The Meeting Targets and Maintaining Epidemic Control (EpiC) is a 5 year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), dedicated to achieving and maintaining HIV epidemic control. The project provides strategic technical assistance and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming.
Key responsibilities:
Lead the development and implementation of the project MEL plan, which will include a CLA plan, and technical strategies for strengthening routine and ad hoc information systems and data use for learning and decision making.
Lead the project activities to facilitate the capture and use of relevant knowledge and evidence to guide project strategy, support adaptive management and continuous improvement, and advance learning.
Oversee project knowledge management, including development and dissemination of tools, materials, reports, papers, and intervention linked research.
Oversee the development of strategies and tools for strengthening the collection and use of multi-sectoral nutrition information systems.
Lead the development and monitoring of MEL and work plans.
Work closely with technical leads to ensure compatibility and coordination within the MEL framework, and consistency with national and donor requirements.
Responsible for providing technical assistance and coordinating with various government and development partners to improve and utilize existing systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements.
Focus on strengthening the M&E system, building capacity of partners and staff, and improving alignment and support to host-country M&E systems.
Undertake periodic reviews of program and/or country M&E systems and participate in planning M&E system strengthening actions. Provide guidance on information systems for quality assurance, as well as best practices documentation and reporting.
Play a key role in the development of routine project reports.
Oversee the publication and dissemination of information on successful and promising approaches, lessons learned and other program results to program partners, donors, Tanzanian counterparts, and other key stakeholders.
Minimum Requirements:
Master’s Degree in monitoring and evaluation (M&E), public health, epidemiology, biostatistics, statistics, research methods, or related field
Has 10+ years of experience with program monitoring, including indicators and measures used in nutrition, social and behavior change, and capacity building programming
Excellent analytical skills coupled with proven ability in using visuals like graphs, charts, maps, and GIS
Experience conducting Data Quality Assessments and leading efforts improve data collection and use
Demonstrated ability to articulate oral and written technical information clearly and effectively to both technical and non-technical audiences
Demonstrated experience in successfully helping to translate analysis, evaluation, and research findings to program actions
Demonstrated expertise in rigorous quantitative and qualitative research and analytical methods
Experience with a USG-funded project as well a health-related projects is preferred.
Demonstrated ability to create and maintain effective working relations with host country government personnel, stakeholders, NGO partners, and international donor agencies
Extensive experience in CLA, knowledge management and dissemination of research findings
Fluency in English and Swahili and strong oral and written communication and skills in English required
Experience working in Tanzania is desired and Tanzanian nationals are encouraged to apply
Intern Lindi & Mtwara
The intern will support the Finance department in aspects related to finance and accounting activities within the Project . S/He will provide support in facilitating payments, payment processing and maintain compliance as per FHI360/Program standards and financial regulations.
Specific Responsibilities:

- Review Covid19 vaccination payments forms
- Cross checking list of payees as per submitted claims
- Filing of collected covid19 payments at regional office
- Collecting fuel receipts from designated fuel stations

Requirements:

Applied Knowledge & Skills:
- Sound knowledge and experience in clinical diagnostics (on-the-bench experience), diagnostic networks and quality management systems.
- In-depth knowledge of the diagnostics for infectious diseases (including TB) and anti-microbial resistance (AMR).
- Awareness of the mechanisms and strategies that are being deployed under the Global Health Security Agenda and other similar mechanisms to combat emerging infectious threats and AMR
- General understanding of the country environment and how it affects diagnostics network functioning.

Experience:
- A minimum of a BSc in clinical diagnostics or an equivalent with a specialty in microbiology.
- At least five years of experience in diagnostic strengthening, including supply chain strengthening and capacity building in the country.
- Knowledge and experience in the diagnosis of infectious diseases (including TB) and AMR including specific hands-on diagnostics experience.
- Competent in current diagnostic methods for infectious diseases including point-of-care tests.
- Knowledge and experience with strengthening laboratories to achieve international quality standards including against ISO 15189 and/or SLMTA/SLIPTA.

- Prepare and review workplan and other budgets for EpiC Tanzania.
- Prepare all financial reports for EpiC Tanzania.
- Track and monitor project expenditures against budget, including preparing monthly pipeline analyses for HQ EpiC team.
- Manage EpiC Tanzania charge codes and chart of accounts.
- Manage EpiC Tanzania sub-recipients across 11 regions, including conducting pre-award assessments, reviewing monthly financial reports, coordinating reimbursements, posting approved expenditures, develop and managing sub-recipient monitoring plans.
- Provide ongoing capacity strengthening and mentorship to sub-recipients to strengthen financial and management systems for increased accountability and ownership in managing USG funds; conduct site visits to build financial management capacity and ensure compliance.
- Coordinate PEPFAR expenditure reports on an annual basis.
- Manage Epic project property inventory in collaboration with the Tanzania team.
- Develop EpiC Tanzania procurement plan and oversee proper procurement procedures for supplies and equipment.
- Support and coordinate other operations activities including travel, logistics, other administrative tasks.
- Supervise a team supporting logistics, subaward management, travel, administration, and other operations functions including staff in regional offices.
- Post data into financial systems, ensuring that financial information is processed accurately and generates timely and reliable reports.
- Provide support as needed on monthly balance sheet reconciliations; and
- Conducts trainings for non-finance project staff as well as subrecipient staff on financial and grants management.
- Perform any other duties as assigned by supervisor.
Qualifications and other requirements:
Education:
- Bachelor’s Degree in Accounting or Finance with at least 7-9 years of experience.
- CPA/ACCA
- Or Master’s Degree with at least 5-7 years of related experience that must reflect the knowledge, skills and abilities listed above.
- MD Degree with 1-3 years of relevant experience in the provision of community-based biomedical and KVP-focused clinical services; OR Master’s degree in public health, nursing; MBA with 3 to 5 years of relevant experience; OR Bachelor’s Degree in nursing or clinical officer with 5 to 7 years of relevant experience.
- Robust clinical experience in HIV/AIDS testing and counseling, care and treatment, and family planning.
- Excellent written, presentation, communication and organizational skills in both English and Kiswahili
- Demonstrated experience in clinical training and mentoring
- The ability to liaise with senior MOHSW officials from national, regional and district level and representatives of NGOs/ CBOs.
- Demonstrated in-depth understanding of Tanzania healthcare system, particularly the public health system.
