Catholic Relief Services (CRS) and its country-based partners Caritas Kigoma in Tanzania and Caritas Kasama in Zambia will implement the Vitalizing Opportunities in Circular Economy and Sustainable Solutions in Lake Tanganyika (VOICES) project to improve water quality in the basin of Lake Tanganyika through sustainable and inclusive economic practices funded by the European Union (EU). VOICES will support communities in Kigoma Region in Tanzania and in Mpulungu Region in Zambia to increase knowledge of the potential benefits of the circular economy among policymakers, businesses, consumers, and civil society. VOICES will support the objectives of the EU and building upon successes from other projects in the area. Job Summary:

CRS Tanzania is seeking a qualified candidate for the position of Project Manager for the “Vitalizing Opportunities in Circular Economy and Sustainable Solutions in Lake Tanganyika” (VOICES) project implemented in Tanzania and Zambia and located in KIGOMA Region- CRS office. As a Project Manager you will be responsible for designing, implementing, and managing strategies and program activities to promote circular economy principles within the VOICES project. Your role will involve building and managing a two-country project team to analyze current business practices, identifying opportunities for resource optimization, and developing innovative solutions to minimize waste and maximize resource efficiency in the Lake ecosystem. You will lead cross-functional Tanzanian and Zambian teams and collaborate closely with national government agencies, LGAs, financial institutions, accelerators, civil society organizations and private sector partners to drive community engagement, generate buy-in and support for VOICES activities and sustainability goals. You will ensure effective technical and operational management systems and processes are in place that support highquality programming advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable. Your management skills and knowledge will ensure that VOICES delivers high-quality programming and continuously works towards improving the impact of its Circular Economy programming.

Roles and Key Responsibilities:

  • Provide overall strategic and technical leadership of the project, ensuring that technical approaches deliver program targets. Lead annual work planning processes and regular team and individual progress reviews.
  • Lead donor engagement and reporting, ensuring compliance with donor requirements and regulations.
  • Effectively manage and supervise program team and ensure staff well-being. Provide tailored coaching to direct reports, contribute to the recruitment and onboarding of project staff, and complete performance management process.
  • Prioritize data, monitoring and learning throughout the life of the project, leading regular data-driven analysis to inform reflection meetings and facilitating timely adaptation of approaches/models in response to data. Support accountability through coordinating project evaluation activities and ensuring compliance with CRS and EU MEAL policies. Proactively identify issues/challenges to discuss with the donor to inform adjustments to plans and implementation schedules. Monitor and evaluate the progress of initiatives, tracking key performance indicators (KPIs) to assess effectiveness and identify opportunities for optimization.
  • Engage with internal teams, and industry partners to foster a culture of sustainability and drive collective action towards project goals. Provide training and guidance to community groups on circular economy concepts, practices, and tools. Represent the project with donors, INGO working groups, UN, relevant local partners and relevant local government and community actors advancing circular economy.
  • Coordinate activities required for ensuring the financial, material, and human resources for the quality implementation of the project in Tanzania and Zambia. Conduct periodic budget reviews and follow-up with partners on timely submission of financial reports to facilitate proper tracking of resource use.
  • Identify capacity gaps and technical assistance needs of partner organizations and contribute to capacity strengthening and required interventions to support quality project implementation.
  • Represent the project externally. Prepare reports and presentations to communicate program progress, achievements, and challenges related to circular economy initiatives. Engage with government, donors, private sector, and other stakeholders to advocate for investment in circular economy projects and initiatives.
  • Stay abreast of emerging technologies and business models relevant to circular economy principles. Conduct research and pilot projects to test new approaches and technologies for enhancing resource efficiency.

Basic Qualifications

  • Master’s degree in environmental science, natural resources management, sustainability, business administration, or related field.
  • Proven experience (5 years) working in a similar role preferably leading watershed protection or environmental sustainability programs.
  • Experience with leading EU programs.
  • Deep understanding of circular economy principles, with demonstrated experience in developing and implementing circular economy strategies.
  • Strong project management skills, with the ability to lead cross-functional teams and drive initiatives from conception to implementation.
  • Excellent analytical skills, with the ability to conduct thorough assessments and evaluate complex data sets.
  • Effective communication and stakeholder engagement skills, with the ability to build consensus and influence decision-making at all levels of the organization.
  • Creative thinking and problem-solving abilities, with a passion for driving innovation and positive change towards a circular economy.

Required Languages – English and Kiswahili will be preferred.

Travel – Must be willing and able to travel up to 50 %.

Preferred Qualifications

  • Good experience in project grants management, including project design, preferably for grants from multiple public donors, including the EU.

