Job Summary:
The Country Project Accountant, under the supervision of the Regional Finance Manager and management of the Regional Director East/ Horn of Africa DVV International, will be handling the day-to-day financial accounts and admin tasks of the organisation, including working on project planning and budgeting, preparing financial reports, maintaining the accounts of the organisation in accordance with DVV International and donor guidelines, ensuring that the NGO is in compliance with all national fiscal requirements in relation to tax, etc., supporting partners to ensure financial compliance, managing staff payroll processes, and working on annual audit processes.

Responsibilities
Project budgeting and Financial reporting
• Preparing annual budget and monthly/quarterly forecasts.
• Preparation of budgets for project activities and funding proposals
• Management and analysis of financial reports and fund requests submitted by partners.
• Regular monitoring of the balance of funds of the project and secure the liquidity position of the organization.
• Ensure all relevant finance documents are sent to HQ on regular basis.
• Prepare budgets for workshops and other short-term activities as they arise.
• Support the function office for all other related financial matters and Assist the Regional Finance Manager where necessary.

• Maintaining of all financial project related files.
• Ensure security of items in the store and ensure the inventory list.
• Monthly inputting of all financial transactions to the accounting software.
• Post daily transaction to accounting system, check payment voucher and journal, petty cash payment voucher.
• Prepare payment of monthly staff salaries.
• Manage procurement procedures in line with Tanzanian national procurement regulations.

Annual Audit/Reporting and Compliance
• Facilitate external audits (preparation, accompanying the work of auditors, timely reporting).
• Support correct administration of funds to third parties/project partners and supporting partners to ensure financial compliance.
• Maintaining close contact with partners of the organisation and providing guidance and training on financial procedures and requirements, as necessary.
• Ensuring that the organisation is at all times in compliance with the requirements of the Tanzanian Revenue Authority.

Education and Qualifications
• University degree in Business Administration/Accountancy from a reputable university
• Qualification of ACCA or CIMA will be an added advantage

Requirements
• At least 7 years’ experience working in a similar position with INGOs in a development-related field.
• Project experience of working with Civil Society and governmental partners
• In-depth experience in IPSAS accounting and reporting system.
• Excellent computer literacy, strong working knowledge of Microsoft Office.
• Good knowledge of computerized accounting software.
• Profound knowledge and understanding of Tanzanian bureaucratic, tax and admin related structures and regulations.

Job Summary:
The Capacity Development Advisor, under the supervision of the Regional Director East/ Horn of Africa DVV International, will be responsible for the implementation of Adult Learning and Education (ALE) activities in the field of adult literacy, technical and vocational education, non-formal and community education, etc. and the establishment of Community Learning Centres (CLC) in selected pilot regions of DVV International Tanzania. This position is including capacity development of trainers and technical personnel, developing of training materials and guidelines as well as establishing partnerships and coordinating structures for ALE at government levels.

Responsibilities
• Advising in ALE activities and establishment of CLCs at community and decentralised government level in compliance with the annual implementation plan.
• Developing of activity plans and partnerships for the implementation of ALE interventions and CLCs.
• Providing technical support to partners in the designing, planning, budgeting and coordination of ALE activities/ CLCs including the development of guidelines, management of procurement processes etc.
• Conceptualising and conducting Trainings and Capacity development measures for trainers and technical personnel of governmental and non-governmental partners in the design and management of ALE activities at the CLCs. This includes also the development of training materials and technical guidelines.
• Technical support in the establishment of intersectoral management and coordination structures of ALE activities/ CLCs at decentralised government levels.
• Conducting supervision and monitoring visits together with partners to the CLCs and support therewith the monitoring of project activities.

• Contributing to the development of Terms of References and other supporting documents for research studies as well as other activities of DVV International and partners.
• Liaising with partners, consultants and other individuals/organisations for the development and implementation of DVV International projects/activities.

• Compiling reports of meetings, workshops, trainings, etc.

Education and Qualifications
• University degree, preferably master degree, in adult education or a related field from a reputable university.
• Qualification as Trainer of Trainers will be an additional advantage.
Requirements

• Understanding of teaching and learning methodologies in the field of ALE in particular adult literacy, technical and vocational education, non-formal and community education.
• Excellent knowledge of community development, decentralised governance structures and networks in (adult) education.
• In-depth experience in designing training concepts and providing ToTs including training material development, preferably in the field of adult literacy, technical and vocational education, non-formal and community education.
• Knowledge in project management (planning, budgeting, implementation, and monitoring).
• Experience of working with Civil Society and governmental partners at decentralised structures and supervising project implementation processes.
• Proven stakeholder network management skills.
