Position Title: Finance and Administrative Director 

Location:  Dar Es Salaam, Tanzania 

Reports to: Chief of Party 

General summary/purpose 

The Finance and Administrative Director is the primary financial and administrative officer of the program. They will be responsible for comprehensive financial, operations, and administrative oversight for the Support to Vector Control Activity (SVCA) for the timely and effective implementation of the program’s technical scope of work. This includes ensuring all financial

This position will confirm that resources are allocated and used in compliance with contract requirements, JHU and CCP policies, and applicable USG regulations. The Director will also certify the compliance with Tanzanian law, including timely submission of all tax and benefits paperwork. They also shall be the link between the Chief of Party (COP) and various activity departments and staff in terms of meeting financial, logistic, and administrative requirements for managing the activity office and all field programs. 

Travel within Tanzania will be required. 

Specific Duties and Responsibilities 

Essential Duties and Responsibilities include the following. Other duties may be assigned.  
 

Oversight and development of financial systems and tools 

  • Provide guidance on CCP finance and operational policies and procedures where applicable 
  • Ensure the completeness, accuracy, timeliness, adequacy, and appropriateness of all financial transactions and related support i.e., ensure all financial transactions meet audit standards 
  • Immediately inform, guide and request revision to supporting documents that do not meet donor, JHU, or audit requirements (e.g., incomplete or inaccurate forms, missing support, illegible photocopies, missing printed names, signatures, dates, etc.) 
  • Prepare the monthly bank reconciliation and ensure the final financial reports and original supporting transactions are submitted to the CCP imprest team not later than the 15th after the month closes 
  • Prepare monthly payroll ensuring receipt of all timesheets and leave requests from HR, calculating and filing of PAYE, social security remissions, and other statutory payroll requirements 
  • Maintain petty cash box securely as per country finance manual including issuing petty cash upon request, following up on receipts, reconciling the petty cash monthly, performing cash counts, monitoring physical cash to QuickBooks, and immediately addressing discrepancies 
  • Prepare petty cash vouchers and ensure receipts are attached timely
    Maintain adequate and appropriate levels of petty cash formally requesting changes as needed via the CCP imprest team in Baltimore 
  • Ensure cash received is kept in the safe and is deposited into the bank within the specified in the country finance manual  
  • Prepare the annual USAID-required report of foreign taxes (VAT report) 
  • Timely prepare and remit all statutory taxes to the Tanzania Revenue Authority, including payroll and other financial items as required 
  • Assist non-finance staff to prepare adequate justifications to support budgets and transactions 
  • Orient travelers on correct and appropriate travel policies and procedures before taking advances 
  • Follow-up weekly on outstanding advances for program activity or travel ensuring adherence to organizational policies and procedures 
  • Maintain and communicate to staff on appropriate allocations for shared office costs based on space and effort 
  • Make field visits as necessary to provide support, verify, and document verifications of transactions as required 
  • Accrue for severance in QuickBooks 
  • Follow appropriate protocol for reporting suspected internal controls violations  

Staff supervision responsibilities 

  • Manage the work of direct reports and provide supervisory responsibilities 
  • Promote staff development through training, counseling, and performance evaluation of the staff of the CCP TZ under your supervision 
  • Ensure that direct reports are implementing duties as assigned 
  • Conduct timely annual performance reviews for direct reports 
  • Manage performance of direct reports timely and in a way that facilitates growth and improvement in accordance with CCP Baltimore HR guidance 

Required Qualifications: 

  • Bachelor’s of commerce finance, business administration, or related field 
  • Certified public accountant (CPA) 
  • At least 8 years’ experience in financial management of donor-funded programs of similar size 
  • Strong organizational skills and the ability to work in a team-oriented environment 
  • Ability to work well with others 
  • Excellent communication skills 
  • Knowledge of U.S. Government cost principles, rules, and regulations 
  • Knowledge of Federal Acquisition Regulations (FAR) and AIDAR demonstrated experience in supporting program and technical staff to ensure resources are used efficiently and to accurately account for expenditures

  • Exceptional computer skills, particularly in Microsoft Excel, and experience using commercially available accounting software programs

Position Title: Monitoring, Evaluation, and Learning (MEL) Director

General summary/purpose 

The Monitoring, Evaluation and Learning (MEL) Director will oversee all monitoring, evaluation, learning, and quality assurance/continuous quality improvement activities/components of the USAID-funded Support to Vector Control Activity (SVCA). This position will support collaboration, learning, and program adaptation. They will coordinate the development of M&E systems and promote the use of information to guide performance management through well analysed rapid and timely feedback. The MEL Director will work to include appropriate indicators, baseline data results, and a plan to monitor and evaluate performance, produce timely, accurate and complete reporting. The Director will be responsible for ensuring effective bi-directional communication and learning between the activity and service delivery implementing partners. This will include coordination, collaboration and integration through the development of knowledge management systems, and work processes, fostering a culture of collaboration.  