  • Staff management experience and abilities that are conducive to a learning environment.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Job Summary:

Portfolio and Investment Senior Officer, you will work as part of a team and provide oversight of a key function of the Vitalizing Opportunities in Circular Economy and Sustainable Solutions in Lake Tanganyika (VOICES) project. You will lead the design, marketing, and management of the Circular Economy Challenge Fund (CECF), a grant mechanism that will catalyze private sector investments in value chains, develop new circular economyrelated businesses, and reduce risks associated with acquiring assets and skills required in watershed protection and environmental sustainability programs. Your management and technical knowledge will ensure the delivery of high-quality programming.

Roles and Key Responsibilities:

  • Manage the development, implementation, and consolidation of Challenge Fund under the VOICES Project. Serve as a point of contact on area of responsibility with public, private, and non-government stakeholders, when needed.
  • Manage Challenge Fund to meet donor expectations in terms of timely and quality results and budget. Ensure compliance with EU regulations, the award objectives, and requirements. Contribute to ensuring coordination between program and operations leads. Contribute to ensuring the CRS program quality standards are adhered to per MEAL policy and procedures.
  • Establish, implement, and monitor the Challenge Fund grant management process, such as designing scoping studies, developing technical materials, facilitating selection process, preparing grant agreements and negotiation memos, overseeing due diligence assessments, overseeing monitoring and technical assistance for recipients, and overseeing grant closeout processes in line with CRS grant management guidance and donor rules and regulations.
  • Coordinate with Project Manager, Technical Advisors, and Finance staff on grant design and selection to ensure activities stimulate economic opportunities in watershed protection value chains are feasible, economically viable, and compliant with all relevant EU and CRS policies and procedures.
  • Promote, uphold, and model a commitment to the efficient use of agency and donor resources. Help ensure compliance with EU grants, including financial tracking and oversight of grant budgets, finance, administration and reporting to EU. Ensure financial and programmatic compliance of the grant to contractual obligations, donor requirements, and CRS policies.
  • Maintain relationships with key staff of partner organizations in area of responsibility. Contribute to coordination of the roles and activities of staff from other partner organizations in implementation in line with CRS partnership principles.
  • Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Contribute to generation and documentation of learning drawn from the grant mechanism.

Basic Qualifications

  • Master’s degree in finance, project management, economics, or a related field; advanced degree (e.g., MBA, CPA) preferred.
  • Proven experience in portfolio management, investment analysis, and financial modeling, preferably in a financial institution, asset management company, or economics institution.
  • Strong understanding of financial markets, investment principles, and portfolio construction techniques. Proficiency in financial analysis tools and software’s
  • Excellent communication and presentation skills, with the ability to convey complex financial concepts to diverse audiences.
  • Detail-oriented with strong analytical and problem-solving skills.
  • Ability to work independently and collaboratively.

Required Languages – English and Kiswahili will be preferred.

Job Summary:

CRS Tanzania is seeking a qualified candidate for the position of Partnerships and Knowledge Management Officer for the “Vitalizing Opportunities in Circular Economy and Sustainable Solutions in Lake Tanganyika” (VOICES) project implemented in Tanzania and Zambia and located in KIGOMA Regions- CRS office. The role will entail fostering strategic partnerships and implementing effective knowledge management practices within the VOICES project. Cultivate and maintain relationships with existing partners, serving as the primary point of contact for partnership-related activities. Custodian of project-based agreements and contracts, ensuring mutual benefit and adherence to CRS policies. Develop and implement strategies to promote knowledge sharing and collaboration among internal teams and external partners. Facilitate the creation of communities of practice or other collaborative platforms to encourage the exchange of best practices, lessons learned, and innovative ideas within watershed project area.

Roles and Key Responsibilities:

  • Provide training and support to staff and partners on knowledge management tools and techniques, including document management systems, collaboration platforms, and data visualization tools.
  • Promote a culture of continuous learning and improvement within the project area and partners by organizing workshops, webinars, and other learning events.
  • Develop and implement metrics to assess the effectiveness of partnerships and knowledge management initiatives. Regularly review and analyze data to identify trends, opportunities, and areas for improvement.
  • Prepare reports and presentations to communicate key findings and recommendations to internal stakeholders and external partners.
  • Contribute to the development of VOICES project plans and priorities, particularly in areas related to partnerships and knowledge management. Stay informed about industry trends, emerging technologies, and best practices in partnership development and knowledge management, and incorporate relevant insights into organizational strategies.
  • Ensure VOICES project documentation for assigned activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trends analysis reports and documentation of case studies and promising practices.

