HEAD OF INTERNAL AUDIT AND INVESTIGATION
The Head of Internal Audit and Investigation functionary reports to the Board and Regional Audit Manager and Administratively to Chief Executive Officer.
Specific areas of responsibility:
Strategic Leadership
  • Provide technical guidance and direction in the Risk based Annual Audit Planning Process and compile draft audit plans for discussion, review and approval by the Regional Manager, VFT-MFB Leadership and the Board.
  • Advice VFT-MFB Management on the formulation of risk management strategies and policies for all operations areas of the Bank with a view of ensuring that all management policies adequately mitigate the risks identified.
  • Provide summaries of audit findings trends to Senior Leadership and the Board Audit Committee
  • Coordinate, monitor and facilitate compliance with existing laws and regulations together with implementing a system to track the implementation of audit recommendations by VFT-MFB Management.
  • Ensure effective engagement with the VFT-MFB Board Audit Committee on the performance of the Audit Function.
People Management and capacity building
  • Participate in recruitment of Audit staff and ensure effective performance management for direct reports.
  • Provide capacity building to VFT -MFB /Leadership and Audit team regarding the role of Internal Audit in Risk management and in the VFI Risk-based integrated audit approach from time to time.
  • Guide and supervise the Audit Team in executing risk-based integrated audits
Quality Assurance & Other
  • Ensure compliance to established risk management framework, inclusive of policies, procedures and controls and consequently ensure compliance with statutory BOT regulatory requirements.
  • Perform quality reviews of audit assignments and provide guidance to the Auditors regarding; relevant audit standards to be observed and maintained, timely review of Binders/Audit Files before issuance of reports.
  • Support management during preparation for Global Centre Audit.
  • Coordinate all external audit and investigation operations.

The ideal candidate MUST have
  • University graduate preferably specializing in Accounting /Finance.
  • Full accounting qualifications CPA or ACCA and a member of NBAA Tanzania
  • Certification in CISA/CFE/CIA is an added advantage.
  • Must have prior auditing experience of at least five years in a recognized organization, preferably in a microfinance or a bank. Two of these should be at a supervisory level. Experience in financial statements reporting as per IFRSs will be an added advantage.
  • Practical experience in reporting to the Board/Board Audit Committee is required.
  • Computer literate in Microsoft office applications with excellent working knowledge of computerized accounting systems, T24 and loan tracking system.
  • Good comprehension of Micro-finance and the internal control concepts relevant to MFI
  • Good oral and written communications skills

  • Collect inputs from the team on the monthly LEADER and P&C dashboard reports
  • Assists P&C Leadership to create complex queries and analysis to provide P&C statistics for P&C management decision and advisory as needed.

The Core Banking Systems (CBS) manager is dedicated to planning, administering and supporting VisionFund’s Core Banking Systems across the VFI network. He/she ensures MFI adoption of and compliance with VFI standards in information technology, as well as be able to manage related IT Risks. He/she plays a role as a business and system analyst on core systems through gathering business requirements, change initiatives of systems, related business process improvements, and system release management. Lead and support system implementations and/or upgrades, and requisite customizations system and software related support request.
Major Responsibilities:
  • Responsible for the ownership, accountability and delivery of key Core Banking Systems projects.
  • Support MFIs with system upgrades and implementations, to ensure that the MFI has resourced the project correctly, that appropriate contracts are in place with vendors, and that the various phases of the project are designed correctly and executed to plan.
  • TPM oversight can include software vendors certification to monitor project project progress, approve vendor resourcing and provide key decision-making.
Support MFIs in making decisions on the selection and deployment of Core banking Systems:
  • VFI has identified global strategic platforms and standards, The MFI is responsible for local implementations and the CBS manager is responsible for overall strategic alignments with VFI standards and initiatives.
  • Will work with MFIs in designing how their systems can help improve their business processes and controls.
  • The CBS manager ensures the design is sound in functional verticals (credit, savings, insurance, mobile), addresses cross functional interdependencies and adhere to VFI strategic goals.
Oversee related projects at country level on the gathering of functional specification for the MFI, in line with VF standards:
  • Evaluation, clarification and correction of standards to reflect VF global strategy and to ensure continued industry leading best practices.
  • Finding a balance between enforcing current standards and developing those based on lessons learned.
  • Propose, develop and implement plans for centralization and shared services in terms of connectivity, hardware and support, plus supporting other operational shared functions, for Core Banking Systems (VF strategic platforms).
Critical Knowledge, Technical Skills and Experience:
  • 10+ years of project management experience working to recognized PM methodologies.
  • Experience of leading a number of successful microfinance/banking systems implementations, ideally in developing countries.

