Position: HR and TAS Coordinator

Airswift has been tasked by one of our key clients to seek a HR and TAS Coordinator to join them in Dar es Salaam, TZ on a 12-month contract.

Main accountabilities and responsibilities:

Recommended:

TAS

  • Supporting all aspects of the purchase and supply of services for The Company
    Reporting and recording all matters pertaining to TAS agents queries, challenges and concerns
  • Ensuring proper execution of the contracting process, specifically the launch and follow-up of calls for candidate proposals through to the point of contract award and execution for Technical Assistance Services (TAS) contracts.
  • Assistance to the service requester and human resources team for all contractual questions related to the management of TAS and other contracts.

HR Administration

  • Coordinating all HR and Administration activities for TAS contracts at Project Level
  • Assisting the package managers in drafting pre – CFT documents
  • Reviewing all proposals received from TAS agents and categorically filing them for the package managers reviews and shortlisting of suitable candidates.
  • Scheduling of interviews between the candidates and service requestors as required and track interview records.
  • Issuing of award notices selected candidates through their TAS agents and manage the administration of the contracting process.
  • Conducting all internal contracting processes as per the C&P procedure before issuing contracts to awarded candidates through their agents.
  • Ensuring good administration and filing of all documents pertaining to each individual mobilization

Requirements:

  • Bachelor’s degree in administration, Record keeping and Management, HR Management, Law or related field
  • A minimum of 3 years’ experience working in HR Management, Contract Management or related positions aligned with their professional qualification.
  • Specific expertise in working with Excel, PowerPoint, Word documents is mandatory.
  • HR background is mandatory.

The Job Holder is responsible for:

  • Ensuring Pipe mills productivity with regards to Project schedule
  • Coordinating the review of all relevant Engineering / Qualification / Manufacturing / fabrication / Testing documents.
  • This includes material selection, specifications, welding procedures & qualifications, anti-corrosion coating procedures & qualifications, testing procedures, ITP etc.;
  • Ensuring the coordination of the Surveillance Quality Team at steel/pipe/bend/coating mills and ports
  • Ensuring compliance of the Line-pipe and Bends Manufacture & Coating with Project Specifications;
  • Awareness of and compliance with H3SE standards and business ethics by subordinates and contractors. Report immediately to his hierarchy any H3SE or Quality non-conformance.

ACTIVITIES

  • Ensures that Supply scope – Manufacture & Anti-corrosion Coating Engineering / Qualification / manufacturing / Fabrication / Testing activities are performed in line with Contract requirements (including suppliers’ commitment to Local Content) and Project Specifications and obtain derogations for any deviations from Project Optimum Requirements and PPS;
  • Lead the review of Line-pipe Supplier specifications, inspection & test plans and any other material / welding & coating related documents with the support of Company and EPcm Engineering team; Ensure compliance to Project Documentation Control Procedures;
  • Review and instruct Technical Queries, Deviation Requests and Non-Conformance Reports;
  • Coordinate / call for inspections/audits at Vendor’s facilities when necessary;
  • Attends progress meetings for the line-pipe manufacture;
  • Ensures updated integrated schedule and daily progress is available for use and input into planning system;
  • Participates to meetings with partners, authorities and other stakeholders as required;
  • Monitors Pipe & Coating Mills achievements and provide in coordination with EPcm support team inputs to weekly and monthly reports and KPIs;
  • Identifies potential quality, interface or schedule issue and report to Pipes Delivery Managers of main issues. Proposes mitigation plans;
  • Leads, organizes and manages the assigned inspection teams. Oversees the contract internal interfaces between the Pipe and Coating Mills in a good working atmosphere.
  • Holds daily/weekly meetings with inspectors at Pipe mills; Ensure that reporting is as per procedure;
  • Ensure proper coordination with Logistics for Line-pipe delivery at FOB ports;
  • Internally, co-ordinates with the Project Control team, the Engineering team, the Logistic team, the H3SE team and the Quality team.
  • Externally, liaises and co-ordinates with the various Suppliers;
  • Promotes 3C E&P. Follow up the activities of Contractor(s) and strives to optimise costs and achieve value at every opportunity;
  • Ensures H3SE requirements are taken into consideration;
  • Adopts and demonstrates exemplary behaviour with regard H3SE and H3SE rules; implementation; participates to H3SE risk identification during pipe mill inspections/audits
  • Adopts and demonstrates exemplary behaviour with regards to Ethics and project ‘code of conduct’ policy;
  • Carries out any other duties or tasks that may be required by the position.

