The Women’s Protection and Empowerment program in Tanzania has worked to strengthen gender-based violence (GBV) service delivery, help survivors heal, mobilize communities to prevent violence, and promote women and girls’ inclusion. The IRC works to ensure GBV survivors have access to life-saving care, improved protection and envisions a country in which women and girls are respected, have access to essential services and opportunities, and live free from violence. The IRC Tanzania has been implementing GBV programs in refugee camps.
This position will be responsible for providing direct comprehensive case management service and holistic psychosocial support services, in best response to the needs of GBV survivors in the the target population/ assigned refugee camp. The Psychosocial Support Officer work in close coordination with multi-sectoral response GBV services providers. The position is based in the assigned camp and report to GBV Psychosocial Support Supervisor.
• The incumbent will provide professional psychosocial and confidential services to survivors of GBV, grounded in the IRC’s holistic, survivor-centered case management approach.
• Provide case management services in accordance with the case management steps, conduct safety assessment and planning, conduct consent based, timely multi sectoral response referrals for GBV survivors including access to justice, working closely with the WPE legal team.
• Ethically and confidentially document client information through accurate filling of IRC provided intake forms and ensure confidential and safe storage
• Ensure cases that need life-saving services are prioritized for immediate medical or security related action.
• Ensure proper and safe documentation of reported GBV incidences through utilization of GBVIMS tools and coding system; consent form, case intake form, action plan, follow up plan, client satisfaction tool and other case management tools accurately and appropriately, strictly follow data protection protocol and confidentiality. Secure document storage in a lockable cabinet and location at all time.
• Conduct GBV ethical and accuracy data collection in GBV information management systems (GBVIMS) entered with data protection and confidentiality – working with supervisor for analysis, planning, evaluation to inform WPE programming
• Conduct effective working relationships with all GBV services providers including police, and MHA at camp level in best representation of survivors’ best interest and needs, use and follow of GBV referral pathway and GBV SoPs.
• Attend internal weekly case review meeting with supervisor.
• Attend Case conference meeting as assigned by supervisor.
• Ensure that IRC support center is safe, confidential, and accessible in supportive environment for GBV survivors.
• Advocate on survivors’ needs and best interest, ensure actions are immediate taken especially medical and safety issues, and other survivors’ needs are met by services providers.
• Promote networks with community leaders, women leaders, women’s group, service providers and camp management to ensure that survivors receive compassionate support from the community.

Data collection and reporting;
• Conduct regular administration of client satisfaction surveys for survivors accessing GBV services
• Conduct regular IRC case management supervision tools with officer and case worker.
• Regular check data quality and accuracy, review case files on a regular basis, focusing on active cases to make sure that a) forms are being used and filled out appropriately; and b) to monitor the services that are being provided (as documented in the case file).
• Track indicators, maintain, update and analyze data on WPE response activity and indicator
Prepare and submit timely and quality weekly, monthly, quality and other donor reports as per the donor requirements, including assist in proposal input. Accountable to meet report deadline.
• Support and working closely with WPE M&E Manager on program data collection.
• Use of WPE Response M&E tools and GBVIMS tools sufficiently and systematically
• Participate in data analysis, interpretation of the analyzed data on GBV reporting trends to inform intervention areas.

Program management
• With support from supervisor participate in all response budget planning; accountable for develop and maintain work plans,
spending and procurement plans, tracking expenditures and ensure all prevention activities are allowable and allocable according to IRC and donor compliance and regulations; review monthly BvA and bring any over/under expenditure, miss-charge or double charging issues etc to the attention of the supervisor in a timely manner and jointly develop corrective plans and prepare response activity cash projection submit to supervisor.
• Build the knowledge and skills of case worker/incentive staff on GBV cases management emphasis on safety assessment and planning, and psychosocial support/counseling, referral to other services.
• Communicate any incentive staffs issue to supervisor in a timely manner. Any recruitment of the new incentive staff must obtain supervisor approval.
• Participate and support in building the capacity of community based groups to provide ongoing psychosocial support to emotionally distressed persons
• Participate in capacity building of other service providers and community based structures to ensure that survivors receive compassionate support as assigned by supervisor.
• Conduct transparent and accountable records of beneficiaries issued with non-food items distribution at the IRC support center. Inventory of all materials support must be regular update and accurate.
• Participate the identification for material needs of GBV survivors in collaboration with Supervisor and initiate purchase requests to respond to the needs in line with approved budgets, and in advance of the quarterly procuring.
• Direct manage assets/inventory assigned to the support centers

General Responsibilities:

• Attend and participate in trainings identified organized by your supervisor.
• Follow any new procedures and guidelines designated in circulars from Country Director.
• Support the IRC Tanzania Country SAP implementation in Kibondo field office, coordinate with other IRC actors particularly Health, Education, MHPSS and Operational Department to achieve the IRC strategy outcome with support of WPE Sr. Manager and WPE Coordinator.
• Report any violations of the IRC Sexual Abuse and Exploitation Code of Conduct (Tanzania and worldwide) as per the IRC Tanzania reporting mechanism. The reporting of violations is an obligation on the part of all staff members.
• Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of refugees by IRC and other humanitarian workers.
• Represent IRC at inter-agency meetings as assigned.
• Assist in control and proper usage of stationery and other items relating to work.
• Perform other duties as may be assigned by your supervisor.

