Monitoring, Evaluation and Learning Advisor (East Africa-based)
Preferable Location: Kampala, Nairobi, Dar es Salaam, Addis Ababa   |   Full time
PURPOSE OF THE ROLE
The Monitoring, Evaluation and Learning (MEL) Advisor will provide technical leadership, strategic oversight and support to project teams across the UK and East Africa, designing and delivering MEL initiatives to fulfil the organisation’s learning ambitions.

Working closely with the Head of MEL, wider organisational MEL teams, Programme Managers, and Project Coordinators, the MEL Advisor will have strong analytical and capacity building skills to support country office field teams and MEL leads to implement effective monitoring and evaluation frameworks, ensuring learning from projects is systematically extrapolated and brought together in strategic learning pieces, in line with the organisational learning framework.
KEY TASKS AND RESPONSIBILITIES
  • Support country office teams, project coordinators and implementing partners
    • Provide targeted start-up support to new project teams to ensure appropriate MEL plans and tools are in place.
    • Review existing project MEL systems to provide practical recommendations to strengthen the quality and use of evidence
    • Provide technical support and quality assurance to project evaluation processes including: terms of reference, inception reports, data collection tools, data analysis, results and reports.
    • Guide the development of knowledge, learning and research components of flagship projects, developing core learning questions and multi-partner knowledge management plans.
    • Provide capacity development and training on organisational learning frameworks, tools and MEL minimum standards
    • Support teams with the analysis and interpretation of project monitoring data, ensuring the learning feedback loop is closed
  • Provide leadership in learning and evidence-based programming to support Farm Africa’s current and future operations 
    • Lead the bi-annual, cross-country MEL performance review processes, ensuring learning from these are captured and disseminated across the organisation.
    • Deliver strategic learning pieces, bringing together cross-project learning, in line with the organisational learning framework.
    • Design, test and deploy robust systems for knowledge management and consolidated project learning
    • Support the design, roll out and utilisation of IT systems to streamline data collection, strengthen organisational learning, and support effective knowledge management
    • Contribute to programme design, where appropriate, to ensure project learning and  evidence-based programming are incorporated into future Farm Africa proposals
    • Provide timely analysis of multi-country data
  • Develop and review MEL tools indicators and systems
    • Develop and deliver standard approaches, indicators, tools and templates, in line with the organisational learning framework and minimum MEL standards.
    • Develop, test & deploy digital data systems for data collection and organizational learning
    • Review existing project MEL systems to provide practical recommendations to strengthen the quality and use of evidence.
    • Other adhoc tasks as required
PERSON SPECIFICATION
EssentialDesirable 
Education, qualifications & other knowledge
Degree in Economics, Statistics, Applied social sciences or other relevant analytical field Academic training in applied econometrics and/or statistical analysis
Applied knowledge of quantitative data collection methods and best practice
Applied knowledge of qualitative data collection methods
Knowledge and understanding of monitoring and evaluation principles and best practices
Experience
Experience supporting the design and delivery of monitoring, evaluation, learning and research frameworks at an organisational level for complex project portfoliosExperience of providing remote line management to teams
Significant experience of interrogating data and producing high quality reports and briefs for technical and non-technical audiences
Experience of training and mentoring individuals across multiple countries
Skills & abilities
Highly numerate, confident in synthesising data (both quantitative and qualitative) to draw and explain evidence-based conclusions
Strong skills in data analysis, statistics and data visualisation
Advanced skills in MS tools, particularly Excel and Word
Driven and able to work with minimal supervision, as part of a remote team.
Confident, flexible and able to take initiative and proactively work with others
Able to work with individuals and institutions operating across multiple countries and as part of a mutually respectful multicultural environment
Ability to multi-task and work well under pressure, with attention to detail
Fluency in written and spoken English