  • Location (country/site): The position is based in Dar es Salaam (Tanzania) with frequent travel to pipe-mills locations.
  • Status (residential/rotational): Residential with Single Status and Rotation of 8/2

QUALIFICATIONS & EXPERIENCE REQUIRED

  • Degree: MSc (or equivalent formal qualification) in a recognized Engineering discipline
  • Experience minimum 10 years in Oil &Gas Industry) with similar large-scale projects & complex environment.
  • Working knowledge of the key concerned engineering disciplines: – Materials, Welding and Coating
  • Effectively and safely lead a team of contractors and vendors to a successful project outcome.
  • Ability to work in a multi-cultural business environment
  • Good interpersonal and communication skills
  • Excellent organizational, time management, leadership, and decision-making skills
  • Demonstrate project management and supervision skills
  • English as mother tongue or Fluent in English (speaking and writing)

OTHER OBSERVATIONS

  • Ensuring that pipe is safely delivered (H3SE) in accordance with the approved Contract and main deviations are approved.
  • Delivering the pipe within the approved budget and schedule.
  • Timely delivery and handover to Logistic Contractor of pipe of the required quality.
  • Business integrity in contract management and call for tender processes

Lead Planning, Progress and Reporting
Airswift has been tasked by one of our key clients to seek a Lead Planning, Progress and Reporting to join them in Dar es Salaam, TZ on a 1-year contract.

Main accountabilities and responsibilities:

EPCM Planning and Reporting team who will be dedicated to main contracts and purchase orders scheduling and profess measurement activities
Main Logistics Contractor Planning and Reporting leader who will be dedicated to logistics scheduling and progress measurement activities
Other contractors Planning and Reporting team activities as need may arise
As a general manner, to aid the Project Management for all matters related to scheduling, progress, reporting and to manage all these activities in close coordination with future contractors (EPcm, Construction, Logistics, etc.,…)
To develop, implement and maintain procedures, means and tools in order to ensure the efficient organization and operation of the scheduling, progress control and reporting activities across the project
To complete as necessary, the Project Work Breakdown Structure with comply with Project needs in terms of progress control and reporting, for all phases of the Project
To develop, update and revise the overall integrated Project schedules as required by the Project
Management team, and to provide analysis ad simulations of new schedules as required
To incorporate the overall integrated Project schedule, all the permitting activities for both Uganda and
Tanzanian permitting regulations
To update, complete and conduct weekly and monthly reviews of report structures complying with EACOP, partners and authorities needs

Requirements:

Degree: Engineer (or equivalent formal education), project management, project planning, from a recognized university
Experience: 10 years’ experience in oil and ga with similar large – scale projects and or environment
Perfect knowledge of Primavera
Ability to work in multi – cultural business environment.
Good interpersonal and communication skills
Fluent in English, written and spoken, and able to work in a multi-cultural environment.

Lead Environmental Advisor

Airswift is currently looking for a Lead Environmental Advisor for one of our largest projects in Dar El Salaam on a rotation schedule. We are looking for candidates with the drive and commitment to make a genuine difference to our performance to ensure that company continues to differentiate itself from competitors by delivering quality service to our client’s requirements.

Job Responsibilities

The Environmental Lead will report to the Environmental Methods Lead and will have the following responsibilities:

Monitors and inspects contractors’ day to day construction activities to ensure all are performed in accordance with all project applicable permit conditions, environmental management condition and mitigation requirements.
Monitors all project related facilities, camps, waste management areas etc
Liaises daily with EPC Contractor’s to provide guidance, as required, with regard to the development of the specific management plans
Liaises daily with EPC Contractor’s site personnel. Effectively provides guidance, as required, regarding compliance requirements and corrective actions.
Liaises with the contractors’ environmental team to ensure on-going project compliance
Ensures all required samplings/testing are done as required
Issues non-compliance for the breaches in permit/mitigation requirements.
Assists in the review and close out of rectifications arising from daily inspections, audits, or compliance review process.
Provides and maintains daily inspection reports with photos.
Liaises with immediate supervisor, highlighting areas of concern, NCRs, incidents, etc.

Environmental experience in supervision of industrial facilities.
BSc or MSc is environmental science
Experience with the environmental management in accordance with IFC PS
