UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In 2021, UN Women, in collaboration with the Governments of France and Mexico, convened the Generation Equality Forum, a global multistakeholder partnership to drive results and accelerate the full and effective implementation of the Beijing Platform for Action and the Sustainable Development Goals through a 5-year (2021-2026) action agenda encapsulated in a Global Acceleration Plan for six Action Coalitions.

The United Republic of Tanzania (URT) adopted the Action Coalition on Economic Justice and Rights as a vehicle towards the realization of gender equality and the empowerment of women and girls, with increased measures including investments in gender-responsive public and private quality care services, and supporting women and young women access to productive resources, engagement in decent work as well as design and implementation of gender-responsive macro-economic plans, budget reforms, and stimulus packages.

To localize Generation Equality at the country level, the Government of the United Republic of Tanzania has developed the Tanzania Generation Equality Programme TGEP (2021/22-2025/26) stipulating various interventions to be undertaken by the Government sectorial ministries, private sector and other stakeholders to deliver on the GEF to advance women’s economic justice and rights. One key institutional mechanism to achieve this goal is the National Advisory Committee (NAC) consisting of twenty-five senior officials who work closely with the country’s gender machinery in both Tanzania mainland and Zanzibar, in championing the implementation of Tanzania’s commitments.

In line with this, UN Women Tanzania is seeking to hire a consultant to support the National Advisory Committee Secretariat in strengthening GEF Localization and Multistakeholder Engagement in Advancing Generation Equality Commitments. The consultant will work closely with and be led by the secretariat and UN Women. This consultancy will be for nine months, during which the elaborated deliverables will be achieved.

The consultant will be reporting to the Communications Specialist of UN Women as well as the chairperson of the Generation Equality National Advisory Committee.

Duties and Responsibilities
1. Technical advice to provide support to the ministries responsible for Gender in Mainland and Zanzibar on the 2023 GEF accountability reporting process and capturing stories from the field.

2. Provide technical support to the National Advisory Committee on monitoring and documentation of at least two advisory notes to GEF implementing sectors.

3. Act as a technical assistant to the Chairperson of the National Advisory and Coordinating Committee on Generation Equality Forum.

4. Provide technical leadership on awareness-raising to promote linkages of local-level implementations of GEF commitments by the LGAs, private sector, youth networks and CSOs.

5. Identify and support at least two platforms to advance Tanzania’s leadership in multistakeholder and international platforms on Generation Equality Forum.

Payment Schedule

Provide support to the ministries responsible for Gender in Mainland and Zanzibar on GEF accountability 2023 reporting process and capturing stories from the field:

Inception report highlighting the roadmap and action plan for the execution of the task
Assistance provided for the preparation of GEF EJR report secretariat meetings in Mainland.
Success stories from the field successfully documented in at least two action areas of GEF EJR Tanzania commitments.
By May 30th


Support National Advisory Committee monitoring, basic evaluation and documentation of advisory notes to GEF implementing sectors:

Comprehensive documentation of at least two GEF action areas
Technical field monitoring missions conducted by GEF committee to GEF implementing sectors.
Cross-learning initiatives with other countries on GEF monitoring and administrative structures promoted.
By June 15th


Conduct awareness-raising to promote linkages of local-level implementations with GEF commitments:

Technical support for the successful execution of one national dialogue for localization of GEF amongst local government authorities.
One engagement session with the private sector and youth on Generation Equality Forum.
By June 30th


Identify and support at least two platforms to advance Tanzania’s leadership in multistakeholder and international platforms on Generation Equality Forum:

Two platforms at regional and/or international level utilized by Tanzania to advance women’s and girls’ empowerment in line with the GEF Global acceleration plan
By 30th September


Consultant’s Workplace and Official Travel

This is a home-based consultancy, ideally located in Dar es Salaam, Tanzania.

As part of this assignment, there will be some trips as needed to meet with GEF officials, stakeholders and the gender machinery.

In-depth knowledge of gender equality and women’s rights issues
Experience in programme formulation, implementation, monitoring and evaluation, and reporting skills

Required Skills and Experience
Education and Certification:

A Masters degree in Social work, international development, community development, political science, social science, gender/women studies, international relations, or other related fields.


At least 7 years of progressively responsible experience in designing and managing programmes and advocating for Gender Equality in the Tanzanian context.
Experience in strategic planning and engagement of high government officials
Experience of working in a managerial role.
Experience in participating in continental high-level dialogues.
Experience in organizing high level events.
Experience in report writing.
Experience in working and building partnerships with governments, donors, and civil society organizations internationally and in the field.
Experience of working with UN agencies is an asset.

Fluency in English is required.
Knowledge of other UN official languages is an asset.
