In Tanzania , DRC is working in Nduta , Mtendeli and Nyarugusu camps, in the sectors of Camp Management, Community Based Protection, General Food Distribution, Livelihoods and Protection. DRC’s office in Kibondo supports the camp-based operations and provides Livelihoods support to the Tanzanian host communities around the camps. DRC is also providing Livelihoods and Resilience assistance to returnees and IDPs in Burundi in the areas of Rutana.

The Monitoring, Evaluation and Learning (MEL) Officer is a key position in DRC Tanzania and will provide support to data collection and analysis to monitor the progress of the program towards its desired objectives, and asses the outcomes for the refugee and host community beneficiaries, in the line with the program’s MEL plan. The position provides support and programming in Nduta and Mtendeli camps. The position will report to the Grants Management Manager and will manage MEL assistant and support the Burundi MEAL Team. The position will work closely with the Information Management in the camp-based teams.

Position’s Objectives

The MEAL Officer, in coordination and cooperation with the program staff, is expected to contribute to:
 Ensure a proper MEL plan is produced at the onset of each project.
 Ensuring data collection plans adhere to the MEL plans produced and supporting the program teams to collect and collate this data
 Contributing to the availability of sound, accurate and qualitative assessment and monitoring data for project development.
 Participating in the design of assessment, monitoring and evaluation plans/strategies.
 Ensuring the appropriate archiving of all sources of verification according to MEL plans.
Main tasks and responsibilities of the position:
 Review the existing MEL plans and prepare new ones for the new projects
 Work closely with the data entry officers of each sector and with the Grants Manager to create needed templates and improve existing ones.
 Ensure proper collection of data and indicators follow-up on a daily, weekly or monthly basis.
 Provide support to MEL Assistant in the conduction and analysis of data collection exercises. (PDM/Baseline/Endline surveys).
 Set up an archiving system for sources of verification and work with program teams to ensure these are available and filed
 Implement a monthly report system against the MEL plan for each grant. Maintain the MEL calendar
 Assess whether programs are reaching their targets and inform appropriate program staff when targets are not being met. Contribute to the monthly BFU meetings
 Provide support to the Program Managers in the monitoring of their activities.
 Assist in the production of reports and presentations for DRC staff, donors, local stakeholders and other agencies.
 Work closely with the Grants Manager to improve the in-country learning systems
 Any other duties as requested by the Grnats Manager.
Required Qualifications and Experience:
• Bachelor degree in related subject – e.g. social sciences, project management
• At least 1 year of experience in monitoring and evaluation of development or humanitarian programs
• Experience with donor requirements e.g. UNHCR, ECHO, DFID
• Strong IT skills in MS Word, Excel and ODK software. Other statistics software is a significant asset
• Ability to work independently and to setup one’s own work plan
• Fluency in English and Kiswahili
• Knowledge of Kiha or Kirundi is a significant asset

Job Purposes
The purpose of this job is to provide efficient and effective support in the procurement unit in Kibondo Office to carry on the procurement of good, services and works for DRC Tanzania Programs. This post holder will assist the procurement officers to ensure an effective and efficient procurement of goods, services, works, transparency, fairness and integrity process are followed at all level.
Duties and Responsibilities
• The Procurement Assistant closely works with the Procurement Officers to ensure a timely procurement are done.
• The Procurement Assistant will assist the Procurement Officers in the procurement process. Raise, dispatch, follow up of (RFQs, ITB, POs, Services Agreement, etc…)
• The Procurement Assistant will be responsible to update the Procurement and Payment Trackers on daily basis and share with the Procurement Officers for review before sharing with the Managers every week
• The Procurement Assistant will have to organize all the procurement files in the appropriate folders.
• The Procurement Assistant prepares the schedules of shipping and deliveries of goods and liaise with the warehouses teams to ensure that all items ordered are deliver on time as per PO, or Contracts.
• The Procurement Assistant liaise with the requestors and the warehouses teams to ensure that they are present to verify and receive the orders and verify that the correct items and amounts have been delivered.
• To assist in the verification and review of all procurement process and documents before placing an order, work or service contract.
• Before placing an order, the Procurement Assistant together with the Procurement Officers carefully checks purchase orders for accuracy, completeness and clarity, verify that product information, shipping information, cost and delivery dates are all correct before obtaining authorization to place an order.
• The Procurement Assistant will liaise with Programs to keep them inform when the goods will be delivering to organize together with the store’s keepers, the reception of the items.
• Ensure that you are working to the best of your ability and demonstrate high levels of commitment to DRC to ensure the objectives of your role and the country program are met

