ICAP at Columbia University (ICAP) leads the multi-country CQUIN learning network, funded by the Bill & Melinda Gates Foundation. CQUIN aims to enable participating countries to improve the quality and coverage of HIV services, through provision of technical assistance to Ministries of Health and other partners engaged in the design, implementation, and evaluation of differentiated HIV programs, by exchanging knowledge and best practices, co-creating resources, and receiving targeted technical assistance (TA) to accelerate the scale-up of high-quality differentiated HIV services.

Working closely under the supervision of the ICAP CQUIN Deputy Director, Pediatric HIV Prevention and Treatment, the Regional PMTCT/Pediatrics Advisor will provide technical support to CQUIN network activities in selected countries in Eastern & Southern Africa through high-quality technical assistance and world-class thought leadership towards a new initiative aimed at enhancing prevention and treatment of HIV in infants and children. The Regional PMTCT/Pediatrics Advisor will promote the exchange of knowledge, best practices, and tools; co-creation of resources; and help to convene and document meetings, workshops, and country-to-country learning exchange visits to enhance prevention and treatment of HIV in infants and children.

The HIV Coverage, Quality, and Impact Network (CQUIN) is a multi-country learning network dedicated to improving differentiated service delivery for people living with HIV. Towards this end, ICAP aims to catalyze the delivery of high-quality differentiated HIV services at scale by supporting a network of countries in sub-Saharan Africa at various stages of implementing differentiated services delivery, enabling experience sharing, cross-learning, and collaborative problem solving. Working closely under the supervision of the CQUIN Senior Strategic Information Manager, the Regional PMTCT/Pediatrics Monitoring and Evaluation Advisor provides technical assistance to the CQUIN project team and to CQUIN countries on enhancing the quality of and building capacity in monitoring and evaluation (M&E) of differentiated services delivery for prevention of mother-to-child transmission (PMTCT) and pediatric populations with a focus on building sustainable public-sector systems. This technical assistance includes helping to establish or improve systems for routine, periodic, and ad-hoc data collection, and strengthening data use and dissemination at the facility, community, subnational, or national levels. Effective performance will require sustained engagement with CQUIN countries to understand challenges and opportunities for strengthening programs, and to contribute towards setting CQUIN SI priorities more broadly.
