Position: Manager Operational Risk – II Rank: Senior Operational Risk Management Officer – II Department: Risk Management and Compliance Section: Risk Management Salary Scale: COBSS 6 (at Principal Level II) Reports to: Chief Manager Risk Management Location: Dar es Salaam
Position Objective
- To ensure the development and implementation of ICT Risk management policies, procedures, and guidelines in line with regulatory requirements and industry best practices.
- To ensure compliance with information security policies, with any non-compliance properly documented and addressed through corrective and preventive measures.

Key Responsibilities
- Advise on information security-related risks in operational practices; conduct thorough risk assessments and vulnerability analysis to keep ICT systems and data secure and compliant.
- Collaborate with ICT teams to evaluate new technologies, systems, and applications for potential risks and vulnerabilities.
- Deliver training and awareness programs on ICT risk management and security best practices to all employees.
- Perform user access reviews on IT systems (second line of defense).
- Verify that security solutions are implemented in accordance with TCB policies.
- Support daily identification and management of ICT and operational risks as part of a team.
- Assist in reviewing and investigating reported IT incidents and maintain the incident log.
- Ensure policies are effectively implemented, new regulations communicated, and provide quality assurance on control design and monitoring plans.
- Coordinate, analyze, and consolidate risk and loss reporting to Management.
- Provide periodic reports on the status of Information Security operationalization.
- Design and implement control measures and monitoring plans for risks impacting the bank’s objectives.
- Ensure adherence to the risk management framework (identification, control, monitoring, reporting).
- Drive actions to mitigate, reduce, or contain identified risks; coordinate periodic self-assessment and monitoring of ICT and operational risks.
- Assess risks associated with new/changed products, services, and business strategies.
- Review control quality, including validation of Key Risk Indicators (second line of defense).
- Develop, update, and manage the Bank’s Risk Register.
Qualifications, Skills & Experience
- Bachelor’s degree in Banking, Economics, Commerce, Business Administration (Accounting/Finance), Risk Management, Actuarial Science, Insurance, Statistics, or equivalent.
- Minimum 10 years of relevant experience in operational risk / ICT risk management in the banking/financial sector.
- Strong leadership and people management skills.
- In-depth knowledge of risk systems, industry regulations, and operational risk principles.
- Excellent analytical, problem-solving, communication, and interpersonal skills.
- Proficiency in risk assessment methodologies and tools.
- Proven experience in developing and implementing risk management frameworks.
- Strong organizational and time-management abilities.
- Experience in the financial industry is preferred.

Position Objective
Responsible for creating, building and managing customer relationships and ensure optimal sell of bank products to customers, creatively tailor products to meet individual customer needs.
Ensure branch sales budget is met by sourcing new to bank customers across segments including loans and deposits while ensuring excellent customer experience.
Key Responsibilities
- Manage a portfolio of existing clients and cross selling of bank’s products to enhance relationship as per the assigned targets.
- Responsible for recruiting new-to-bank (NTB) Customer, Growing the MSME portfolio through tailored financial solutions and advisory support and strengthening relationship with existing clients.
- Driving deposit growth, increasing revenue, and enhancing customer satisfaction while ensuring full compliance with the banks policies, procedures and regulatory requirement.
- Deliver excellent banking service to the bank’s customers.
- Relationship management to ensure excellent customer experience.
- Ensure growth of quality loan portfolio in line with the annual agreed targets.
- To facilitate loan approval process by reviewing and verifying loan application and ensure that they align with the lending manual, Procedures and process prior channeling them to the relevant units / approvers.
- Cross selling of the bank’s products to customers both existing and potential.
- Establish weekly and monthly pipelines and business initiatives and ensure timely submission of the pipeline.
- Support the branch manager in preparing and providing inputs for branch sales-related budgets.
- Perform any other duties and functions as may be directed by the line manager.
Qualifications, Skills & Experience
Holder of Bachelor Degree in Banking, Economics Business Administration, Marketing, commerce, Finance, Accountancy & Entrepreneurship or equivalent qualifications from recognized institutions with working experience of at least one (1) year in banking industry. (Experience on direct sales or sales executive will be added advantage).
- Counterparties dynamics and related laws in Tanzania.
- Excellent knowledge of banking operations and financial markets in Tanzania.
- Sound knowledge of market and general business environments in the banking value chains.
- Self-motivated, innovative with ability to initiate and lead change.
- Good customer relationship and sound understanding of other bank’s loan products, policies and procedures for cross-selling purposes.
- Excellent communication skills, numerical, analytical, report writing and presentation skills.
- Conversant with standard computer applications (MS Excel, Word, Power Point and Access).
