Programme Summary
WASH SDG Programme aims to sustainably improve access to and use of sanitation services and improve hygiene behaviours in the coming three years (2019-2022). It is built on three core strategic objectives, namely (1) increasing demand for improved WASH facilities and practices, (2) improving the quality of service provision and by (3) improving governance of the sector. The programme will contribute to achieving access to safely managed sanitation and improved hygiene behaviour for 200,000 and 160,000 people respectively in peri-urban/urban areas of Shinyanga and Arusha municipalities/cities.

Job Description

Overview of the Position:
SNV through this new project is wishing to invite interested Tanzanians to work as a Junior Advisor  from April 2020 to March 2022 to assist on initiating the project activities in new areas and facilitate support on various activities in core areas.
Responsibilities of the position:
  • Support on-the-ground implementation of Behaviour Change Communications in Arusha (in coordination with the BCC component lead advisor)
  • Coordinate and lead the re-use and related research activities under component 5 (in collaboration with the Treatment component lead advisor)
  • Support the planning and implementation of community engagement activities under component 3
  • Support the engagement of vulnerable groups and the activities related to formalising manual emptiers in Arusha
  •  Play a key role in all the Monitoring & Evaluation tasks of the programme, including data collection coordination, analysis and presentation of findings
  •  Carry out specific desk and field-based research to support additional evidence required to inform programme interventions
  • Network and strengthen relationships with all city level stakeholders from both private, public and non-governmental entities, and represent SNV at various events/meetings when required
  • Innovate and create engaging documentation of programme activities including video, audio and written materials
  • Backstop support for interns on administrative, logistical and financial procedures required by the programme

1.0 Background

1.1. Project Overview
The Climate Resilient Agribusiness for Tomorrow (CRAFT) project is a 5-year project (June 2018-May 2023) being implemented in Kenya, Tanzania and Uganda with the regional Management Unit sitting in Uganda. The CRAFT project uses an Inclusive Business Development approach to support international and national efforts on climate change and sustainable production in arable farming. The programme is working with and through the private sector and supports public sector partners in creating an institutional environment for wide-scale adoption of climate smart agriculture (CSA) practices.
The CRAFT project is driven by 3 pillars:
a) Adoption of CSA practices & technologies in arable crop production farming systems
b) Acceleration of investments and business growth in selected value chains
c) Improved enabling environment for scaling out CSA.
The interventions are centred on business cases which are derived from a thorough climate risk assessment and financial analysis within the following value chains; pulses, potatoes, oilseeds and grains. The programme is implemented by a consortium consisting of SNV as lead partner, Wageningen University & Environmental Research (WUR & WEnR), the CGIAR research programme on Climate Change, Agriculture and Food Security (CCAFS), Agriterra and Rabo Partnerships. The Dutch Ministry of Foreign Affairs (DGIS) funds the CRAFT project.

