The jobholder should have advanced knowledge of construction techniques. A wide range of in-depth expertise in both local and US standards, codes, and practices. Must have a wide knowledge of maintenance and mechanical equipment, especially HVAC units, electrical panels, infrastructure systems and general building maintenance.

Education Requirements:
Completion of secondary school and technical certification at NTA level 6 (two years of studies) or equivalent is required.

Evaluations:
LANGUAGE: Level 4 (Fluent) Speaking/Reading/Writing English is required. Level 4 (Fluent) Speaking/Reading/Writing Swahili is required. (This may be tested)

SKILLS AND ABILITIES:

Strong management skills are required. Must be able to lead by example. Mathematical ability to complete common engineering formulas is required. Ability to use electrical machine tools, electrical measuring instruments, diagnosis and troubleshooting of equipment and appliances. Must have capability to use tools to track, record, troubleshoot and fine tune building systems. MS Project, MS Office (MS Excel, MS Word, MS PowerPoint), ability to type forty words per minute, and general knowledge of AutoCAD. Must be able to drive Government-Owned-Vehicle and must hold a valid category B&D driver’s license (and have held it for the last 5 years). Problems encountered vary considerably and analysis and judgment are necessary to troubleshoot the systems and find the solution to maintenance problems. The jobholder must be able to overlap tasks, and work with projects characterized by shifting priorities. Must be able to communicate clearly and patiently.

Duties
SharePoint Administration, Database Administration, Data Analysis and Automation: 50%

1. Serves as the Primary technical resource in supporting and leveraging Microsoft SharePoint Features. Maintain Post’s SharePoint site and ensure the site is up to date with the latest enhancements / templates and with the latest required information.
2. Designs, configure and maintain SharePoint sites, troubleshoot issues, monitor performance, and provide technical support.
3. Collaborate with cross-functional teams to understand data management requirements and support data governance initiatives. Work closely with users and stakeholders to analyze and determine detailed business requirements as they relate to SharePoint solution opportunities.
4. Contribute to improving consistency and effectiveness of information and document governance within the mission.
5. Troubleshooting and resolving SharePoint issues or malfunctions. Providing SharePoint support and end-user training.
6. Keeping up to date with SharePoint developments and performing version updates and upgrades.
7. Analyze workflows of different offices, identify opportunities to streamline reporting by using technologies like PowerShell, PowerApps, Splunk, Power Automate, etc. to make processes more automated and less manual.
8. Developing and managing business intelligence solutions for the mission. Assist and support stakeholders including the Embassy Quality Coordinators in preparing final analysis reports to understand the data-analysis steps, enabling them to take important decisions based on various facts and trends.
9. Utilize Power BI to deliver high solutions sourcing a variety of data. Build data visualizations including dashboards and reports.
10. Install, configure, maintain, and troubleshoot Post’s SQL Database and IIS servers.

Server / Network Management and Customer / End-User Support: 30%

1. Provide technical support for incoming queries and issues related to unclass and DIN computer systems, servers, network switches, software and hardware, smart devices (iPhones / iPads / Androids) and Audio & Video (AV) requests.
2. Respond to work-orders as they are assigned and ensure they are completed on time as per the required guidance /standards in place (International Cooperative Administrative Support Services (ICASS) standards).
3. The incumbent will perform routine administrative tasks such as password resets, new user account creation, profile updates, deletion / transfer of user accounts, etc.
4. He or She will install, configure, replace workstations, peripherals, laptops, printers, scanners, smart phones, and audio-visual equipment.
5. He or she will also perform routine maintenance on all computer equipment in the Local Area Network/Wide Area Network.

He or She will require to conduct training sessions for end-users in various areas such as login to the unclassified systems, Microsoft Office 365 applications, CRM, usage of smart phones, remote applications, video teleconferencing systems, online tools, etc.
The incumbent will also be responsible (as a backup) for the inventories of all IT equipment, supplies, including serial numbers and user assignment. He or She will also be responsible to ensure that all the IT Equipment are inventoried correctly in the system. All items received or going for disposal are coordinated, recorded, and updated according to the required guidance.

