Grants and Compliance Manager (GAM)
Position Title: Grants and Compliance Manager (GAM)-1

Job summary and qualifications
The Grants and Compliance Manager (GCM) provides overall technical support in the management of subgrants, facilitate training in program and finance management to sub-grantees, support sub-partners on subgrant management and assist in reviewing sub-grants agreements. S/he is responsible for ensuring compliance with USAID rules and regulations, and legal and regulatory requirements governing the award. The GCM oversees the overall compliance in the activity implementation from the development of work plans and budgets, reporting, sub granting, and budget administration as assigned by the COP or his/her designee. The GCM is involved in developing and embedding best practices to comply with donor financial rules, supporting donor proposal budgeting, analysis of institutional income, donor contract expenditure tracking, monitoring and providing management information on key risks, contributing to the implementation of improved financial systems and processes to facilitate better donor reporting and compliance.
At a minimum, the GCM should have the following preferred skills:
  • A Master’s degree in Business, Procurement, Accounting, Finance, Management, Auditing, Economics or related field
  • A minimum of 7 years’ experience in the NGO sector in Senior Grants/Compliance Management positions.
  • In-depth understanding and experience of working with proposals and contracts from institutional donors.
  • Experience of complex planning and budgeting processes including the ability to provide clear guidance on donor policies and procedures

Director of Finance and Administrative (FA-Director)

Job summary and qualifications
The Director Finance and Administration Manager (FA Director) reports to the COP and is responsible for overseeing all aspects of budgeting; financial management and reporting; contract/sub-award procurement and management; human resources management, asset management, logistics, and prime award compliance with terms and conditions of the award. S/he will oversee management of sub-contracts and Grants under Contracts (GUCs). S/he will ensure funds expended are compliant with US government regulations and policies.She/he will implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of the award, which may be a cooperative agreement. S/he will mentor and supervise finance, operations, and other staff engaged in the activities. The FAM oversees all activity operations.
At a minimum, the Finance and Administration Manager should have the following:
  • A Master’s degree in Business Administration, Accounting, Finance, or other relevant fields.
  • Professional accountancy qualification (Certified Public Accountants – CPA, Association of Chartered Certified Accountants – ACCA, or equivalent membership of a recognized professional accountancy organization in good standing).
  • A minimum of 7 years of experience overseeing grantee compliance with donor requirements for activities of similar dollar value
  • A minimum of 7 years of experience supervising overall operations of donor-funded activities (e.g., teams of human resource, logistics, grant/contract, and finance staff).
  • Demonstrated financial management, strong analytical and computer skills, with emphasis on budgeting and financial analysis.

Job summary and qualifications

The Director of Monitoring, Evaluation and Learning (MEL-Director) is be responsible for leading the design and implementation of the program monitoring and evaluation framework and information system to track delivery against targets, outcomes and impacts. The MEL leads the analysis of data collected for assessment of progress and areas of improvement and overall data management. S/he guides reporting processes amongst technical staff and consolidate program reports, and promotes learning and knowledge sharing of best practices and lessons learned. S/he supports all the technical staff in MEL functions and manages any MEL related staff in the program.
At a minimum, the Monitoring, Evaluation and Learning Specialist will have:
  • A Master’s degree in a relevant discipline, such as mathematics, statistics, informatics, or a related field with knowledge/skills of Geographical Information Systems and information technology.
  • At least seven years of experience implementing monitoring and evaluating activities for complex programs in developing countries.
  • Demonstrated experience in providing technical support, setting up and managing M&E systems that track performance as per the objectives of this activity (e.g. service integration and performance against each result area) and in the application of statistical methods and database management.