Travel within Tanzania will be required. 

Specific Duties and Responsibilities

Oversight and development of MEL systems and tools 

  • Coordinate the development and implementation of the MEL plan and corresponding M&E systems 
  • Provide strategic oversight for the entire MEL plan, including the design of the monitoring framework and on-going configuration of digital platforms (including visualization dashboards) to track outputs 
  • Make adaptations to the activity MEL plan each year based on new or shifting program objectives, and ensure adherence to the plan 
  • Lead and supervise the development and updating of M&E tools as needed and the collection and analysis of process data to monitor activity programs 
  • Develop standard operating procedures (manuals, trainings) for data collection, data entry, data analysis and management of devices related to data collection or use 
  • Ensure ethical procedures and adherence to Institutional Review Board (IRB) protocol and liaise with the local ethics review board 
  • Develop a coordinated approach to data collection of activity partners, followed by the collation and sharing of results both internally with the team and externally with stakeholders

Data collection and quality assurance 

  • Supervise implementation of data collection activities (including all mobile data collection and GIS data, where relevant) 
  • Develop and implement quality assurance procedures for data collection to ensure data accuracy and the validity and reliability of monitoring data and study results

  • Create, maintain and safeguard electronic databases and any other data collection files in compliance with JHU data security requirements

  • Help prepare data for archiving as required by USAID’s Digital Data Archive policies 

Data analysis and reporting 

  • Track, analyze, and produce comprehensive and succinct reports and documentation on indicators and measures 
  • Conduct data monthly cleaning and analysis and produce graphs and reports for quarterly reporting 

Capacity strengthening and training 

  • Co-facilitate training workshops, including development of agenda, curriculum, manuals, and materials necessary to appropriately train individuals involved in monitoring activities and data use 
  • Train and oversee regional MEL officers and other field staff on the use of monitoring tools 
  • Carry out field visits as needed and work with staff in a collaborative manner to increase their technical capacity for monitoring and evaluation 

Coordination and communication 

  • With the chief of party, coordinate with partners and stakeholders within the MOH 
  • Ensure timeliness and quality of service delivery data from partners 
  • Work with the program team to ensure proper documentation via knowledge management approaches 
  • Participate in the development and writing of strategies, work plans and assessments

Minimum Qualifications 

  • Eight years of experience managing MEL systems for donor funded health Initiatives 
  • Master’s degree in public health, demography, sociology, epidemiology, or biostatistics 
  • Demonstrated experience and familiarity with surveys, research methodologies, qualitative and quantitative research methods, data analysis, sampling methods, and establishment of MEL systems in developing country contexts 
  • Three years’ experience in malaria vector control, including insecticide-treated nets 
  • Exceptional communication skills in written and spoken English 

Knowledge, Skills and Abilities:  

  • Knowledge of data collection protocols for quality data collection and verification  
  • Experience with monitoring and evaluation of health programs demonstrating progressively increasing level of responsibility 
  • Experience developing and tracking performance indicators to measure success in health especially in vector control programs 
  • Skills in qualitative and quantitative analytic statistical software (e.g., STATA, SPSS) and qualitative software (e.g., Atlas.ti, NVivo), and proven ability in data visualization using graphs, charts, maps, and GIS 
  • Experience in web-based data management system (preferably DHIS2 and/or Open Data Kit), and/or mHealth and mobile data collection

Position Title: Chief of Party

General summary/purpose 

The Chief of Party (COP) will be responsible for the technical and financial management of the Support to Vector Control Activity (SVCA), reporting and relationships with USAID, the National Malaria Control Program (NMCP), Zanzibar Malaria Elimination Program (ZAMEP), and partners. The COP will oversee staff and operations of the SVCA providing management and oversight of all technical, administrative, operational, and financial aspects. They will provide strategic direction for the development, implementation, and monitoring of project activities and ensure timely activity implementation. They will represent SVCA to USAID and the Government of Tanzania (GoT) and cultivate open and collaborative management relationships with the management team at the USAID/Tanzania Mission, the GoT, USAID-funded implementing partners and other relevant stakeholders. They will ensure compliance with USAID and Johns Hopkins University (JHU) processes and regulations. The COP will be required to travel in Tanzania, and internationally, as needed.

