The International Rescue Committee (IRC) coordinates the provision of services including education across a broad spectrum of sectors in Kigoma Region, Tanzania.
Under the direct supervision of the Education Manager, the Education Protection Officer is responsible for the successful execution of educational activities in conjunction with Education Manager. He/she is responsible for supporting, guiding and monitoring the progress of the education activities; providTing technical support, training and high quality assistance to develop education interventions for refugees.

Program Responsibilities:


  • Oversight of Education Protection activities in schools.
  • Capacity building of Education Officers, INS Officers, Education Manager, and Education Community Outreach Workers, in protection, including PSEA, teacher Code of Conduct, Referral Mechanisms, and reporting.
  • Ensure any SEA cases in schools are reported using the appropriate referral pathway, through close coordination with CYPD and WPE teams.
  • Complete monthly, quarterly, and annual SEA reports for submission to UNHCR.
  • Work closely with PTA and CPC to ensure protection in schools.
  • Work closely with HR and the Education Protection Officer to ensure all teachers are trained on the Teacher Code of Conduct and violations are properly addressed.
  • Work closely with the Education Officers to ensure the safety and security of children and teachers in schools.
  • Ensure integration of programming through partnership with other IRC sectors, including Women’s Protection and Empowerment, Child Youth Protection and Development, and Health teams.
  • Prepare education supply needs for education program in all schools and education centers and ensure distribution to all schools, teachers, and students, following IRC distribution protocols.
  • Work with incentive coordination team, PTA and wider community to identify vulnerable children, including those with impairments, to ensure they are enrolled and attending school.
  • Work with Education Community Outreach Workers to follow up on student attendance in schools and working with parents through making sure that children have access to informal education.
  • Support and monitor extra-curricular activities, including school clubs, recreation, sports, and games as well as linking children to Child Friendly Spaces.
  • Ensure education activities are well coordinated with those of other IRC sectors and NGOs present in the camps, including community mobilization, referral systems, and creating awareness in an integrated manner.
  • Support education activities in the host community, including teacher training and monitoring of activities.
  • Prepare activity reports, monthly, and donor reports based on the prescribed template.
  • Notify the Education Manager of any problems, complaints, or useful information about all aspects of the education program.
  • Work with the M&E Manager and officer to undertake assessments in coordination with partners, UNHCR, UNICEF, where appropriate.

General Responsibilities:
  • Attend and participate in training's identified and/or organized by the Education Manager or Coordinator.
  • Follow all IRC policies, procedures, and guidelines.
  • Report any violations of the IRC Sexual Abuse and Exploitation, The IRC Way, and Child Safeguarding Policy (TZ specific and global), as per the IRC Tanzania reporting mechanism.
  • Represent IRC at interagency and coordination meetings, as assigned.

Qualifications
Requirements:
  • Degree or Master Degree in Education from a recognized institution with two years work experience.
  • Experience working with rural communities desirable.
  • Capacity to plan and manage effective and creative education responses both in the immediate and longer term.
  • Ability to summarize and communicate key findings for management decision making.
  • Ability to work independently, but enlist the support and decision-making of senior management.

Job Overview/Summary:
The Finance Officer based Dar es Salaam is responsible for ensuring daily Program and Financial management are carried out in accordance with procedures of donors and the procedures of IRC. Specific duties
  • Ensure all payments are done to vendors, on training's and awareness campaign such as per diems, transport and other related payments.
  • Control and monitor the strong room.
  • Prepare cash count every Friday and last working day of the month and submit to Senior finance officer for verification.
  • Also will be performing Senior finance officer duties when is away either taking annual leave or other duties outside her work place.
  • To stamp all finance vouchers paid, posted and pillar for UNHCR vouchers.
  • Filling and proper arrangement of all finance documents.
  • Ensure smooth process on the Budget vs Actual System.
  • Initiate payments online and give it to senior finance officer for review before submission to signatories.
  • Sending Remittance to suppliers once payments are done.
  • To collect receipt from Logistic and vendors after paying.
  • Prepare a bank reconciliation and send it to senior finance officer by 2nd of every month for reviewing.

Personnel Management
  • Assist other staffs on technical accounting issues when need clarification from department.
  • To make sure that all related documents are attached on payment voucher also to make sure that the money taken as advances are liquidated before the closing of the months.
  • Making a follow up with HR department on all remittances deducted from payroll for payment process.
  • To work on staff appraisals with Senior finance officer when evaluation is due.

Procurement

Scope of Work

Scope of work
