UNICEF is seeking a consultant to develop innovative solutions based on existing SMS powered solutions (U-report) and online platforms (Internet of good things) to address knowledge gaps on Adolescent Sexual Reproductive Health (ASRH) priorities and rights as part of the GRREAT programme.

SCOPE OF WORK
1. Support GRREAT project participants to develop, test and analyze ASRH prototypes using RapidPro and the Internet of Good Things
1.1. Support GRREAT Implementing partner in training Adolescent girls on U-Report and Internet of Good Things
1.2. Provide technical support to GRREAT program participants to develop and test solutions using RapidPro and Internet of Good Things;

2. Provide technical support in programing ongoing initiatives using RapidPro (GRREAT, U-Report, and other relevant initiatives) 
2.1. Manage UNICEF Tanzania RapidPro instance, including:
2.1.1. Regular maintenance of flows, groups and contacts;
2.1.2. Spot-checks to unstructured messages received;
2.1.3. Ensure functionality of CasePro;
2.1.4. Other as required
2.2. Develop and pre-test SMS and WhatsApp content on RapidPro for U-Report, GRREAT programme and other relevant initiatives
3. Provide support to data analysis activities and build data visualization products related to GRREAT, RapidPro, U-Report, or other relevant initiatives;
3.1. Consult with relevant stakeholders for inputs on data analysis requirements;
3.2. Develop and maintain data dashboards as per implemented activities;
3.3. Create static documentation such as presentations or infographics from existing data and dashboards

4. Create and maintain a repository of all relevant documentation on processes, development and products resulting from the implementation of Terms of Reference activities;
4.1. Maintain all relevant programme documentation updated and available at a designated shared online repository
4.2. Create aggregated results document for information dissemination (Yearbook)

5. Develop a digital monitoring tool for the GRREAT Programme
5.1. Facilitate stakeholder mapping of GRREAT project indicators and systems requirements;
5.2. Build required data collection tools and data flows;
5.3. Design monitoring data dashboards as per agreed requirements;
5.4. Deliver capacity building sessions / training on navigation, use and interpretation of monitoring data dashboards
5.5. Create User manual for dashboard navigation and interpretation

To qualify as an advocate for every child you will have…
  • University degree in computer science, electrical engineering, statistics, mathematics, or equivalent practical experience
  • A minimum of [two years] of relevant professional experience in software development and working knowledge of RapidPro.
  • Experience in at least one modern object-oriented programming language, especially Python
  • Experience with mobile technologies and database management systems.
  • Fluency in English is required and knowledge of local language is an asset.

How can you make a difference?
PURPOSE
Given the above background, UNICEF Health section, with funding from regular resources, would like to recruit a consultant to provide technical support to ensure effective and efficient implementation of immunization activities in Tanzania from 1st August 2020 to 31st July 2021.

SPECIFIC TASKS
The consultant will support the Immunization programme in providing technical expertise with the following specific tasks:
1. Support in developing strategies to address immunization coverage barriers for Measles-Rubella Second Dose and Human Papilloma Virus (HPV) vaccines
2. Support in implementation of interventions to address discrepancies related to geographical, gender, socio-economic and education that were observed in accessing immunization services
3. Provide effective managerial skill transfer to the immunization programme to ensure effective and efficient implementation of the programme
4. Restrategize interventions targeting vulnerable group of children such are refugees and nomadic populations to achieve the desired goals for immunization.
5. Support implementation of intervention that addresses community and health system barriers for immunization services in Tanzania. 6. Support in development of National Immunization Strategy for Tanzania in line with the Immunization Agenda 2030
7. Provide technical support through teamwork to strengthen effective capacity building activities in the development, implementation, and management of the Immunization Programme
8. Participate in all immunization technical working group and other meetings and provide feedback to the UNICEF health section team
9. Support roll out of Electronic Immunization System (EIS) for better immunization data management
10. Provide technical support to enable programme efficiency, effectiveness, and vaccination coverage to be enhanced through effective implementation and monitoring.
11. Provide progress reports and work plans timely and ensure effective technical assistance is provided in introducing new vaccines, routine immunization, periodic campaigns, and cold chain development and maintenance.
12. Ensure effective innovations, communication, networking, and collaboration are achieved with internal and external partners

