UONGOZI Institute is currently seeking to recruit a Management Information Systems Officer.
The successful candidate will support the Institute’s Information and Communications Technology (ICT) systems by planning, coordinating and designing ICT related activities. He/she will report directly to the Chief Executive Officer and contribute to the ICT related activities in order to realise the Institute’s strategic goals.
Key Requirements of the Position
This role includes:
  • Leading the implementation of ICT strategy in line with policies, processes, procedures and guidelines to deliver the Institute’s goals;
  • Planning, implementing, monitoring and evaluating the Institute’s ICT systems and projects within agreed time and budget;
  • Updating and managing the Business Continuity Plan and Data Security Plan for the Institute’s operations to guarantee continuation of services at all times;
  • Safeguarding the control and monitoring mechanisms to keep ICT operations and services in place even with power outages and telecommunication failures;
  • Leading in the implementation of ICT strategy in line with policies, processes, procedures and guidelines to deliver the Institute’s goals;
  • Supporting quality assurance during the procurement of ICT software and hardware by reviewing technical specifications and inspecting procured items;
  • Monitoring and managing user complaints to ensure that ICT services are delivered at the highest standard;
  • Creating awareness among users on the development of specific systems solutions to meet required standards and the Institute’s objectives.
 Key Outputs
  • The ICT related risks controlled;
  • The Institute’s ICT systems excellently functioned and maintained;
  • The Institute’s database and servers appropriately updated and secured, and well-functioned;
  • The number of automated business processes.
Skills and Competencies Required
  • Excellent working knowledge of database management, particularly MySQL (mandatory), Oracle (mandatory), SQL, PostgreSQL and other DBMS;
  • Technical knowledge in determining end-to-end design requirements for projects involving line business, software/hardware developers and vendors;
  • Strong understanding of the Software Development Life Cycle (SDLC);
  • Proven ability in programming languages, particularly Java (mandatory), PHP (mandatory), Java script, HTML/XML, HTML5, CSS and CSS3, jQuery Python, NET Frameworks, etc.;
  • Familiarity with popular CMSs, including WordPress and Joomla;
  • Experience with version control such as Git;
  • Knowledge in computer operating systems, specifically Windows, Linux and macOS;
  • Knowledge in hardware including PCs, laptops, network routers, printers etc.;
  • Practical skills in configuring and managing VLANs, routers and switches;
  • Knowledge in designing a Windows Active Directory, creating users, groups and shared folders, managing active directory, maintenance, troubleshooting and disaster recovery; and
  • Practical skills in software and application installation, maintenance and updates.
 Qualifications and Experience
At the minimum, the Management Information Systems Officershould have:
  • A bachelor degree in Information Communications Technology or any other related fields;
  • A postgraduate degree in ICT or any other Business Management related fields from a reputable institution is a must;
  • Consistent and relevant working experience of not less than five (5) years in ICT;
  • Fluency in English and Swahili languages is required; and
  • Possession of recognised ICT professional certification will be an added advantage.

UONGOZI Institute is currently seeking to recruit a Procurement and Supplies Officer.
The successful candidate will play a pivotal role in ensuring integrity, fairness, and openness in procurement processes as well as adherence to policies, procedures, and controls. He/She will report directly to the Procurement Specialist and contribute to the Procurement Management Unit (PMU) activities in order to realise UONGOZI Institute’s strategic goals. 
Key Requirements of the Position
This role includes:
  • Prepare procurement and disposal plan as per the Public Procurement Act and Guidelines;
  • Assist in the process of tenders, including developing content for adverts, terms of reference, technical specifications, selection criteria, and guidelines for evaluation of bids and proposals;
  • Assist non-procurement staff to understand the requirements for submitting accurate and thorough requisitions or to determine other technical specifications.
  • Evaluate suppliers, contractors, consultants and service providers, including conducting price/cost/reasonability analyses;
  • Prepare and issue contract documents;
  • Register contracts awarded;
  • Prepare monthly procurement reports for the tender board;
  • Monitor and track procurement activities and delivery status of goods/services;
  • Manage the Institute’s inventory through cost-effective inventory control techniques and systems;
  • Maintain proper records for goods received and inspection reports, as well as updating the contract and assets registers; and
  • Prepare other reports as may be required from time to time.
Key Outputs
  • Timely supply of goods and services;
  • Compliance with the Public Procurement Regulatory Authority procedures.
Skills and Competencies Required
  • Excellent communications and personnel management skills and ability to relate to people at all levels of an organisation and of different multi-cultural backgrounds;
  • Possess business acumen, with an analytical mind;
  • Ability to carry out detailed work under demanding deadlines, and to manage and prioritise multiple concurrent bids
  • Excellent negotiation skills;
  • Cost-efficient oriented person;
  • Knowledge of the latest Public Procurement Act(s) and related Regulations together with other Development Partners’ procurement procedures;
Qualifications and Experience
 At the minimum, the Procurement and Supplies Officer should have:
  • A Degree from a reputable Institution in Procurement and Supply Management or related fields;
  • Consistent and relevant working experience in public procurement;
  • Registered with the Procurement and Supplies Professional and Technician Board (PSPTB);
  • Proficiency in computerised procurement systems, spreadsheets, database management;
  • Fluency in English and Swahili languages is required.
