Project Director-EpiC Tanzania


Project Description:
The Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), is dedicated to achieving and maintaining HIV epidemic control. The project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. In Tanzania, EpiC will be implementing an HIV service delivery project among key and priority populations, adolescent girls and young women (AGYW) and orphans and vulnerable children (OVC) which aims to reduce HIV infections in pursuit of reaching 95-95-95 goals.  To achieve this goal, the program will support targeted prevention and case finding strategies at community level amongst the targeted populations.

The position will be based in Dar es Salaam, Tanzania and work out of the FHI 360 office. Preference is for Tanzanian nationals or professionals already residing in Tanzania.
Job Description
The Project Director will have overall responsibility for administration, program management, performance monitoring and technical implementation of HIV prevention and case finding activities, under the oversight of the EpiC Management Team at HQ. S/he will serve as the primary point of contact for the key and vulnerable populations (KVP) HIV service delivery program with the USAID/Tanzania Activity Manager. S/he will provide technical and management leadership to the project and ensure successful implementation of the work plan and achievement of the project’s targets and goals within budget. The Project Director will also be responsible for maintaining regular communication with EpiC HQ staff and manage a locally based team to drive efficient and compliant program operations including implementing partners. The Project Director will manage and provide oversight to implementing partners in Tanzania, and provide technical and programmatic oversight directly to the activity areas as well as liaise with and foster relationships with senior government officials (including national and local departments of health), dignitaries, other USAID programs, executives of CSOs, and the for-profit business community. S/he will ensure that technical activities adhere to quality standards from Government of Tanzania (GoT), WHO and PEPFAR. S/he will ensure the project works closely with the NACP team, regional leadership, community health management teams, PEPFAR and other partners such as other USG agencies and non-USG donors.
The following are the preferred qualifications for the position:
  • Master’s or postgraduate degree in management, international development, public health policy, or a related field;
  • 10 years of experience in a senior management position for large (approximately $5M per year), complex, multi-year international health sector development projects that have implemented successful activities in areas such as HIV prevention, care and treatment among key and vulnerable populations, preferably in Tanzania;
  • 10 years of relevant experience with progressively increasing responsibility in planning, managing, leadership and evidence-based decision making of similar HIV/AIDS service delivery programs;
  • Demonstrated ability through previous experience leading a technical activity through evidence and data driven decision making;
  • At least three years of experience managing HIV service delivery programs, preferably in Tanzania;
  • At least three years of successful experience interacting with Tanzanian Government at national, provincial, and/or district levels;
  • Demonstrated ability through previous experience to establish and maintain productive working relationships with a wide network of partners and stakeholders;
  • Demonstrated ability through previous experience to liaise with senior government officials, dignitaries, executives of NGOs, FBOs, CBOs, and the for-profit business community, and senior members of the donor community; and
  • Strong interpersonal and communication skills, proven ability to develop and communicate a common vision among diverse partners, and proven ability to lead a multi-disciplinary team.
Minimum Education:
  • Bachelor’s Degree or its International Equivalent • Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
  • ​Project Management (PM) Certification preferred.
Minimum Experience:
  • Typically requires a minimum of 8+ years of project management experience.
  • Certification in project management preferred.
  • Demonstrated experience in multi-sector project management and implementation.
  • Demonstrated strategic planning, staff development and capacity building experience.
  • Demonstrated talent management, strategic planning, performance management, staff development, and capacity building experience.
  • Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope.
  • Must be able to read, write, and speak fluent English; fluent in host country language as appropriate.
  • Experience operating in insecure environments.
  • Experience working in a non-governmental organization (NGO).
Typical Physical Demands:
  • Typical office environment. Ability to sit and stand for extended periods of time; ability to lift 5-50 lbs.

Job Function
Supporting data entry, verification, and quality assurance. Also supporting local partners in developing comprehensive Monitoring and Evaluation plans and activities in the Region .
Key Responsibilities
  • Assist with development and management of project-wide information system that is consistent with the AMEP and Data Use Plan.
  • Support development of data collection tools and procedures and tracking project outputs and activities, including compiling, reviewing, and reporting results

  • Develop plans for sharing development knowledge through communications, outreach, and training within the project and its various offices as well as with the client, the public health, and SBCC community locally and globally.
  • Provide advice and guidance in areas of outreach, communication, and training to partners, local government, and local organizations.
  • Coordinate outreach and communications training activities.
  • Coordinate and write project reports, newsletters, success stories, and issues briefs.
  • Develop a knowledge management use and dissemination plan to guide the project, including use of social media.
  • Support reporting and documentation of achievements and lessons learned, including compiling quantitative, qualitative, and anecdotal information in a publishable and easy to disseminate form (i.e. Success Stories)
  • Assist with reporting to the funder, including compiling data for quarterly performance reports (QPR), annual performance reports (APR), PEPFAR Performance Reporting, and any other report required by FHI 360 HQ and/ or USAID
  • Other duties as assigned by supervisors
Qualifications, knowledge and skills:
  • Bachelor’s Degree in Statistics, Public health, Sociology, or related field and 5-7 years of relevant experience or Master’s degree and 3-5 years of relevant experience
  • At least 3 years of experience in supporting M&E and research activities for SBCC public health projects.
  • Experience using statistical packages- SPSS, Stata, etc. & qualitative packages -Altas.ti, NVivo, etc.
  • Experience with and well conversant with navigating through Tanzania National HMIS (DHIS2)
  • Experience with tracker and event capture application of DHIS2
  • Thorough knowledge of social science, demographic and market research, monitoring and evaluation, data dissemination techniques, policy analysis and policy development in health, nutrition and HIV/AIDS
  • Experience in handling quantitative and qualitative data collection, analysis, report writing and dissemination
  • Consultative and collaborative approach; ability to work with diverse groups and in a challenging environment.
  • Experience of knowledge of specific issues related to the region
  • Strong communication and writing skills required
  • Ability to work independently and manage a high volume of work flow
  • Relevant computer software skills, including MS word, PowerPoint, and Excel

Job Function
Responsible for implementing project Monitoring and Evaluation and Knowledge Management activities in the targeted area within the Region. Generally, strengthening and supporting the monitoring and evaluation and Knowledge Management activities.
Key Responsibilities
  • Provide technical support in performance monitoring using standard procedures for provision of technical assistance, quality assurance of data management.
  • Ensure the quality of data collected and reported and the timely submission of reports
  • Provide guidance in areas of outreach, communication, and training to partners, local government, and local organizations
  • Work in collaboration with Regional Technical team members to review and provide feedback on quarterly performance in service delivery
  • Assist with documentation of lessons learned
  • Other duties as assigned by supervisors
Qualifications, knowledge and skills:
  • Bachelor’s Degree in Social Sciences, Health Sciences, Epidemiology/Statistics or related discipline and 3-5 years’ experience; OR Advanced Diploma in related field and 5-7 years of experience.
  • At least two (2) years’ professional work experience in program monitoring and/or field based monitoring and evaluation.
  • Excellent training skills, particularly on the job training and mentoring.
  • Proficiency with computer applications, including Microsoft Office applications.
  • Ability to work under pressure and complete tasks according to agreed deadlines.
  • Good organizational skills and ability to work well within an organization with a diverse team; able to work independently.
  • Some knowledge and experience on DHIS2 especially on event and tracker capture.
  • Some experience with data management and statistical software, including Xcel, Access and SPSS