2.0 The task
With regards to the two value chains above i.e. potatoes and sorghum, SNV plans to provide extension services to targeted smallholder farmers in 2020 and 2021, using the farmer field school (FFS) approach with a climate smart lens. Since the FFS, approach is unique and value chain specific, it is prudent that selected resource persons from the FFSs are trained as ‘Trainer of trainers’ (ToTs) to facilitating learning processes in the FFSs.
In a bid to develop local capacity needed to accelerate scale up of FFS methodology in the community, SNV/CRAFT shall also train selected individuals from the key agric-ecological zones as ‘Master trainer of trainers’ (M/ToTs) to facilitate subsequent ToT trainings for the targeted crops.
This consultancy consists of two (2) stages:
Stage 1: Development of technical manuals in sorghum and potato production and post-harvest handling
Stage 2: Training of selected participants in the developed manuals using a CS FFS approach CRAFT-TZ prefers to hire a team of consultants to facilitate the development of training manual/training guide both in English and Swahili. After approval of the training manuals, the awarded firm/organization will later facilitate six (6) ToT training sessions of about 30-40 participants each; and 1 session of 30 participants as M/ToTs (i.e. a total of 30 M/ToTs) in the 2 selected commodities. The firm is expected to conduct the ToT in Mbeya for potatoes and Dodoma/Singida for sorghum. A detailed training schedule will be agreed upon after signing of the contract, but it is anticipated that the FFS training activities will take place in July – August.
Note: CRAFT has developed a climate smart FFS manual which will be used to train the trainees in climate smartness and using a FFS training approach. Consultants need to include time (one week) in their proposal to be trained in the agri climate smart practices and adaption of the FFS manual to make it appropriate to potato and sorghum.
 3.0 Methodology
The CRAFT team will lead the identification of the trainees, training venues and the other related logistics. The trainings shall be residential and conducted in locations that provide space to carry out practical sessions. A complete package of training manuals and guidelines shall be shared by the firm/organization for review by CRAFT team. The final English version will then be translated in Kiswahili by the firm to have manuals for both potatoes and sorghum. SNV estimates at least 6 ToT training sessions of about 30-40 individuals each will be conducted; and 1 training sessions of M/ToTs for 30-40 individuals.
Both the ToT and the M/ToT trainings are expected to be based on a standard package (content wise) and to be delivered within the recommended duration (each training will last 6 effective days (Monday – Saturday)). SNV prefers working with a firm/organization that demonstrates capacity to facilitate two parallel sessions a week to enable fast tracking the process in view of the second cropping season commencing in 2020. 

4.0 Collaborations
The firm/organization shall work closely with Cooperatives and SMEs championing business cases under each commodity VC (client); SNV Netherlands Development Organization (Contracting authority); and CCAFS. Unless otherwise, CCAFS is expected to participate in the development of training manuals with a climatic change lens and to be present and co-facilitate at least one complete FFS training. 

5.0 Scope of Work:
5.1 Develop technical training manuals for potato and sorghum
5.1.1. Develop separate technical production and post-harvest handling manuals in English and Kiswahili for potato and sorghum. The manuals will be used by extension workers and lead farmers and need to be aligned to the capabilities of the intended users.
5.2 Plan and facilitate ToT training sessions in potato and sorghum
5.1.2. Determine own logistical need (with support from SNV/SME) and review suitability of training locations (locations that provide most appropriate learning environment)
5.1.3. To facilitate six training sessions of 6 days each; to about 30-40 individuals each
5.1.4. Design and submit to SNV for printing, all training materials (illustrative) and handout that shall be used during the training sessions; and those that shall be handed out to the ToTs graduates
5.2. Plan and facilitate M/ToT sessions in potato and sorghum
5.2.1. Develop selection criteria that shall be used for selecting individuals to be trained as M/ToTs; and conduct a simple knowledge gap assessment to understand what the M/ToTs already know.
5.2.2. Determine the logistical need (together with SNV/SME) and schedule the training session in an appropriate location
5.2.3. Work with CCAFS experts to facilitate training sessions of 6 days to 30 individuals as M/ToTs
5.2.4. Design and submit to SNV for printing, all training materials and handout that shall be used during the training sessions; and those that shall be handed out to the M/ToTs 

6.0 Expected deliverables
6.1 Training manuals and guides (English and Kiswahili) including visual items used to facilitate the training sessions; and handouts to the trainees for future reference (soft and hard copy)
6.2 6 FFS-ToT targeting between 180 – 250 trainees and 1 M/ToT targeting around 30 – 40 trainees.
6.3 A training report, including, but not limited to how the training process went, what went really well/what needs improvement; attended list and recommendations for subsequent trainings (soft and hard copy)
6.4 List of trainees separated for ToTs and M/ToTs; Male/Female 

7.0 Timeframe:
The firm/organization is expected to start the assignment on 1 May 2020 by development of training manuals. The technical manuals need to be ready by 30 June 2020. It is anticipated that the FFS training will commence from 1 July up to mid-August 2020. The final assignment report should be ready by 30th August 2020.