Program Management 

  • Lead, oversee, or act as technical expert for large-scale country programs independently. May include: 
  • Envision, design and initiate new program activities according to a larger program goal

General summary/purpose 

The Entomological Advisor will lead the use of data to provide quality technical expertise to the Government of Tanzania and malaria partners on new developments in vector control. The Advisor will lead entomological monitoring on various mosquitos and their habitats. This monitoring may involve conducting field studies, performing laboratory experiments, or analysing data to better understand the behaviour and ecology of mosquitos. The Advisor will use entomological and other data to create evidence-based strategies, policies, and guidelines. The Advisor will be able to work in a fast-paced environment independently and as a team member. They will possess strong entomological and analytical skills.

Position Title: Logistics Advisor 

Location:  Dar Es Salaam, Tanzania 

Reports to: Chief of Party 

General summary/purpose 

The Logistics Advisor will be responsible for providing high quality technical and programmatic leadership and will assist the activities Chief of Party (COP) in the planning, developing, implementing, monitoring, and evaluating of activities to ensure that the Johns Hopkins Center for Communication Programs (CCP) makes a significant contribution to reducing malaria in Tanzania. This position will lead insecticide-treated net (ITN) distribution activities, including transition efforts from the activity to government entities through a systematic and sustainable processes. The position requires strong technical and logistics skills, extensive functioning knowledge of the Ministry of Health (MoH), National Malaria Control Program (NMCP), Zanzibar Malaria Elimination Program (ZAMEP), Presidents Office-Regional Administration and Local Government (PORALG), the Medical Services Department (MSD) systems/structures, Central Medical Stores (CMS) in Zanzibar and a high level of independent action, and strong management skills. 

Travel within Tanzania will be required.

Specific responsibilities and tasks include: 

  • Provide leadership and strategic direction to ensure technical and programmatic integrity of the activity and to achieve rapid and sustained the activity goals, objectives, and targets 
  • In collaboration with the program and finance team, develop the activity work plans and budgets and ensure performance indicators and targets are met, as well as timely completion of activities against workplan deadlines 
  • Ensure that the activity provides high-quality field implementation and delivers required results 
  • Ensure that the activity is technically sound, evidence-based, and responsive to the needs of Tanzania, its people, and donors 
  • Maintain effective and regular communication with the activity team, implementing partners, and government entities 
  • Liaise with other USAID/PMI funded activities in support of malaria vector control to ensure high quality programing in coordination with other activities 
  • Collaborate with NMCP, ZAMEP, MOH, MSD, CMS, and PORALG, staff to strengthen quality improvement and supervision systems for malaria vector control 
  • Monitor the progress of MSD and CMS general and zonal ITNs distribution performance based on set indicators and provide technical recommendations for transfer of ITN management to government entities relative to SVCA goal 
  • Provide high quality assistance and support to the NMCP, ZAMEP, MSD, CMS, PORALG, and partners as necessary and as requested by USAID/PMI. This includes participating in technical working group meetings 
  • Engage with the MSD and CMS at national and zonal levels, and other implementing partners to strengthen supply chain systems and coordination efforts to improve commodity security for effective implementation of health facility-based continuous ITN distribution 
  • Strengthen the oversight systems and procedures to improve management and functionality of the ITN supply chain and health facility-based distribution, ensuring accountability and fraud mitigation 
  • Build effective monitoring, logistics, and supply chain management capacity within local institutions, and develop important connections for assuring an increased role for local institutions in planning, implementation, and monitoring of ITN supply chain management and distribution  
  • Analyze logistics and supply chain system needs for ITN continuous distribution, and develop technical assistance strategies and plans that address these needs 
  • Work with M&E unit to regularly assess the performance of the ITN supply chain system and health facility-based ITN distribution 
  • Provide quarterly reports to the COP and organize key partners forums to discuss implication of results relative to improving supply chain of ITNs and building institutions to increasingly manage ITNs distribution in Tanzania 
  • Travel extensively within Tanzania to support and facilitate activity related programs 
  • Mentor, support, and supervise the activity team and align their efforts to ensure rapid and sustainable results

Required Qualifications: 

  • Master’s degree or equivalent in health or social sciences or a related advanced degree 
  • Minimum of ten years related experience and/or training; or equivalent combination of education and experience 
  • At least five years senior management experience of comprehensive malaria prevention and control programs, including ITNs 
  • At least five years’ experience in logistics/supply chain and public health commodities management 
  • Experience in project manager with significant experience in technical and administrative oversight 
  • Experience with systems for accountability and mitigation of fraud 
  • Demonstrates strong analytical and problem-solving skills, and strong management and technical skills with ability to oversee and motivate staff for sound, effective, results-based programming

The Johns Hopkins Center for Communication Programs (CCP) is soliciting proposals for a service to provide transportation of health commodities or other items as described in the attached Scope of Work. This purchase order will be awarded under the United States Government financed by United States Agency for International Development (USAID). This procurement is subject to all applicable USAID and US Federal Government procurement regulations.

