ORGANIZATIONAL CONTEXT

Job holders directly report to the Head of Sub Office at Kasulu and technically to the Head of Logistics at Country Office at Dar Es Salaam.

At this level, job holders are expected to take responsibility for the completion of a range of processes and activities requiring some interpretation of standard guidelines/practices for all assistance modalities for both WFP and logistics common services. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

To implement well-defined standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide support to supply chain operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of food assistance to beneficiaries.
  2. Support timely ordering and delivery of commodities and supplies to authorized partners and destinations.
  3. Support management of supply chain vendors’ contracting activities including performance monitoring and measurement.
  4. Respond to a variety of technical queries/requests for support, following standard processes, and obtaining guidance as required, to ensure timely and accurate resolution of all enquiries with a high standard of client service mind-set.
  5. Contribute to budget preparation, monitoring, and revision for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards.
  6. Assist in monitoring inventory management processes to track trends and account for the inventory status from source to beneficiary.

KEY ACCOUNTABILITIES CONTINUED

  1. Assist in management of commodity accounting data quality and integrity.
  2. Support operational pipeline analyses, assessments, and operational planning for all delivery modalities.
  3. Process documentation for the execution of logistics operations (e.g., commodity movement permits in the refugee camps, customs clearance, invoice verification), and take appropriate actions to resolve operational issues escalating various issues to the supervisor.
  4. Collect and compile data, produce and/or contribute to reports (e.g., CCTI, SPRs, financial closure, physical inventory, transport, and other vendors’ performance) and ensure information accuracy in corporate systems in support to informed decision-making.
  5. Liaise with internal and limited number of external stakeholders to support efficient logistics operations management.
  6. Provide guidance to other support staff, in order to assist them in completing standard tasks to agreed standards and deadlines.

OTHER SPECIFIC JOB REQUIREMENTS

Experience:
  • At least 5 years’ of logistics operations experience in the refugee camps.
  • Experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock.
  • Experience analyzing data (on commodities, funds, etc.) and drafting reports.
  • Experience in measuring service providers’ performance against set KPIs.
  • Experience in assisting the preparation of contract documentation.
  • Experience in providing technical business support in corporate systems.

They independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. They may act as technical focal points in the area of vulnerability assessment and analysis. Job holders set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility.

JOB PURPOSE

To provide effective coordination and specialized support to a full range of policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide specialized expertise and contribute towards the development of project activities, plans and processes within the specific technical area of work ensuring alignment with wider programme policies and guidelines.
  2. Provide efficient coordination and specialized project management support to a range of specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
  3. Within the specific area of responsibility, prepare a variety of elaborated reports and substantial data analysis (e.g., food assistance needs, resource utilization, programme status, performance) and make recommendations to supervisors, ensuring deliverables adhere to corporate standards and quality control.
  4. Lead and ensure accurate, timely recording of data within the specific technical area of work (e.g., assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.

  6. Establish and maintain solid collaboration with WFP targeted LGAs during planning, budgeting, implementation and monitoring of nutrition and school feeding activities.

These jobs are found primarily in WFP Field based Offices, and job holders typically report to Programme Policy Officer or Programme Associate. The reporting lines may change depending on the size of the office.

At this level job holders are expected to take responsibility for completion of a range of processes and activities related to monitoring that require some interpretation of standard guidelines/practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

To coordinate and perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Verify the planned movements and distribution of food or non-food items, resolving routine issues and escalating where appropriate, to ensure that the quantity distributed, and the quality of the operation is in line with WFP standards.
  2. Collect and summarize assistance programme(s) data, collaborating with cooperating partners where required, conduct analysis and prepare reports in order to support programme reviews and informative decision-making.
  3. Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services.
  4. Suggest improvements to field monitoring processes and procedures for efficient implementation of the assistance programmes.
  5. Arrange for regular meetings with community leaders and cooperating partners on commodity pipeline, distribution arrangements, food entitlements and other relevant issues to support effective communication flow and efficient operations.
  6. Allocate tasks to other staff, providing guidance and on-the-job training to support their development and high performance.
  7. Provide standard trainings for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to independently self-monitor and to contribute to the visibility of WFP in the coverage areas.
  8. Prepare field mission reports to document programme implementation.
  9. Follow set emergency response processes and procedures for emergency food assistance.

  1. Carry out system maintenance tasks, such as performing monitoring tasks, running system diagnostics, and system optimization, to ensure they are running effectively and enable easy and efficient use.
  2. Maintain technology, including standard repairs, configuration, and storage, in accordance with data security and access controls to ensure IT equipment required for WFP staff is available.
  3. Prepare files and systems for inventory and archives, such as website content and directories, to ensure information is accurate and up to date.
  4. Allocate tasks to other colleagues, ensuring that tasks are delivered to agreed standards and deadlines, to support the effective delivery of services.
  5. Respond to a variety of queries about technology and systems in order to assist WFP staff to deliver their services.