VisionFund commenced a strategic initiative to use insurance tools and techniques to help create financial safety nets for the poor. This then prevents them from falling back into poverty when shocks occur. This role is set to ensure the delivery of our insurance operations in our network.
The work will involve strong project management and co-ordination of many stakeholders as well as highly technical design of insurance solutions. The successful candidate will drive pragmatic implementation of insurance solutions into VisionFund’s operations to create affordable financial safety nets for the borrowers. This role is proactive, making sure results are achieved as per the defined plan in our MFIs and developing plans in the others.
Major Responsibilities:
Insurance Business Development:
  • Put together measures that would coordinate the analysis of the insurance client needs in the branches in order to define products that will serve their needs.
  • Enhance awareness of potential for all insurance products within the whole network through the development (with the MFI) of a clear insurance ambition for each country that combines impact potential and financial income.
  • Drive business case analysis for different insurance product types within MFI.
Integration of Insurance within MFIs:
  • Develop and then ensure a smooth implementation and integration of the insurance activities into VisionFund’s existing operations.
  • Advise and specify teams’ skills for all kinds of insurance business management.
  • Make the case for change to senior stakeholders and take staff and clients along the implementation journey to make the offering of insurance products cost effective and efficient, leveraging the existing administrative processes in the MFIs.
Insurance Product Development:
  • Ensure insurance product design activities within VFI bring to a practical and cost effective conclusion by gathering qualitative and quantitative data.
  • Ensure inputs from other specialists is driven towards practical solutions that will work for VisionFund and for the poor.
  • Interact effectively with a very diverse range of stakeholders serving to deliver insurance products.
Training and writing of SOP:
  • To conduct and deliver trainings for MFIs staff who deal with Insurance.
  • To identify talent and potential successors for this role, among MFI staff.
  • Coach them and identify right trainings and stretch assignments for their development.
  • To contribute and provide inputs for training curriculum for MFI staff for them to raise awareness of insurance among clients and be able to sell insurance products.
Reporting:
  • Reports for VisionFund global, regional.
  • Assist local management to report to their boards on key insurance projects.
  • Be responsible for quality reports for Insurance program implementation within MFI and VFI.
Critical Knowledge, Technical Skills and Experience:
  • Minimum of 10 years of work experience: at least 5 years of experience in business development in SME/ micro-banking, insurance or microfinance.
  • Some experience in partnership distribution is required. And minimum of 5 years experience in developing countries of managing insurance projects (client engagement, implementing insurance operations in partnership (bancassurance), designing clear plans for countries, and getting results in different contexts).
  • Strong analytical and organizational skills.
  • Hands-on, “can do” approach. Someone who gets things done and has a track record of achieving results through others via remote calls.
  • Excellent interpersonal and influencing skills including cross-culturally.
  • A clear communicator with excellent presentation and negotiation skills.
  • Proven ability to work in cross-functional teams of experts and influence and collaborate with multiple stakeholders at all levels in an organization.