Position Title: Chief of Party (1)

Job Summary and qualifications
Chief of Party (COP) The Chief of Party (COP) is responsible for the overall management and operations of the project and is the key liaison with USAID. S/he provides overall management, strategic direction, and technical leadership to the project to achieve expected project results within budget and timeframe. Responsible for the overall planning, implementation, and management of the project as well as the achievement of the goals and objectives of the project in a timely and cost-effective manner. The COP will serve as principal liaison to USG and the Tanzanian Government and ensure high level of coordination and nurture relationships with all key stakeholders including partner organizations/at national and county level, on administrative, financial and programmatic matters related to the project. The COP position requires political savvy, as s/he interacts with numerous Government of Tanzania institutions and senior-level national and county-level government officials.

At a minimum, the COP will have:
  • A Master’s degree in social sciences, public health, medicine, management, business administration, or a related field
  • A minimum of seven years of experience with progressively increasing responsibility designing, implementing, managing and leading large development programs involving multiple partners, stakeholders and geographic target areas in a developing country.
  • A minimum of five years prior experience as a Chief of Party or similar leadership role of similar size and complexity.
  • A minimum of three years of experience providing specific technical direction and oversight of the development and management of OVC programs with key populations.
  • Management experience with a USG funding mechanism and familiarity with USG agreement regulations preferred.
  • Demonstrated ability through previous experience to liaise with senior government officials, dignitaries, executives of NGOs, FBOs, CBOs, and the for-profit business community, and senior members of the donor community.
  • Excellent interpersonal, writing and oral presentation skills in English.

Job summary and qualifications
The Deputy Chief of Party (DCOP) is responsible for the overall technical oversight of the project and is specifically responsible for project implementation that relates to facility and community-level service delivery. The DCOP reports directly to the COP and takes a leadership role in ensuring technical implementation of high impact, proven interventions and ensures the project meets stated goals and reporting requirements. S/he assumes the responsibilities of the COP in the absence of the COP. S/he coordinates among USAID and key stakeholders and other implementing partners and interacts with numerous Government of Tanzania institutions and representatives, particularly at the county-level. S/he is knowledgeable about current implementation science and state-of-the-art service delivery approaches.

At a minimum, the DCOP will have:
  • Ten years of experience in a senior role managing, complex technical service delivery programs of similar scope and dollar value.
  • A Master’s degree in social sciences, public health, medicine, management, business administration, or a related field.
  • Five years’ experience in partnership building, especially with the government representatives, donors, the private sector, and local community organizations.

Position summary:
The Research Nurse Coordinator reports to the Local Principal Investigator and serves to ensure seamless operations of the study. She/he will coordinate regulatory needs for the clinical trial and coordinate patient care activities.She/he will serve as a liaison between the Principal Investigator and other study staff.

Duties and Responsibilities
•Coordinates the clinical trial and patient care: educates staff, patients, and referring health care providers about the trial
•Collaborates with Investigators to evaluate patients for potential clinical trial participation and eligibility from all relevant clinical services
•Helps research participants navigate the protocol and the health care system
•Provides education to participants and caregivers, and colleagues
•Maintains familiarity with the research protocol
•Provide technical assistance to health care providers in sickle cell clinic who may engage with study participants
•Identifies strategies for accomplishing requirements of the protocol Implements and complies with the protocol as written with IRB changes
•Assists the Principal Investigator with the informed consent process, study monitoring, quality assurance, audits, and data management and analysis•Ensures ongoing participant informed consent
•Communicates regularly with the Principal Investigator and Houston team•Submits new protocols to the IRB
•Prepares required IRB and sponsor reports, including safety reports
•Maintains communication among the study staff and with the IRB
•Maintains files relating to communication with the IRB and sponsor
•Completes case report forms
•Coordinates patient follow up
•Undertake additional training as directed by the organization
•Other specific tasks as assigned by supervisor.
Qualifications / Skills
•Holder of a BSN or RN from an accredited institution
•At least 2 years of experience in clinical research
•Registered by the Tanzania Nursing and Midwifery Council
•Proficiency in general pediatric and adult medical care
•Knowledge and experience in general pediatricscare and subspecialty careand treatment
•Familiarity with word processing and spreadsheet computer programs
•Experience in Project management, report writing, working and coordinating activities with the government and other partners