Qualifications
• Bachelors Degree in counseling and/or psychology. Diploma holders with extensive work experience will also be considered.
• Minimum 2 years of direct psychosocial/counseling experience with a reputable agency; experience working mental health cases preferred.
• Clear understanding of psychosocial support, psychosocial care, counseling and support service for survivor of GBV.
• Must maintain confidentiality, working ethics, GBV guiding principle and uphold rights and survivor best interest, respect survivor decision at all times.
• Positive, highly motivated, innovative, with strong organizational and inter-personal skills.
• Able to work as part of a team.
• Strong knowledge of computer applications, including MS Word, Excel and power point
• Willing to work in a remote location.
• Fluency in Swahili and English, knowledge of French or Kirundi is a plus.

The largest number of IRC staff and incentive workers (c. 1500) are within the education programme. This programme will shortly expand further, with new funding designed to dramatically strengthen the quality of education across all camps.
Job Overview:

The Senior Compliance Manager will support the Country Director and senior staff to oversee ethics and compliance related functions across the country program. The core purpose of the role is:
 To build a safe and compliant working environment within IRC, through proactive prevention initiatives to reduce wrongdoing and timely, coordinated action where behaviour is suspected to be inconsistent with IRC values and policies.
The role will have a range of responsibilities, all aimed to promote ethics and compliance in the behaviour of staff and incentive workers and to coordinate consistent and effective follow up as needed when there are allegations of misconduct.
The role will work closely with all senior staff, particularly with the CD and Field Coordinators, the HR department, Finance Controller and technical leads; and with IRC’s Global Ethics and Compliance Unit (ECU).
Prevention:
  • Working across stakeholders to promote a culture that adheres to IRC values and is fully compliant with our policies, procedures and the law. This includes developing an appropriate control environment and ensuring standard operating procedures and IRC policies are followed. Where weaknesses in controls or their application is identified, the Senior Compliance Manager will recommend appropriate risk mitigation in consultation with relevant stakeholders and will also ensure appropriate reporting to central risk owners (including HR, Finance, Supply Chain, ECU, Field Coordinators and the CD) to ensure central support remediation.
  • Promoting a strong understanding of IRC values and working with others to support training and communications on issues including fraud and corruption and safeguarding (exploitation and sexual harassment and violence against staff and clients).
  • Promoting an expectation and culture of reporting suspected misconduct into the ECU for any suspected forms of abuse or wrongdoing, to allow for proper follow and action as required.
  • To develop and manage aspects of the country program’s risk management process, relating to ethics and compliance, to include fraud, corruption, safeguarding and sexual harassment and exploitation or violence.   
Create a safe and compliant environment

  • Support the development and monitoring of a country level risk register including identification of risk mitigations for ethics and compliance related concerns.
  • In coordination with and under the guidance and direction of the Country Director and the Global Ethics and Compliance Unit, act as focal point for IRC- ECU policies
  • Coordinate a training and awareness programme for all staff on ethics and compliance issues. Work with many stakeholders (HR, gender champions, finance, supply chain and organizational leadership) to roll-out policies and initiatives and consistently refresh training provided.
  • Strengthen the use of the risk register (created pursuant to IRC’s risk framework) for the country program across operations and programs.
  • Coordinate and conduct ethics and compliance risk reviews of IRC, partner and sub-partner activities to assess adequacy and effectiveness of internal controls, risk management and compliance. Aim to build the capacity of partners wherever possible
  • Using a range of innovative strategies promote a culture of ethical and compliant behaviours across all sites
  • Support the development or adaptation of policies designed to create a safer working environment
  • Promote a culture of reporting on ethics and compliance concerns, providing appropriate feedback to staff, partners and complainants, working closely to ensure support and follow up is provided.
  • Produce consolidated internal reports (ethics and compliance) with findings and issues identified during these reviews, give appropriate recommendations on improvements to the country program and related partners’ processes, systems and procedures where appropriate.
  • Work with ECU’s Safeguarding focal point(s), HR and local staff to ensure implementation of IRC’s global safeguarding strategy addressing prevention of and response to Safeguarding misconduct.
Misconduct Allegations and Investigations
  • The Senior Compliance Manager will work with IRC’s global Ethics and Compliance Unit, to ensure that staff and partners are aware of the IRC’s reporting mechanisms; and shall provide timely support the ECU on investigations as appropriate, in accordance with the IRC’s investigations process.
  • The Senior Compliance Manager will report to the Country Director (CD), and, in the cases of investigations, to the Ethics and Compliance Unit’s Senior Director of Investigations (SDI).
  • Contribute to investigations on a case by case basis under the guidance of ECU (Sr Director of Investigations).  This may include the below:
  • By agreement with ECU, support or undertake investigations of alleged fraud, waste, financial corruption, misconduct, ensuring objectivity, impartiality and fairness throughout investigative processes in accordance with generally recognized international investigative standards, and IRC guidelines;
  • Prepare reports and ad hoc briefs pertaining to investigations in coordination with ECU and country leadership
  • Undertake investigation assignments in the local area at the direction, and in coordination, with ECU, keeping country and regional management informed consistent with any investigation confidentiality constraints
  • Liaise closely with ECU and HR as needed on fraud and corruption, employee relations, and exploitation and abuse of beneficiaries and staff.
Other responsibilities
  • Perform other tasks as required by the CD.   
  • Conduct any ad-hoc internal investigative/ crisis related assignments as required by the Country Director and in coordination with ECU or HR or in response to donor specific queries.

