Kenya Multi Country Office manages a growing portfolio of engagements, including associated strategic and operational risks. The KEMCO sub-region currently consists of an established Operation Centre in Nairobi/Kenya which manages a portfolio of engagements in multiple countries in East and South Africa. This includes primarily transactional projects in partnership with the Nairobi based UN Agencies, UN-Habitat and UNEP, and multiple ‘operational’ projects in Kenya, Uganda, Tanzania and several island states.

Background Information – Project

Three Agro-processing & training centers were established in 2009 in Dar Es Salaam, Morogoro & Zanzibar as donor-funded jointly by the Republic of Korea’s Government through Korean International Cooperation Agent (KOICA) and the Government. The objectives of the project are to;

i) Strengthen the capacity of the agro-processing industry by sharing Korea’s agro-processing technology and development experience;

ii) Establish the Agro-Processing Training Center (hereinafter referred to as “the Center”) with adequate facility for providing technical training to small and medium scale food processors; and

iii) Assist in establishing a quality assurance authority for the development of the agro-processing industry in Zanzibar.

The establishment of the agro-processing centers’ is to support micro, small and medium scale food processors. The Centers are designed to process various food products like spices, herbs, fruits, cassava, sweet potatoes, etc.

KOICA constructed the agro-processing centers in single-story sandcrete brick structures. The centers were divided into training & processing areas and general & administrative areas. Training & processing areas were for the training and production, and the general regions were for the theoretical training in class, information research, conference, administration, and other subsidiary facilities. Generally, the construction was supposed to have been completed within six months, but the works went very slow and took almost two years before the contractor abandoned the sites without completing the assignment.

KOICA Tanzania Office contacted UNOPS to conduct a detailed assessment of the 3 agro-processing centers with full-scale rehabilitation and procurement of relevant equipment costs.

Under the overall supervision of the Project Manager, the incumbent will be  responsible for the day-to-day monitoring/management of on-site construction as listed below:

  • S/he will support in the planning and coordinating work activities with the Project Manager.
  • Contribute to take timely action to prevent potential delays and/or cost overruns that can be avoided.
  • Provide guidance for on-time project delivery.
  • Monitoring contractor presence on the project site, including Bill of Quantities (BoQ) as per approved contract.
  • As tasked by the Project Manager, supervise construction works and administer works execution as per the contractual provisions and the design specifications.
  • Verify that works are consistent with the project technical specifications and inform promptly of eventual deviations.
  • Contribute to regular supervision of the project work progress and quality for on time delivery.
  • Prepare project process reports.
  • Provides support and guidance to the contractor and assists in resolving site problems, as necessary.
  • Assesses the work activities of contractor/s, measures completed work and makes recommendations to the Project Manager for progress and interim payments to contractors.
  • Oversee quality control and health and safety matters on site & ensure that behavioural expectations are met and are in compliance with COVID-19 pandemic guidelines
  • Completion of secondary school with 6 years of experience is required;
  • A bachelor’s degree preferably in civil engineering/construction management or a related area with two (2) years of relevant experience may be accepted

  • Minimum of six years of relevant working experience in civil engineering and construction is required.
  • Experience in Monitoring & Evaluation is desired.
  • Two (2) years experience in Quality Control is required
  • Experience in Reporting is desired
  • Experience in Quality Management Systems will be an added advantage
  • Fluency in written and oral English and Swahili Language is required.
  • Knowledge of another official UN language is an asset.

Located in Nairobi, Kenya, the Kenya Multi Country Office manages a growing portfolio of engagements, including associated strategic and operational risks. Under the guidance and supervision of the Project Support Assistant, the Driver provides reliable and safe driving services for the transport of authorized personnel. The Driver has a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different national and cultural backgrounds. This position is located in Dar Es Salaam, Tanzania and may be responsible for the following duties.

Summary of Key Functions:

- Provision of reliable and secure driving services
- Proper use of vehicle
- Day-to-day maintenance of the assigned vehicle
- Availability of documents/ supplies
- Immediate action in case of accident

1. Provides reliable and secure driving services by;
a) Driving vehicles safely for the transport of authorized personnel and, in the case of peacekeeping
missions, for the transport of cargo goods and/or hazardous goods vehicles;
b) Collecting and delivering mail, documents and other items; and
c) Meeting official personnel at the airport and facilitating immigration and customs formalities as required.
2. Ensures proper use of vehicle through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports.
3.Ensures the day-to-day maintenance of the assigned vehicle by checking oil, water, battery, brakes, tries, etc.; performing minor repairs and arranging for major repairs; and ensuring that the vehicle is kept clean.
4.Ensures availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, map of the city/country, first aid kit, necessary spare parts.
5.Ensures that immediate steps as required by rules and regulations are taken in case of involvement in an accident.

Monitoring and Progress Controls

Education
  • Completion of secondary school or equivalent is required
  • Drivers training with a valid driver’s license is required
Experience
  • Two years’ work experience as a driver with a safe driving record is required
  • Driving and vehicle maintenance skills are required
  • Knowledge of driving rules and regulations and skills in minor vehicle repairs is an asset
  • Experience with an NGO or the United Nations is desirable
  • First aid training is an asset
Languages
Fluency in written and oral English and Swahili language is required. Knowledge of second UN working language desirable