8.0 Reporting and supervision
The firm/organization shall be supervised by, and will report to the SNV-Senior Agronomist, or any designate.
There shall be two kinds of reports; a session report for each session concluded; and end of assignment report seven working days after the last training session.

9.0 Skills & competences required
9.1 A strong track record in providing training of trainers services in Tanzania; excellent capacity to deliver content on FFS methodology and process
9.2 Excellent knowledge and skills on good agronomic practices in sorghum and potatoes
9.3 Very good understanding of climate smart practices and technologies related sorghum and potato
9.4 Strong experience in extension service provision
9.5 Strong experience in capacity building and facilitation of processes at community level
9.6 Capacity to facilitate parallel (two) training sessions per week
9.7 At least 10 years’ experience in conducting ToT and FFS implementation in field crops
9.8 Excellent communication (written and oral both English and Swahili), reporting and presentation skills;
9.9 Experience in value chain development, climate smart agriculture, and agribusiness finance;
10.0 Payment
A down payment of 20% (of the total contract sum) shall be made upon signing the contract, 30% of the total
contract amount shall be paid after the technical manuals have been approved by CRAFT, the remaining 50%
will be paid after submission of, and subsequent approval of the final training report by the supervisor.

Consultancy fees submitted must be inclusive of all taxes- VAT inclusive (please note that under Tanzanian law, a Withholding Tax (WHT) of 5% for national and 15% international is deducted at source and paid directly to TRA. Include a detailed breakdown of days and fees per consultant assigned to this consultancy.
Note: Operational costs related to this assignment (accommodation and per diem, printing of training
materials, workshop materials) shall be paid for directly by SNV.
C) A sample of previous work experience in developing training manuals and delivering ToT, preferably in the targeted crops (potatoes and sorghum); completed within the last 12 months along with c ontact details of the responsible person from the organization in which the similar assignment was done.
D) Past Performance – three references
Applicants must prove that they have enough experience in assignments comparable with the work they are bidding for in terms of scope and complexity. Applicants must prove this experience using only and exactly three references for work they have done in the last 2 years.

1. Background

The Energy Sector portfolio in Tanzania is currently comprised of three projects. Under the banner of the global Energising Development initiative, SNV is the EnDev Tanzania implementer of the Tanzania Improved Cook Stoves (TICS) and Results Based Financing (RBF) for Rural Solar Market Development projects. SNV also implements the Renewable Energy Service & Products as an Opportunity in National and Displaced (RESPOND) Markets of Kigoma Region which intends to adapt and extend SNV & EnDev Tanzania approaches and expertise in cooking energy, solar technologies and forestry to host and refugee populations.
In 2014, SNV began active implementation of a project in Results Based Financing (RBF) for Pico- Solar PV lighting applications in the Lake Zone. The project initially concentrated on the application of a temporary financial product in mainstream banking as an RBF Fund of € 1.0 Million that serves to assist the Private Sector in developing the market for Pico-Solar products in isolated rural areas. In 2016 the RBF Fund grew to a total value of € 2.2 Million with expanded outreach to markets in the Lake and Central Zone Regions. As of close 2018, the RBF Fund has transacted € 1.89 Million to the private sector supporting verified delivery of nearly 80,000 solar products to rural Lake and Central Zone consumers.
In June 2018 a consortium lead by Particip produced an Impact Study report entitled “Evaluation of the Results-Based Financing for Low Carbon Energy Access Facility (RBFF) within Energising Development (EnDev)”. As part of the overall evaluation of the RBF Facility, this impact study assesses to which extent – and how – RBF has accelerated market transformation for picoPV products. The study report was delivered as a 136 page document. From this document the goal of this assignment is to produce a high-quality brief, of no more than 8 pages, with visually pleasing, high-quality graphics which highlights the key take-aways from the impact study report.