REMUNERATION 
The incumbent will receive  payments based on UNICEF procedures, according to schedule highlighted earlier and the accomplishment of the aforementioned deliverables
To qualify as an advocate for every child you will have…
  • An advanced university degree (Master’s or higher) in Public Heath and university degree with health background( MD,Nursing or other health disciplines)
  • A minimum of [Ten years] of relevant professional experience in managing Immunization or other MNCH programmes
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required.
  • Proven expertise in managing, monitoring, and evaluation of health programmes 
  • Proven working  relation with national, regional, district and sub-district structures
  • Strong analytical skills - Knowledge of the Tanzanian mainland and Zanzibar context and EPI programme 
  • Excellent facilitation skills, negotiation skills, and oral and written communication

Following the pilot phase and subsequent evaluation, TASAF and UNICEF intend to scale up  Stawisha Maisha sessions to cover all PAAs during PSSN Phase II to complement community sessions during payment days, in a bid to optimize the role of PSSN cash transfers in improving children’s nutrition status. 

How can you make a difference?
Specific tasks
1. Develop Stawisha Maisha II programme document and budget for three years (2021 – 2024) that will be mainstreamed in PSSN II by:
  •  Drawing on lessons from UNICEF-supported ECD centers in Mbeya, Iringa, Njombe and Songwe (MINS) regions which have rolled out ECD packages for SBCC on key nutrition, health, WASH, ECD and child protection practices. 
  • Exploring new methodology and technological mechanisms for the delivery of integrated Stawisha Maisha sessions such as using programs broadcast through community radios in localities (Ongea project) or mobile phone messaging and voice activated sessions.
  • Explore possibility to include head of households (men) in attending Stawisha Maisha Sessions to equip them with nutrition knowledge that can facilitate informed decision making regarding infants and young children’s feeding practices.
  • Assess the existing PSSN II groups e.g. Saving groups and examine the potential of linkage (for cost effective and mainstreaming).
2.  Develop Stawisha Maisha training materials, guidelines and standardized technical tools including pre-testing in the field and provide technical support on the first roll out of the implementation (implementation guide, training on IYCF and guidelines for ECD father’s (men) engagement for children for optimal development, training materials, visual aids).
3. Develop a proposal to integrate SM Stawisha Maisha monitoring indicators into the existing PSSN II M&E framework
4. Develop a TASAF - PSSN integrated SBCC action plan taking into account ongoing initiatives such as Ideas42
5. Develop a reporting mechanism on nutrition and ECD services implemented by services providers to PSSN II beneficiaries

  • A minimum of[15 years] of relevant professional experience in strategic communication, including Social and Behaviour Change Communication well as advocacy and public information.
  • At least 5 years’ research experience related to strategic communication, including experience designing and monitoring pilot interventions; experience using qualitative methods in large-scale complex research designs especially relevant • Strong conceptual, writing and analytic skills
  • At least 10 years’ experience developing creative concepts and supervising creative production
  • Experience of working within the framework of social protection programmes preferred.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required, a local language is an asset.

Payment
Payments will be made upon submission and acceptance of the specified deliverables and submission of invoice. Payment of travel and accommodation allowances will be made in line with the respective UNICEF rules and regulations.  

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines
Financial proposal should be included in this application. 

Administrative issues
  • Consultant will work remotely from own office and be available for virtual meetings with UNICEF and TASAF as required. Travel to Tanzania will be considered towards the second half of assignment if conditions for travel are conducive. It is expected at least two trips to Tanzania.  
  • Consultant to supply own computer and any other equipment required to carry out the consultancy activities, including design software used for the toolkit materials (Adobe CS).
