VACANT POSITIONS TO BE FILLED THROUGH TRANSFER
TICD has eleven (11) vacant posts to be filled by transfer of Public Servants and invites applications from competent and qualified public servants to be considered for immediate transfer to TICD to fill available vacant posts. Successful applicants should be ready to work at TICD, Arusha. The vacant posts are listed below: –
ADMINISTRATIVE OFFICER II –   1 POST
DUTIES AND RESPONSIBILITIES
  • Drafting internal circulars, letters and internal memorandum for official use.
  • Handling correspondences pertaining administrative issues.
  • Assists in conducting staff performance appraisal.
  • Assists in the provision of administrative services.
  • Keeping records of various events and meetings.
  • Examining and scrutinizing staff claims for submission to the administration for action.
  • Coordinating various meetings and preparing periodic performance reports.
  • Performing any other duties related to his/her work as assigned by his/her superior
ENTRY QUALIFICATIONS:
Holder of a Bachelor Degree or Advanced Diploma in Public Administration, Human Resource Management or any other relevant field from a recognized University or Institute of higher learning.
PERSONAL SECRETARY II 1 POST
DUTIES AND RESPONSIBILITIES
  • To type all general correspondence and non-confidential matters
  • To type letters, minutes, notes, bulletins, circulars, certificates, charts and stencils
  • To duplicate reports, letter etc.
  • To take proper care of all machines under his/her charge and make sure that are used for official work only
  • To file copies of typed letter in relevant files
  • To receive and direct visitors
  • To make sure there are all necessary facilities for proper job performance e.g. typewriters, different typing papers, carbon papers, erasing ink, ribbons etc.
  • To perform any other duties as may be assigned by Supervisor.

ENTRY QUALIFICATIONS:
Holder of CSE with four passes including credit passes in English and Kiswahili and who has attained a typing speed of 50 w.p.m., Manuscript and Tabulation II, Office Practice and Secretarial Duties I and has 100/120 w.p.m. shorthand or Certificate in Basic Computer Knowledge from a recognized institution.
SUPPLIES OFFICER I  1 POST
DUTIES AND RESPONSIBILITIES:
  • To assist in checking transactions in stores accounting documents and registers;
  • To assist in receiving and issuance of vouchers, delivery notes and invoices
  • To assist in physical verification of various stocks under the guidance of a Senior Officer.
  • To arrange for physical placement i.e. location and banning
  • To deal with stores, purchasing or clearing and forwarding and matters related therein;
  • To prepare plans for disposal of surplus assets and obsolete stock;
  • To participate in preparation and implementation of the annual procurement and disposal plans
  • To prepare draft bidding documents/requests for proposal, issue, receipt, opening and review evaluation reports for procurement of goods, and consultants and processing for clearance
  • To perform any other duties as may be assigned by Supervisor.
ENTRY QUALIFICATIONS:
Holder of Bachelor Degree in Procurement and Supplies or Professional III offered by PSPTB and must be registered by PSPTB as Graduate Procurement and Supplies Professional from a recognized Institution with four years working experience.
COMMUNITY DEVELOPMENT OFFICER I – 1 POST
DUTIES AND RESPONSIBILITIES:
  • Motivate and facilitate use of community participatory approach in planning and implementing development plans of the surrounding communities.
  • To promote innovation led to community development processes,
  • Coordinate, direct and supervise community development professional duties at the Institute per Community Development Gender and Children policies.
  • Prepare and administer training for village leaders and development groups in surrounding communities.
  • Design and implement the institute community engagement strategies
  • Gather basic information on cross – cutting issues and to mobilize the process on how to deal with them.
  • Work at Jamii Outreach and Digital Innovation Centre.

ICT OFFICER GRADE II (SOFTWARE SYSTEMS DEVELOPER) – 1 POST DUTIES AND RESPONSIBILITIES:
  • To assist in capturing user Customer Requirement Specifications- CRS

  • To implement software systems (Write and document code)
  • To perform systems testing (Software validation & verification) and document test results.

  • To perform any other official duties assigned by relevant authorities.
QUALIFICATION AND EXPERIENCE
Form IV/VI Examination Certificate with Diploma in Library Studies from any college recognized by the government of Tanzania.
RECORDS MANAGEMENT ASSISTANT II  – 1 POST
DUTIES AND RESPONSIBILITIES:
  • To prepare file Index
  • To maintain records/ documents in the registry;
  • To file, dispatch and cross check correspondences;
  • To maintain diary and records for files movements;
  • To check and cross check mails, claims and returns;
  • To receive and register incoming and outgoing mails;
  • To receive previews, record and facilitate filling and distribute
  • To trace, locate and retrieve files when needed,
  • To carry out other duties related to his/her field as assigned by immediate supervisor

LEGAL OFFICER II  – 1 POST
DUTIES AND RESPONSIBILITIES:
  • To provide assistance in taking charge of documents and correspondences of already assigned cases;
  • To assist in all legal routine correspondences addressed to the Institute
  • To assist in drafting prescribed legal documents and forms;
  • To assist in providing support in compiling evidence relevant for court cases involving the Institute;
  • To provide assistance in registration of all legal documents and probate matters;
  • To assist in filling in appearing for criminal proceedings in courts; and
  • To perform any other Duties as may be assigned by Supervisor.
ENTRY QUALIFICATIONS:
Holder of Bachelor of Law (LLB) and must have Must have successfully completed one year at the school of law and registered as an advocate of high court.
WARDEN/MATRON II – 2 POST
DUTIES AND RESPONSIBILITIES:
  • To counsel and guide students on matters pertaining to their welfare.
  • To coordinate students’ cultural, recreational and sports activities.
  • To take care of students’ welfare and ensure that the sick are urgently treated and taken care of satisfactorily.
  • To ensure that the halls of residence are in good order.
  • To carry out any other duties as may be assigned by his/her Supervisor.
ENTRY QUALIFICATION
Holder of Bachelor’s Degree or Advanced Diploma in Counselling and Guidance, Gender issues, Education, Psychology, Sociology or Social Welfare from a recognized Institution or equivalent qualification.
CLINICAL OFFICER II (1 POST)
DUTIES AND RESPONSIBILITIES
  •  To assist in prescribing medicine to patients.
  • To order and keep medicines and first aid equipment.
  • To make proper diagnosis of disease,
  • To give First Aid to MCH problems,
  • To give anesthesia during operations
  • To attend general outpatient clinics.
  • To perform any other duties that may be assigned by Supervisor.

QUALIFICATIONS AND EXPERIENCE
Holder of Form IV or VI certificate plus a Diploma in Clinical Medicine from a recognized institution.