Expression of Interest to co-invest with Climate Resilient Agribusiness for Tomorrow East Africa (CRAFT) Project
Background:
Agricultural systems worldwide are facing a triple challenge: how to sustainably increase productivity, while reducing the impact of agriculture on climate change, and increasing resilience of agriculture and food value chains. Climate Resilient Agribusiness For Tomorrow in East Africa (CRAFT) project is a five year project funded by the Dutch Ministry of Foreign Affairs and implemented by SNV Netherlands Development Organisation (SNV) in partnership with Wageningen University and Research, CGIAR’s Climate Change Agriculture and Food Security Programme (CCAFS), Agriterra, and Rabo Partnerships. The project uses an inclusive business development approach to climate smart agriculture in arable farming in Uganda, Kenya, and Tanzania.
The CRAFT project aims to improve food security by working towards climate resilient farming systems which increase productivity under changing climatic circumstances, while reducing food waste and losses throughout the supply chain. The project uses a market system approach to transform and reorient agricultural systems to the new realities of climate change. The project is hinged on three key pillars of climate smart agriculture, i.e. a) productivity, b) adaptation and c) mitigation. These are further defined as follows:
a) Productivity: CRAFT aims to sustainably increase agricultural productivity and incomes
b) Adaptation: CRAFT aims to reduce the exposure of farmers to short-term risks, while also strengthening their resilience by building capacity to adapt and prosper in the face of shocks
and longer-term stresses.
c) Mitigation: reducing and/or removing greenhouse gases emissions, where possible. SNV Tanzania has issued a call for expression of interest targeting women or youth led agribusinesses and cooperatives to co- invest in the implementation of climate change adaptation and related productivity improvements that further propose a market-based approach to implementation and promote inclusive business models that demonstrate deliberate efforts to engage youth and women.
The CRAFT-EA project is a value chain development initiative which has a specific emphasis on ensuring that value chains become climate resilient. The targeted value chains under the CRAFT-EA project are: Sunflower, Sorghum, Common beans and Potatoes across Tanzania.
To mobilize private sector co-investments and promote climate smart solutions and innovations for and by different actors along project targeted value chains, the project utilizes its Climate Innovation and Investment Facility (CIIF) as an instrument to co- invest with medium sized enterprises and Cooperatives in Tanzania to meet its goal and create sustained impact.
Applicants have to propose to co- invest in innovative climate smart solutions including, but not limited to: improved water use efficiency and water management for farming systems to improve production, supplemental irrigation of dry-land crops, improved scheduling and application of irrigation water, improved climate resilient seed varieties, strong services systems for quality agricultural inputs, effective trading and marketing systems, efficient supply chains that minimize post-harvest losses and incentivising enabling environments, among others.
These enablers trigger development and enable communities to be better prepared for the effects of climate change, reducing impacts of climate-related shocks through risk management; and strengthening knowledge and systems to target climate action. Innovations promoting effective crop nutrient management and many other climate smart practices more likely diversification and inter-cropping, crop rotation, and good soil management practices are also encouraged.
Investment Level: Due to the wide range of climate smart agricultural innovations to be funded, the maximum budget size of a project proposal to be co-financed under the Innovation and investment facility will be negotiated on a case by case basis. Depending on the business case or investment plan, the available Climate Innovation Investment Facility (CIIF) amount/ project contribution will be based on individual assessment, needs and optimum effectiveness.
The co-financing of the applicant needs to be in cash for at least 50% (25% of the total project value); the other 50% can be through in kind support, e.g. through the involvement of own staff for the project. Project costs cannot be used for core business operations and expenditures like, casual labour and utilities, general office running costs. It is highly recommended to include external financing sources as co-investment to top up own contributions. This would mean in practice that the investment plan is financed by the applicant, external financers and the CRAFT CIIF. 
Duration of the investment activity
Duration of the proposed project intervention shall depend on the nature of the intervention. CRAFT envisages short term and medium term investment interventions that may be implemented from 1 to 2 years.