Person Specification

• To provide day to day hygiene promotion activities through supervising the Community Health Promotors who are working directly with refugees to ensure that they provide knowledge, to change altitude and adaptation of good hygiene practices led to reduce the transmission of communicable diseases as well as to ensure that POCs are received and use properly the distributed various hygiene kits at Nduta camp and surrounding host communities.
• To provide managerial function during execution of WASH project in order to ensure the highest quality standards directly in line with SPHERE Standards.
KEY RESPONSIBILITIES
• Work with local leaders at community levels in identifying, mobilizing and sensitizing target communities for water, sanitation and hygiene promotion.
• Work with the Hygiene and Sanitation clusters at community levels in identifying, mobilizing and sensitizing target communities for sanitation and hygiene promotion.
• Mobilization of beneficiary/communities to maintain the established/rehabilitated WASH facilities.
• Formation and training of Water supply and sanitation committee for the established or rehabilitated water sources.
• Participate in collection of useful data success stories and beneficiary lists as required.
• Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budget for donors.
• To support Hygiene and Sanitation officers in leading the training to the WASH committee (Refugees) related to hygiene and sanitation issues.
• Supporting Hygiene and Sanitation officers in leading the WASH distribution team in the distribution of various hygiene kits in order to serve in a proper way.
• Together with the Hygiene and Sanitation Officer, WASH Assistant is required to do proper daily supervision that selected community hygiene promotors are working properly to ensure that the area is open defecation free (ODF) zones, adequate latrines are constructed and used by all communities as well as handwashing practice done so that communicable diseases are eliminated.
• Assist WASH Officers in inspection of sanitary facilities in household latrines, family shared latrines as bathing shelters to ensure that they are in operational.
• To ensure that all work is carried out in a way that is sensitive to community needs and gender issues. In particular, to promote the full and equal participation of women in all aspects of the work and to ensure that DRC’s response is in line with the needs of the refugees.
• To ensure that work aims to meet Minimum Standards and adheres to DRC’s emergency guidelines and protocols.
• Assists the partners/communities in identifying their capacity building needs and facilitate appropriate capacity building measures (formal and informal means) to enhance local capacity and programme sustainability.
• Conduct training to CHPs to make sure that they have enough skills to conduct hygiene promotion activities to the relevant communities.
• Work in close collaboration with partner agency and the local authorities to ensure that participatory approaches are used throughout the project cycle management.
• Representation of DRC at WASH exercises in the field.
• Ensure integration of WASH activities with other DRC sectors.
• Coordinate with WASH counterparts in Nduta camp in the implementation of common funded projects.
• Ensure good representation and reputation of WASH Sector at all levels.
• Actively participate in internal coordination meeting in the camps and other locations when needed.
• Together with the WASH Team Leader, initiate development of project concept notes and proposal documents in respect to water, hygiene and sanitation.
• Develop the project’s M & E tools for monitoring water, sanitation and hygiene promoters at community level.
• Develop data base system and data collection tools and ensure quality data collection, data entry and undertake analysis and produce reports.
• Ensure hygiene and sanitation standards are met in accordance to SPHERE, UNHCR and Tanzania National standards.
• Prepare WASH daily, weekly, monthly, quarterly, annually reports and timely submission to relevant authorities.
• Work with Community based Hygiene Promoters and local leaders to ensure proper dissemination of information on WASH issues to beneficiaries for improvement.
• Uphold DRC’s code of conduct and principles of accountability.
• Develop and agree on own performance objectives, targets and ensure appraisals are conducted on the set targets as required.
• Conduct daily field visits to support other field staff on implementation of WASH.
• Support the WASH Officers (Water Engineer & Hygiene and Sanitation Officers) to monitor financial commitments and expenditures against budgets and provide timely feedback on budget follow-ups on daily/weekly/annual basis especially on WASH implemented activities.
• Initiate procurements and make follow up with the line supervisor to ensure their execution.
• Contribute to grant management of all WASH projects through management of day to day project expenditures.
• Execute other duties as assigned by the supervisor.
REQUIRED:
• Minimum of Diploma in Public Health, Environmental Health, Environmental Science or Community Development specialized/experienced in WASH related course from recognized institution. Bachelor’s degree is an added advantage.
• Thorough knowledge of WASH national and international standards.
• At least 2 years relevant work experience.
• Ability and commitment to maintain confidentiality, respect, non-discrimination and safety of refugees at all times;
• Ability to communicate in English and write reports in English.
• Strong interpersonal and communication skills.
• Excellent skills in report writing and meeting deadlines.
• Excellent interpersonal and problem-solving skills, creativity and flexibility.

Responsibilities

Recruitment, development and people planning


  • Drive and support recruitment and selection activities ensuring compliance with DRC recruitment procedures for Tanzania and Burundi National Staff positions.
  • Work with senior management team and senior staff on new staff retention strategies and initiatives.
  • Support line manage in ensuring oversight and consistency in position titles and grades, across all field locations
  • Timely preparation of quality HR correspondences and packages relating to staff recruitment, contract terminations, promotions, transfers, salary adjustments, employee requests, background checks and separations in line with DRC policies and standards.