PART A: Instructions to Applicants

  1. OFFERS’ VALIDITY

Offers must be signed by an official authorized to bind the offeror to its provisions and be valid for a minimum of 90 days.

  1. FORM OF OFFER

The quote must be comprehensive and address all technical requirements included in this RFQ and SOW. The quote must reflect the vendor’s most competitive price and include all supplies, materials, labor, applicable taxes, duty and fees (e.g. bank fees) to accomplish the SOW.

  1. QUESTIONS OF CLARIFICATION

Interested companies/service providers should direct any questions about the RFQ via email to CCP at ccptanzania@gmail.com. All questions should be received no later than 11:59 pm Tanzania local time on March 29th, 2024. Questions should be sent to the email addresses indicated in Part A paragraph 2 of this RFQ. The electronic version of the RFQ will be updated by April 1st, 2024 with responses to questions.

All responses to the RFQ will be reviewed by a selection committee. To finalize the selection, it may be necessary to obtain additional clarification on quotes including an interview. If required, scores will be revised based on answers received during these final review processes.

PART B: TERMS AND CONDITIONS

  1. NEGOTIATIONS

The Offeror’s most competitive quote is requested. It is anticipated that the contract will be awarded based on these quotes along with technical capacity. However, CCP reserves the right to conduct negotiations prior to awarding a contract.
 

  1. REJECTION OF OFFERS

CCP reserves the right to reject all offers received and or to cancel any or all the deliverables requested in this RFQ.

  1. INCURRING COSTS

CCP is not liable for any cost incurred by Offerors relating to the preparation, submission, and delivery of offers in response to this RFQ.

  1. ACCEPTANCE OF CONDITIONS

CCP reserves the right to request additional information from Offerors either in writing or verbally. CCP may cancel this RFQ without any cost or obligation at any time until certification of a purchase order. In the event agreement cannot be reached with the Awardee, CCP reserves the right to award an alternate Offeror.

  1. CONTRACT AWARD

CCP will obtain the service of the most responsible and responsive Offeror whose offer is determined to be the most advantageous based on the quality of work and cost. CCP will hold the right to exclusively select one partner or multiple partners for this scope.

  1. CONFIDENTIALITY/OWNERSHIP

The Vendor and his/her employees will not at any time, either during the term of the Purchase order or thereafter divulge, furnish or make available, either directly or indirectly, to any person, firm, corporation or other entity, any proprietary information used by CCP. The Vendor agrees that all such matters and information shall be kept strictly and absolutely confidential. The Vendor, upon cessation of the service, irrespective of the time, manner or reason of terminations, wilI immediately surrender and deliver to CCP all material and data of every kind belonging to CCP. All manuals or other products because of this activity shall remain under the ownership of CCP.

PART C: STATEMENT OF WORK

Background:

Johns Hopkins Center for Communication Programs (CCP) is looking for reputable and qualified companies within Tanzania to express their interest in providing transportation services for health commodities to the last mile across specified destinations within Tanzania. Part of the services includes distribution of insecticide-treated nets (ITNs) to Reproductive and Child Health (RCH) facilities, primary schools in selected regions, and to issuing points across villages during targeted mass campaigns.

The distribution of ITNs through RCH and school channels are part of a broader National Malaria Control Program (NMCP) strategy to ensure that ITN coverage in Tanzania is sustained at 80% and beyond. Other elements of NMCP’s strategy include mass ITN distributions and commercial ITNs sales.

For the RCH channel, pregnant women visiting a public health facility receive a free ITN during their first ANC visit for each pregnancy. ITNs are provided during the first ANC visit to ensure that the benefits of protection to mother and unborn child begin early in the pregnancy. Similarly, a child receiving the first measles vaccination at a clinic or during outreach services receives a free ITN to ensure that the child’s sleeping space is covered; particularly when infants are no longer sleeping with their mothers. Whereas for the school-based channel, primary school students for both public and private schools will receive ITNs.