Basic Qualifications

  • Master’s degree in a relevant field such as environmental partnership engagement, public private partnerships, education, business administration, international development, or knowledge management; advanced degree preferred.
  • Proven experience in partnership development, preferably in the nonprofit or international development sector.
  • Strong understanding of knowledge management principles and practices, including knowledge sharing platforms, communities of practice, and organizational learning.
  • Excellent communication and interpersonal skills, with the ability to build and maintain effective relationships with diverse stakeholders.
  • Demonstrated ability to think strategically, analyze complex problems, and develop innovative solutions.

Catholic Relief Services (CRS) and its country-based partners Caritas Kigoma in Tanzania and Caritas Kasama in Zambia will implement the Vitalizing Opportunities in Circular Economy and Sustainable Solutions in Lake Tanganyika (VOICES) project to improve water quality in the basin of Lake Tanganyika through sustainable and inclusive economic practices funded by the European Union (EU). VOICES will support communities in Kigoma Region in Tanzania and in Mpulungu Region in Zambia to increase knowledge of the potential benefits of the circular economy among policymakers, businesses, consumers, and civil society. VOICES will support the objectives of the EU and building upon successes from other projects in the area. CRS will collaborate with ongoing projects in Tanzania and Zambia and advance cross border knowledge sharing among countries that border the Lake Tanganyika.

Job Summary:

Investment Officer, you will work as part of a team and provide oversight of a key function of the Vitalizing Opportunities in Circular Economy and Sustainable Solutions in Lake Tanganyika (VOICES) project. You will support the design, marketing, and management of the Circular Economy Challenge Fund (CECF), a grant mechanism that will catalyze private sector investments in value chains, develop new circular economy-related businesses, and reduce risks associated with acquiring assets and skills required in watershed protection and environmental sustainability programs. Your technical knowledge will ensure the delivery of high-quality programming.

Roles and Key Responsibilities:

  • Manage the development, implementation, and consolidation of Challenge Fund under the VOICES Project. Serve as a point of contact on area of responsibility with public, private, and non-government stakeholders, when needed.
  • Manage Challenge Fund to meet donor expectations in terms of timely and quality results and budget. Ensure compliance with EU regulations, the award objectives, and requirements. Contribute to ensuring coordination between program and operations leads. Contribute to ensuring the CRS program quality standards are adhered to per MEAL policy and procedures.
  • Establish, implement, and monitor the Challenge Fund grant management process, such as designing scoping studies, developing technical materials, facilitating selection process, preparing grant agreements and negotiation memos, overseeing due diligence assessments, overseeing monitoring and technical assistance for recipients, and overseeing grant closeout processes in line with CRS grant management guidance and donor rules and regulations.
  • Coordinate with Project Manager, Portfolio & Investment Senior Officer, Technical Advisors, and Finance staff on grant design and selection to ensure activities stimulate economic opportunities in watershed protection value chains are feasible, economically viable, and compliant with all relevant EU and CRS policies and procedures.
  • Promote, uphold, and model a commitment to the efficient use of agency and donor resources. Help ensure compliance with EU grants, including financial tracking and oversight of grant budgets, finance, administration and reporting to EU. Ensure financial and programmatic compliance of the grant to contractual obligations, donor requirements, and CRS policies.
  • Maintain relationships with key staff of partner organizations in area of responsibility. Contribute to coordination of the roles and activities of staff from other partner organizations in implementation in line with CRS partnership principles.
  • Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Contribute to generation and documentation of learning drawn from the grant mechanism.

Basic Qualifications

  • Bachelor’s degree in finance, project management, economics, or a related field; advanced degree (e.g., MBA, CPA) preferred.
  • Proven experience in portfolio management, investment analysis, and financial modeling, preferably in a financial institution, asset management company, or economics institution.
  • Strong understanding of financial markets, investment principles, and portfolio construction techniques.
  • Proficiency in financial analysis tools and software’s
  • Excellent communication and presentation skills, with the ability to convey complex financial concepts to diverse audiences.
  • Detail-oriented with strong analytical and problem-solving skills.
  • Ability to work independently and collaboratively.

Required Languages – English and Kiswahili will be preferred.

Travel – Must be willing and able to travel up to 50 %.

Knowledge, Skills, and Abilities

  • Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions.
  • Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
  • Strong technical writing skills and good presentation and facilitation skills
  • Proactive, resourceful, solutions-oriented, and results-oriented

Preferred Qualifications

  • Experience working with EU government supported projects and knowledge of financial rules and regulations, including fiscal controls and fund accounting procedures.
  • Recognized technical experience and qualifications in grantmaking and private sector engagement.
  • Grants management training experience highly preferred.
  • Experience engaging partners and strengthening partnerships, especially on grant management and reporting. Knowledge of CRS partnership strategy a plus.
  • Demonstrated ability to write high quality technical reports.
  • MEAL skills and experience required.
  • Abilities that are conducive to a learning environment.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
