Deputy Project Director and Senior Technical Advisor, Policy and Clinical Services


Management Sciences for Health (MSH) is seeking a Deputy Project Director and a Senior Technical Advisor, Policy and Clinical Services, for a potential 5-year US Centers for Disease Control (CDC)-funded, Sustained Health Systems Strengthening (SHSS) Project in Tanzania. This project will provide technical assistance (TA) to the Government of Tanzania (GOT) in the form of capacity building of Public Health Institutions (PHIs) to implement and sustain quality health services, focusing on improving information systems, human resources capacity, financial management, and data use and integration, as part of achieving HIV epidemic control.

The Deputy Project Director assists the Project Director to ensure that strategies and staffing are aligned with the project’s vision, goals, and plans to achieve SHSS program results. S/he will also harmonize efforts and maximize synergy and integration between project areas including human resources for health, health information systems, monitoring and evaluation, health finance, quality improvement to achieve project results in a sustainable way.

The Deputy Project Director will also serve as the Senior Policy and Clinical Services Advisor and hold primary responsibility for achieving project results in the respective technical area including increased capacity for the development and review of national policies and guidelines to ensure alignment with current PEPFAR  priorities, increased alignment between various national policies, harmonization of strategic planning documents and management processes for accelerated and sustained HIV epidemic control. S/he will also be the subject matter expert and main point of contact for all project activities related clinical services and HIV treatment and care, liaising with SHSS technical advisors, on relevant clinical, scientific, policy issues, and practices associated with the provision of HIV/AIDS clinical services at all levels of the healthcare system.
This position is subject to project award and funding, and is limited to Tanzania nationals.

Position: Senior Technical Advisor, Health Financing and Sustainability

Overview
The Senior Health Financing and Sustainability Advisor will hold primary responsibility for achieving project results in the respective technical area including increased financial management optimization for sustainability and alignment of programs, increase financial allocative efficiency, reduced duplication of effort, and, ultimately, sustained robust public health capacity for epidemic control. He/she will also develop sustainability strategies by supporting all SHSS technical work streams to integrate sustainability planning into all activities, develop respective transition and sustainability approaches and plan(s), and help the government implement them.

Senior Technical Advisor, Human Resources for Health (HRH)

Overview
The Senior CQI Advisor will hold primary responsibility for achieving project results in the respective technical area including increased uptake and implementation in all facilities of the latest PEPFAR and WHO approved policies, guidelines and strategies for HIV prevention, care and treatment utilizing quality improvement (QI) approaches and tools; increased capacity/competence at all levels on the use of data for HIV/AIDS quality and performance improvement; documentation and systems to sustain performance improvement efforts, and increase accountability of QI standards and processes by district and regional teams in Tanzania.

Position: Health Information Systems (HIS) Team Lead

Overview
The HIS Team Lead to coordinate the provision of technical services in the area of HIS, that includes system analysis, health enterprise architecture, expertise with client level systems, data security and protection, personal identifying information. S/he will hold primary responsibility for achieving increased capacity of the Tanzania information system to utilize de-duplicated client level data across service and sites for patient-centered care and improved health outcomes.