Duties
Designated Billing Officer – 20%

Under supervision of Supervisory Voucher Examiner, Incumbent receives all invoices for the Mission as the Designated Billing Officer and routes them to the appropriate section/agency for required approvals and documentation. The incumbent is the FMC point of contact for vendors, consulate staff and colleagues in other sections with respect to voucher processing and invoice payments. For rejected vouchers the incumbent works with the section/agency submitting the voucher to correct and resubmit.

Voucher Indexing: Incumbent is responsible for all voucher submissions into the voucher invoice processing system. S/he reviews all vouchers submitted for completeness and determines if the voucher should be processed. After the vouchers are deemed adequate to process, the incumbent accurately enters the voucher into system (eInvoicing).

Payment Processing and Account Reconciliation – 60%

Directly responsible for ensuring legal and correct invoice processing throughout the entire voucher payment lifecycle from receipt of invoice to final payment and proper record retention. Responsible for correctly processing annually up to 15,000 vouchers for no less than ten USG agencies and their multiple programs. Ensures invoices are valid, supporting documentation (e.g. obligating documents, receiving reports) is attached; appropriate signatures obtained; funds are properly obligated; liquidation remains within the obligated amount; and that payments are in accordance with all applicable USG laws and regulations. Responsible for accurately processing some highly complex vouchers such as local guard invoices, purchase and travel card invoices, and multi-agency funded invoices.

Uses post policy guidance and reasonable judgment to identify invoices suitable for processing at the offshore Post Support Unit versus invoices that should remain at post. Pro-actively follows up with vendors and customers to ensure correct documentation is received on time and payments are processed within the requirements of post’s uniform service standards to avoid delinquency and penalty charges associated with Prompt Payment Act.

Maintains current and accurate payment records on vendor accounts to ensure no duplicate invoices. Performs regular reconciliation on assigned accounts in order to prevent over- or under-payments and respond swiftly to vendor or audit inquiries. At request of Supervisory Voucher Examiner, may perform special, in-depth analysis or review of accounts to track payments and processing times.

Prepare Cash and Travel Advances – 10%

Prepares off-line cash travel advances and cash payments (ORE, PSA laborers, local guard stipends) for assigned accounts. Provides technical support for all E2 travel processing. Applies applicable USG and post-policy guidance to accurately calculate travel cash advance as required. Prepares official cash advance forms and attaches supporting documentation and calculations for Certifying Officer approval and signatures. Directly liaises with appropriate Embassy office (i.e. GSO, HR, Facilities, Diplomatic Security) to verify data critical to processing cash payments for day laborers, police stipends and vendors requiring cash payments. Processes over 300 cash and travel advance payments annually.

Communication and Coordination – 10%

Maintains open and regular communication with over 1000 internal and external vendors/customers on voucher-related payments. Pro-actively contacts vendors to request corrected invoices and other documentation and responds to vendor queries on account reconciliation or payment status. Engages other Embassy sections such as GSO, Facilities and the B&F Budget Section as required to resolve payment issues and inform about price fluctuations but maintains primary communication with the vendor through the entire payment lifecycle.

Interacts with the Post Support Unit (PSU), ILMS coordinators and Charleston accountants as required and directed by the Supervisory Voucher Examiner.

Job holder will perform other related duties as assigned.

Qualifications and Evaluations
Requirements:
EXPERIENCE: Two years of experience in voucher examination or bookkeeping in required.

Education Requirements:
Bachelor’s degree in Accounting, Finance or Economics is required.

Evaluations:
LANGUAGE: Level 4 (Fluent) Speaking/Reading/Writing English is required. Level 4 (Fluent) Speaking/Reading/Writing Swahili is required. (This may be tested)

SKILLS AND ABILITIES: Must be able to comprehend, apply technical regulations and requirements as established by various agencies to the voucher examining process. Must possess strong skills in articulating complex issues orally and in writing. Must be skilled in using PCs use of MS-word, Excel, Internet and window applications and basic typing skills required.