Qualifications
  • A degree in a relevant discipline- Legal or HR preferred.
  • At least 5 years management experience, ideally in a similar or comparable setting
  • Good understanding of Accounting and Internal Control standards.
  • Previous investigation experience, whether on safeguarding, fraud or corruption matters.
  • International experience within NGOs or in the development / humanitarian sector, with knowledge of donor rules and regulation, is desirable.
  • Strong planning, organizational and interpersonal skills.
  • Excellent analytical, presentation, and reporting skills.
  • Ability to respond to changing priorities.
  • Ability to work independently on own initiative
  • Excellent communication skills, verbally and in writing, in English and French
  • Evidence of successful experience in compiling and conducting training workshops is an advantage.

Specific Duties

  • Ensure the implementation of the Policies and Procedures and provide day-to-day administrative support to IRC Kibondo office and staff.
  • Ensure availability of sufficient office stationary & consumable supplies for both office and expat houses for the latter. Control (including budget) and monitor use of office supplies in collaboration with Supply Chain Department
  • Responsible for office equipment usage (photocopiers, printers, duplicating machine etc.) and report any breakdown to HR Manager.
  • Ensure the tracking and updating staff database including Annual leave, ED’s, Annual Leave allowance, training and Time sheets are completed, submitted and documented
  • Ensure a proper central filing & tracking system of documents as per IRC filling system. Assist in ensuring statutory deductions and its remittance are done according to appropriate laws, includes submission to TRA [PAYE & Payroll levy], NSSF [employer & employee contribution] and any other deductions as per governing laws
  • Ensure all new staff have the social security registration and Bank account number and supervise the process by making sure that necessary application forms are completed/ filled
  • To support the HR Manager in compilation of monthly and weekly HR reports.
Human resource & Admin duties

  • Supervise Office Attendants, Cooks and Cleaners to ensure the office and expat staff houses environment is clean and ready in time for usage and accommodation –and presentable as per IRC requirement.
  • Ensure time and efforts forms are prepared and distributed to staff on timely manner. Ensure time sheets are checked and filed and payroll completed as per finance department instructions
  • Assist the SHR Manager in processing and tracking National Staff employment contracts, job applications and other necessary recruitment documents including JDs, certificates and references
  • Support the SHR Manager in regard to working permits, visa and other form of registration
  • Support the SHR Manager in facilitating orientation of new staff on policies and procedures.
  • Advise the SHR Manager on general staff issues, i.e. Training need, staffing level for National staff as well as Incentive staff.
  • Support SHR Manager in recruitment process for refugee (incentive) staff and participate in general recruitment as assigned by supervisor [from advertising, short listing, interviewing and hiring as required and to national staff where requested
  • Assist the HR Manager with performance management evaluation tracking for staff when due.
  • BVA operator for all office and administrative lines and develop a spending plan for these lines to ensure timely spending of the budget lines.
  • Ensure staff compound, office/expat houses internet, DSTV is tracked and paid in time.
  • Support the HR Manager in coordinating administrative support for visitors and expat staff coming into Kibondo (arrangement of accommodation, communication and welfare and record all technical support visits for reporting donor)
  • Assist the HR Manager in filling correspondence, , drafting letters and other materials (e.g. memos) etc.
  • Maintain smooth flow of information and communication in the office receiving and channeling all correspondence to the appropriate persons internally and externally
  • Support the HR Manager in organizing the KMM meeting – on weekly basis and other meetings including monthly staff meetings as scheduled and prepare related minutes.
  • Coordinate the reception team in ensuring that visitors are received with courtesy interviewed and are directed accordingly.
Logistics Duties

  • Ensure quality management of assets and other items procured including stationery, fuel, vehicles etc
  • Support the SHR Manager in ensuring that all staff have adequate and habitable office space and identify industrial hazards within the working space
  • Support SHR Manager in making bookings for meetings for both programs and operations teams as periodically requested and ensure participant’s lists are generated and meals provided are worth value for money.
Security / Communication

  • Monitor security issues at the field of work and report to the Head of Office
Common Duties

Qualifications
Bachelor’s degree in Human Resources Management or equivalent
Minimum of 2 years relevant experience in an HR & Administration role
Ability to manage multiple priorities, thrive in a rapidly changing environment
Experience and understanding of employment and Labour Relations Act of Tanzania and the payroll.
Able to operate effectively and independently in a field environment using good judgement and experience to support decision making.
Excellent verbal and written communication
