He or she will undertake iterative learning and adaptation, including the use of real-time information and analysis to continuously assess progress and adjust interventions or approaches as necessary, including engagement with value chain actors and with development partners to learn about what is working across the system.

Agricultural Policy Specialist

Agricultural Policy Specialist will work to advance a series of horticulture policy and regulatory activities in collaboration with donors and stakeholders. He/she will advance activities which engage local governments, private sector, farmer organizations, and TAHA to improve the enabling environment and address policy bottlenecks to market systems development, including tax levies, grades and standards, and the high cost of transporting produce.

GHSC-TA-TZ is seeking a consultant to assess the range of funding sources available and compare these funding sources to total commodity needs, with the purpose of identifying gaps at regional, national and specialized hospitals. The assessment findings should address several primary questions, including: what are the total health commodities financial needs for a health facility and what are the available funds (source breakdown) to cover these financial needs? And are there any financial gaps?

Global Health Supply Chain Technical Assistance – Tanzania (GHSC-TA-TZ) Program is administered by Abt  Associates, a major U.S.-based research, technical assistance, and international development company. GHSC supports the development of agile, robust, and sustainable health supply chains that will improve the availability of medicines and the health status of Tanzanians through the following objectives:
• Objective 1: Provide strategic planning and implementation assistance
• Objective 2: Improve delivery of health commodities at service sites
• Objective 3: Broaden stakeholders’ understanding of and engagement in the supply chain system

Scope of Work
In 2018, GHSC-TA-TZ commissioned an assessment for determining health commodities financial needs at primary health facilities was conducted, which was complemented by a 2019 Direct Health Facility

Financing analysis. In order to gain insights into if better management of health facilities direct funds will contribute to efficiencies and minimize financial gaps, GHSC-TA-TZ is seeking a consultant to assess the range of funding sources available and compare these funding sources to total commodity needs, with the purpose of identifying gaps at regional, national and specialized hospitals. The assessment findings should address several primary questions, including: what are the total health commodities financial needs for a health facility and what are the available funds (source breakdown) to cover these financial needs? And are there any financial gaps?

The consultant will be responsible for generating a desk review that includes a list of health commodities for the needs assessment as per standard treatment guidelines. As a next step, the consultant will establish the sample size and data collection protocol for the regional, national and specialized hospitals needs assessment. Data will be collected by government pharmacists, using a pre- existing data collection tool from a prior, primary health care assessment.

The consultant will work closely with the Health Commodity Financing Analyst and will be responsible for helping to oversee the team of government pharmacists. Once data collection is complete, the consultant will lead the process of gathering feedback and data from the government pharmacists. Data will be analyzed and findings aggregated into a report. Preliminary findings will be shared with GHSC project team and key government stakeholders.

1. Complete list of health commodities for facility need assessment
2. List of health facilities to be visited and sampling methodology that was used to identify facilities

Qualifications
• MPH or advanced degree in public health policy and planning or health financing.
• Minimum of ten (10) years of relevant professional experience in health commodities (HIV, family planning, malaria) health financing and supply chain.
• Experience leading monitoring, evaluation and research activities, with a focus on health commodities desirable
• Deep understanding of health commodity procurement and financing policy development and implementation
• Experience interacting with donor agencies and the Ministry of Health, Community Development, Gender, Elderly, and Children.
• Excellent organizational and planning skills, with demonstrated attention to detail.
• Strong writing, editing, and proofreading skills, and ability to write for a variety of audiences.
