Post Title:Customer Care cum Office Management Assis­tant (COMA)

Duty Station: llala (Dares Salaam), Kibaha (Coast Region), Iringa, Babati (Manyara) and Shinyanga.

Reporting to: Advocacy Officer

Contract Type: One-year renewable upon sat­isfactory performance

Job Purpose:

COMA will be responsible for general office management, handling all consumer related is­sues (e.g. complaints, enquiries) as well as co­ordinating activities of RCC.

Duties and Responsibilities:

  • Raising awareness on consumer rights and obligations as well as promoting activities of the Council and the regulated industry as a whole;
  • guiding and assisting consumers of EWU­RA regulated goods and services in lodging complaints and channeling the same to ap­propriate authorities for settlement;
  • following up on complaints lodged/chan- neled to see to it that remedial action is promptly taken;
  • receiving, responding to or referring any enquiries or complaints from consumers of EWURA regulated goods and services;
  • facilitating the proper functioning of RCCs;
  • accounting for funds disbursed for the Coun­cil’s activities;
  • preparing and submitting weekly, monthly, quarterly and annual progress report for ac­tivities performed; and
  • taking good care of Council’s tangible and intangible assets.

Academic Qualification and Experience

The aspirant for the post must have the following qualifications and experience:

  • possession of at least a Degree or equiv­alent in Business Administration, Public Administration, Community Development, Sociology, Mass Communication, Law or Education from a recognized institution;
  • possession of at least one year working experience with a demonstrable knowl­edge in customer care, office management or front office operations;
  • computer literacy in particular window op­eration systems;
  • excellent written and verbal communica­tion skills in both Kiswahili and English;
  • ability to articulate the vision of the Council to different audiences and;
  • working experience in the energy and wa­ter sectors will be an added advantage;

Personal Attributes:

In addition to the above skills and qualifications the applicants are required to have the following attributes:

  • ability to work independently with mini­mum supervision;
  • creative and spontaneous in serving customers;
  • smart, outgoing personality but very professional;

Post Title: Zonal Manager -1 post

Duty Station: Dodoma

Reports to: Director General

Zonal Manager will be responsible for ensuring efficient and effective provision of regulatory and administrative functions in the respective zone.

Duties and Responsibilities:

  • To ensure that customer complaints are handled properly.
  • To provide support in ensuring timely and effective provision of financial and administrative services to the zonal office.
  • To provide support in overseeing prudent management of the Authority’s resources at zonal offices, including to keep records on their utilization.
  • To monitor compliance inspections to regulated suppliers as may be directed by Divisional Directors.
  • Conduct pre-licence inspections and monitor compliance to license terms and conditions as may be directed by Divisional Directors.
  • Provide support to the awareness and public education activities in the zone.
  • Act as spokesman of the zonal office under the direction of his/her superiors.
  • To undertake any other duties as assigned by his/her superiors.

Academic Qualifications and Experience

The ideal candidate for this position should have the following qualifications and experience:

  • University Degree in Law, Business Administration, General Management, Economics or Engineering.
  • Possession of Master degree or Post graduate qualifications in any of the above mentioned fields.
  • Knowledge and Competence in Information and Communications Technology (ICT) application.
  • Knowledge and familiarity in Regulated Sectors will be an added advantage
  • Possession of at least seven (7) years working experience in relevant fields, three (3) of which should be in senior position.

Post Title: Natural Gas Transmission Manager -1 post

Duty Station: Dodoma

Reports to: Director of Natural Gas

Gas Transmission Manager will be responsible for monitoring the quality and standards of Natural Gas transmission processes.

Duties and Responsibilities:

  • To provide support in overseeing effective and efficient application of provisions of the Petroleum Act, 2015 by ensuring technical, environmental and safety aspects of the natural gas sector are in conformity with provision of the Act and good industry practices.
  • To provide support in ensuring optimal provision of technical, environmental and safety inputs to regulating and controlling the distribution and sale of natural gas.
  • To liaise with Tanzania Bureau of Standards and other such institutions to establish or monitor standards of natural gas.
  • To provide support in reviewing, issuing, renewing and revoking licenses for natural gas processing and transmission services in accordance with the Act and accepted standards.
  • To review technical viability of new natural gas development projects in accordance with the Act.
  • To monitor availability, quantity and standards of services provided by natural gas exploiter, distributors and sellers, perform verification tests to determine natural gas quality.
  • To provide support in reviewing, for updating, and advise on the entire natural gas licensing process, including fixing and applying for application and licence fees, reviewing terms and conditions of licenses and tariffs, reviewing and advising on tariffs and prices of natural gas processing and transmission services, advising on rules for terms and conditions of licenses for supply of natural gas to consumers.
  • To provide support in implementation of regular inspections, audits and investigations pertaining to the natural gas sector and enforce published regulations, code of conduct and rules.
  • To undertake any other duties as assigned by the supervisor.

Academic Qualifications and Experience

The ideal candidate for this position should have the following qualifications and experience.

  • Bachelor’s degree Engineering (Petroleum, Gas, Mechanical, Chemical and Process) or Geo – Science (Geology or Geo-Physics).
  • Possession of Master’s degree qualification in relevant field or others such as Business Administration.
  • Must be registered by the Engineers Registration Board as a Professional Engineer or appropriate Professional Bodies.
  • Knowledge and Competence in Information and Communications Technology (ICT) application
  • Possession of at least seven (7) years’ work experience in relevant fields.