Target: The CRAFT project aims to achieve improved business performance for medium agribusinesses and cooperatives led by women and youth.
The project’s Innovation and investment Facility shall support selected medium size agri enterprises, cooperatives for co-investment in innovation, testing and scaling in the proposed climate smart solutions.
Specific selection criteria for women and youth led agribusinesses will include, but not limited to:
• potential for innovative CSA practices and technologies
• ability to invest in products and or services that enhance resilience to agricultural production
• ability to address vulnerability of the value chain/s to impacts of climate change
• ability to engage small holder farmers as outgrowers
• potential for income generation by women (as employees or self-employed)
• youth and women’s control over equipment, assets and sales income
• potential for income generation by youth (as employees or self-employed)
• potential for employment/ new job creation for the youth and women
General Eligibility criteria
Organizations soliciting co-financing support under the CRAFT project should be:
- Legally recognized companies or organisations that represent companies (like associations or agricultural cooperatives), and must have demonstrated a sound operational track record of at least three years. Eligible organizations/companies should be based in Tanzania and are owned and/or managed by women or youth.
- Ability to implement and develop climate smart solutions within the targeted value chains namely Sunflower, Potatoes, Common beans and Sorghum across Tanzania.
- Applications should address the arrangements and issues as presented in this call for EoI.
The above criteria are minimum criteria and will be pre-screened upon submission by the CRAFT project’s Secretariat. If not complied with, the application will be immediately rejected. Further, the criteria for application acceptance, review and selection will be guided by the following attributes:
• Outcomes – Investments made for solutions which produce significant change and improvement in the CRAFT-EA outcomes (e.g. application and delivery of improved climate smart farming technologies , access to finance, etc.) directly or through intermediate variables that are shown to impact those outcomes (e.g. CSA interventions provided in partnership with market aggregators, farmers, technology suppliers with local agents).
• Evidence – Proposed solutions which have commensurate evidence with the scale of the investment i.e. value for money.
• Learning – Proposed Interventions designed to produce learning to address key gaps in the knowledge of the field using methodologies rigorous enough to guide future decisions about whether to make future investments in the proposed solution and how to maximize the productivity of those investments.
• Sustainability – proposed climate smart agriculture interventions must demonstrate financial and business sustainability beyond the investment period (see ‘evidence’ above).
• Scalability –cost effective and scaled to serve the intended beneficiaries. Beneficiaries may include downstream and or upstream actors in the value chain, product and or service, etc. created by the investment activity. For example, to develop a solutions for increased agricultural production (e.g. solar-powered irrigation systems, solar cooling, drying, etc.), with the out-grower farmers, to establish energy efficient processing techniques. Scalability will be measured against the business’ ability to increase its reach (number of farmers engaged and or geographical reach), potential for scaling/replicating the interventions in other areas/or businesses, potential to leverage commercial finance, and potential for scaling/replicating interventions from one value chain to another.
• Replicability: The project aims to identify new models or interventions that could be copied or re-employed to achieve the same desired outcomes.
• Cost-effectiveness: the project will compare the relative costs and outcomes of different intervention models to ensure activities are cost-effective.
• Commitment of women and youth: Organizations committed to engage women and youth in improved climate smart agronomic practices for sustained food security will be strongly considered.
• Bankability: the funding for the project rely on the collaboration between organization, and or company itself, financial institutions and CIIF; therefore the project should be able to attract external financiers in the co-investment 

Evaluation process
Selected applicants will be invited to pitch their investment plan and value proposition. If this stage is passed an intake form will be shared which provides a more detailed plan of the business plan.

Submitting Applications

- A scanned cover letter signed by the legal representative of the organization
- Well typed EoI, using the given format with not more than 4 pages
- A scanned copy of the organization’s licence and registration certificate
- Scanned copies of tax clearance certificates of 2018 and 2019