Given a scope to do so, implementation of RCH-based ITN distribution will require the private vendor to work closely with Medical Stored Department (Mainland) and Central Medical Store (Zanzibar) to ensure timely delivery of the ITNs from the warehouses to health facilities. Real time accountability of the ITN movement for both the RCH and school-based channels is the project’s top priority. In addition, the distribution mechanism must be optimized to ensure effectiveness and efficient flow of ITNs at the last mile.

ITNs distributions occur in targeted regions of Tanzania Mainland and Zanzibar estimated ownership of ITNs falls below 40% in a district. Each household is registered to understand the number of residents, with the end goal of obtaining enough ITNs in a household so there is one ITN for every two people in the household. After household registration, community members are provided with a voucher to obtain a specific number of ITNs from a fixed distribution point.

Specific Tasks

  • Transport ITNs and other commodities such as registration forms and other supplies for ITN distribution, to the targeted primary schools in various Tanzania regions, councils/districts, wards, and villages.
  • Transport ITNs to targeted health facilities in Tanzania from a central source
  • Transport ITNs to region, councils/districts, wards, and villages across Tanzania during targeted mass campaigns

Period of Service: January 2025, with option to renew annually through October 2029.

Place of Service: Tanzania, Mainland and Zanzibar. Possible focus regions are Morogoro, Pwani, Mtwara, Lindi, Ruvuma, Mwanza, Mara, Simiyu, Kigoma, Tabora, Katavi, Geita, Kagera, Shinyanga, and Zanzibar.

Deliverables

1) Private vendor to timely document distribution reports for both school and health facility channels

2) Private vendor to provide access to the real time mobile and web-based tracking system for the ITNs deliveries

3) Proper documentation of ITNs in transactional records and proof of deliveries from health facilities and schools and facilities

4) Documentation of monthly performance reports on distribution of ITNs based on the agreed indicators

Performance Review:

To assess the performance of the services early in the process, the private distributor and Johns Hopkins Center for Communication Programs will be conducting quarterly assessment to establish performance trends and improvement plan. Specific indicators will be developed for assessment of performance.

Proposal Requirements

Prospective bidders should submit their proposals with the following Information,

  1. Detailed description of the proposed transportation costs by itemizing cost breakdown for:
    1. Health facility ITNs distribution from MSD zone to health facilities in 14 regions and Zanzibar indicated above
    2. School-based ITNs distribution from private warehouse to respective schools in all 14 regions indicated above
    3. Mass replacement campaign from regional level to issuing points across villages in 14 regions and Zanzibar, as stated above
  2. Reference of projects of similar nature and complexity carried out by your company in the past and current projects including a brief summary of the scope of work and contact information (phone and email) for whom the vendor supplied the service for at least two of the projects. 
  3. Bidder should demonstrate their existing electronic cargo tracking systems including provision of their existing consignment delivery systems and reports.
  4. Bidder should clearly provide evidence of their existing cargo handling procedures for the activity of similar nature including proof of delivery documentation.
  5. Bidder should demonstrate with evidence their experience on route optimization and managing just on time delivery.
  6. Bidder should demonstrate with evidence their existing experience in working with local government authority structures.
  7. Bidder should also provide evidence of their existing service level agreements of projects of a similar nature.
  8. Evidence of financial capability and capacity to undertake the assignment.
  9. A detailed financial quote and proposed payment schedule reflecting the vendor’s most competitive price and include all supplies, materials, labor, applicable taxes (e.g. VAT), duty, fees (e.g. bank fees) and any other explained costs to accomplish the SOW.
  10. List of key operational staff with their CVs demonstrating their ability to carry out the assignment.

Please note that, in assessing the submission, consideration will be given to the qualifications, experience on similar assignments and capacity to undertake the assignment. Only bidders with demonstrated experience and excellent track records on similar assignments will be highly considered.

Payment Terms/Deliverables

On a quarterly basis the private distributor will be required to invoice Johns Hopkins — Center for Communication Programs with proof of delivery attached as justification of payment for total distribution services rendered. Failure of not meeting the targets will lead Johns Hopkins to take the necessary measures. Payments terms will be discussion upon success of the signed contract. Payment schedule parameters are:

  • Each payment amount/allocation must reflect the relative value of the deliverable or milestone.
  • “Payment upon contract signature” is not acceptable as a payment deliverable or milestone.
  • Any payment in advance of deliverable or milestone completion cannot exceed more than 20% of the total contract value and must be justified.
  • The final payment installment must be at least 25% of the total contract value.