The Regional Operations Director is a new role in the MEER region, to support the Regional Head in managing the execution of VisionFund’s strategy in the region. The Regional Operations Director helps the Regional Head to ensure the delivery of the ‘double bottom line’ of financial and social performance in the region’s MFIs and directly supports MFIs with achieving their financial and social impact targets including the implementation of changes to business model, structure, technology and partners.
Major Responsibilities:
Building Capacity in MFIs:
  • Support the delivery of business plans of individual MFIs through monitoring, analysis, problem identification and operational recommendations that will ensure improved quality of delivery of the MFI’s services, improved control environment and increased alignment of strategy.
  • Matrix manage COOs in the MFI
  • Commission/curate appropriate training for the MFIs in the region.
  • Ensure effective controls and the “double bottom line” are always assessed and reported.
Adapting MFIs:
  • Ensure integration and alignment of VFI, MFI and WV National Office strategies at the regional and national levels.
  • Support MFI SMTs with implementing changes in the business model, structure, partners and technology.
  • Support Mergers and Acquisitions when required in the region.
  • Monitor delivery of MFI strategy through Board membership where appropriate along with the Regional Head.
Consultancy Services to MFIs:
  • Provide timely consulting services for MFI issues based upon an agreed terms of reference for each project.
  • Provide clear and thorough analysis and recommendations for both the MFI management and VFI regional team.
Lead Regional Initiatives:
  • Drive, under the guidance of the Regional Head, the roll out of global centre initiatives including how central services and banking software can be deployed to improve service to the MFI’s and their clients and to reduce costs and improve sustainability.
  • Be regional safeguarding lead and regional security focal point.
  • Facilitate spiritual nurture and be a role model and coach for developing Christian leadership in the region.
Occasionally acting in a Senior Management role within an MFI during staffing gaps:
  • If a CEO or other SMT position is vacant which is likely to put the MFI at risk then the Regional Operations Director will be required under the direction of the Regional Head to be deployed into a management role in the MFI.
  • This can be for up to 6 months at a time, while a suitable replacement is being recruited.
Critical Knowledge, Technical Skills and Experience:
  • The key ability VisionFund is seeking is leadership. The successful candidate will have a strong track record of developing and nurturing talented and empowered leadership teams, ideally across multiple locations and cultures. A role model for Christian leadership, with commitment to the core values, mission and vision of VisionFund. Extensive leadership experience, at senior level as a leader of leaders, committed to developing and encouraging staff.
  • Thorough knowledge and extensive experience (minimum of ten years) is required in microfinance and banking operations, including dealing with regulators and supporting major change projects including Mergers and Acquisitions.
  • Proven ability to lead a strategy review process and drive high standards in business planning, forecasting and performance measurement.
  • Although central treasury expertise will be provided by VisionFund Global Centre this person should have an understanding of balance sheet risk management including interest rate risk, liquidity risk and foreign exchange risk as well as bank funding processes and contracting.
  • Balanced and respectful approach to groups’ differing responsibilities and priorities. Sensitive to complexity of World Vision direction, MFI board independence and shareholder requirements.
  • Excellent organizational skills, and highly developed consulting skills, with ability to analyze, recommend solutions, mentor and direct people. Must be able to simultaneously manage multiple priorities and projects and must be proactive.
  • Excellent communication, problem solving, diplomacy, negotiation and conflict management skills are all required in this senior management role working with multiple MFIs. Must demonstrate excellence in communication and influencing skills
  • At least a Bachelors Degree in Finance, Business
  • Marketing and Financial Services development experience
  • Strong Operational Skills in microfinance ideally gained in the relevant region through managing MFIs.
  • Experience working in a multinational and multicultural environment with proven cross-cultural effectiveness.
  • Ability to travel including to rural locations. Ability to be deployed for up to 6 months to an MFI SMT role.
  • Fluency in English (written and verbal).

Purpose of the Position:
The Global Director of Regional Finance is to lead and manage the execution of the VisionFund 2030 Strategy and GC Global Finance strategy in two regions. The role will be responsible for all regional microfinance (MFI) finance issues and will work primarily with and through, and mentor, the Regional Finance Managers (and other Regional Staff), who have a matrix reporting line into this position. They are accountable to ensure proper controls, policies, procedures, reporting standards, and best practices are in place in MFIs. All efforts will be made to create, share/train and enforce global solutions to improve, steamline and harmonize MFI finance processes, reporting, analysis and outcomes.
Major Responsibilities:
Regional Finance Support, Oversight, Training, Mentoring, & Talent Management:
  • Working with the Regional Finance teams (and MFI CFOs indirectly) in support of their MFIs on challenges and issues. Providing oversight, training and mentoring of Regional Finance team members.
  • Developing and cultivating a global Finance Talent Pool (top 1-3 Finance talents in MFIs).
  • Champion for Global Finance Strategy in to the field.

  • Ensuring financial oversight and support needs of the MFIs are being met.
GC Finance-to-Regional Finance Communication Liason:
  • Serving on the SFT as global finance leader and being both the voice of the field and communicating to the field important global initiatives/directives.
  • Further embedding and implementing Risk Framework, policies and standards in to MFIs.
  • Enhancing and monitoring global Risk and Performance dashboards of the Network (e.g. Liquidity, Solvency, Profitability, Lender Engage) and giving early warning.
  • Funding pipeline liaison

  • Ensuring global Finance accurately hears the voice and operating reality of the field.
  • Ensuring regional Finance and MFI CFOs accurately hear the voice and direction of the GC.
MFI Financial Governance – ARC, ALCO, Internal/External Audit, Lender Engagement/Compliance:
  • Supporting local MFI governance requirements and needs through the Regional Finance teams as and where possible and needed.
  • Driving MFI Internal Audit and External Audit findings resolution.
  • Ensuring timely completion and submission of GC reporting, lender reporting/compliance, external audit paperwork, and others.

Standards Setting, Process (Re)Design & Tool Development:

Critical Knowledge, Technical Skills and Experience:
  • Thorough knowledge and extensive experience (minimum 10 years) in microfinance, banking or financial services.
  • Understanding of balance sheet risk management including interest rate risk, liquidity risk, solvency risk, and foreign exchange risk as well as bank funding processes.
  • Ability to translate complex detailed matters and data in to a concise narrative and explanation.
  • Effective writing, verbal, presentation skills. Deep knowledge of Excel, Word and Powerpoint. Good project management and organizational skills. Balanced and respectful approach and cross cultural sensitivity. Effective coach, able to train.
