OBJECTIVES OF THE PROGRAMME

The WHO Health Emergencies Programme (WHE) has proposed a Country Business Model (CBM), which is intended to build country office capacity to prevent and respond to emergencies.Tanzania is classified under Priority Category 3, based on its context and the probability of occurrence of an emergency, and its CBM lists a number of proposed core functions, including Country Readiness, which is part of the mission of the WHE Programme to build the capacity of Member States to prevent and manage health emergency risks, and where country capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and provide effective relief and recovery to affected populations.

DESCRIPTION OF DUTIES

Under the direct supervision of the Head of the WHE Team, the incumbent shall be responsible for the management of infectious risks within emergency preparedness.More specifically, the incumbent shall be assigned the following duties:Manage technical projects aimed at strengthening the country’s level of preparedness. For that purpose, the incumbent shall map organizational needs in terms of preparedness, available tools, equipment and activities in collaboration with the relevant departments of WHO/HQ, the Regional Office and the Country Office, within the context of the WHE Programme; prioritize activities, develop a workplan and a financing plan in order to attain preparedness milestones; contact various partners to find out whether they can fill preparedness gaps in support of the national plan; support country vulnerability assessments. Develop/adapt preparedness guidelines and tools as needed, notably the Country Office Business Continuity Plan, in collaboration with units of the WHE Programme; advise on the consolidation of needs within a single national plan and estimate the budget thereof; foster coordination with technical teams and financial partners for the implementation of preparedness activities Provide guidance and technical support to the Ministry of Health Community Development Gender, Elderly and Children for the development of operational preparedness strategies and activities in the context of acute and prolonged humanitarian emergencies; faciliate simulation exercises to test the emergency intervention framework. Promote multidisciplinary and cross-cutting approaches to facilitate full participation within and outside WHO and with key partners Support national authorities in relevant training activities to strengthen emergency preparedness. Perform any other duties as may be assigned by the Head of WHO Country Office and Head of WHE Team.

REQUIRED QUALIFICATIONS

Education

Essential: First Degree in medicine, in a health-related area or a discipline related to public health.
Desirable: Masters or postgraduate training in public health or in any other relevant area. Specialized training in emergency or disaster preparedness and response.

Experience

Essential: Minimum ttwo years of professional experience at national level in planning, developing and implementing programmes/projects in the area of health security, including emergency preparedness.
Desirable: Relevant professional experience within WHO, other nongovernmental institutions or appropriate United Nations humanitarian agencies; proven experience in the implementation of the International Health Regulations (2005). Sound knowledge of the Incident Management System.

The UN Entity for Gender Equality and the Empowerment of Women (UN Women) was established by General Assembly Resolution 64/289 and became operational on 01 January 2011. It brings together four entities of the United Nations in a coherent manner. The fundamental objective of UN Women is to enhance national capacity and ownership to enable national partners to formulate gender responsive laws and policies and to scale up successful strategies to deliver on national commitments to gender equality.
The Tanzania Country Office was established in 2010 and received delegated authority in 2012. Its programme portfolio and staff have grown substantially in recent years. In addition, the physical location of the Country Office relocated to a new and larger premises in August 2018 that has new hard and soft filing and storage facilities. The Tanzania Country Office aims to build a harmonized and user-friendly system of accessing and storing data and information in view of building office institutional memory. The office also anticipates an audit in the second half on 2019.
As part of this process the Country Office will pay attention to the improvement of the paper and shared drive filing systems in an effort to reduce risks and ensure due diligence, in line with UN Women procedures and requirement. As such, the process will involve a review of existing documentation and practices to assist in establishing a harmonised system as well as physically sorting out the gaps in documentation, filing, recording of assets, and records keeping in both electronic and physical systems in the office.
The support is particularly relevant in light of the changes in staffing during the last few years (Representative, Deputy Representative, Programme Staff, Monitoring and Evaluation staff). The need to build and maintaining a coherent system of storage of information is essential. This will also facilitate migration of information online.

Zanzibar is a semi-autonomous region of the United Republic of Tanzania located on the south of the
equator, off the east coast of Africa. Zanzibar consist of three large islands: Unguja, Pemba and Tumbatu.
Unguja is commonly referred to as Zanzibar is the largest of the three islands. Stone town is the old part
of Unguja town. Stone town is an attractive destination for tourists and has plenty of restaurants, bars and
plenty of tourists passing through. Pemba is located north of Unguja where tourism and economic growth
have not grown as much. Tumbatu is the smallest island.
Zanzibar has a total population of about 1.3 million. Unguja, the largest, has a population of about
900,000, followed by Pemba with over 400,000 people, according to the 2012 census.
Zanzibar has an equatorial climate consisting of a rainy season from March to May and a dry season for
the rest of the year, with some quick showers to be expected. Temperature in the dry season can reach
up to 40°C but average is about 32°C with a considerable humidity.
Zanzibar is a low-income country and majority of the population is poor. The quality of living conditions is
better in urban areas than in rural areas. General living conditions in Zanzibar are good, with those living
in urban areas being more likely to live in better-quality housing. Very few people appear to have
problems accessing drinking water or have problems with sanitation. Zanzibar has reasonable access to
services. There are good education facilities and some health facilities with good standards.
The volunteer will be expected to live in Unguja, Zanzibar. His/her duties and responsibilities entail
travelling between and within the assigned district/s in the programme area.

The UN system in Tanzania is entering into area-based joint programming, in order to focus upon the
challenges of specific geographical areas, in this case regions, where the degree of vulnerability and
disadvantage distinguishes those areas from the rest of the country.
17 May 2019 Page 2 of 8Given the comparatively small and decreasing financial base of the UN in Tanzania, it is of growing importance to focus the limited resources geographically and jointly, in order to reach the maximum
potential for the benefit of the most vulnerable populations with higher impact, and in keeping with the
vision of “leaving no one behind”.
Currently 30.4 per cent of Zanzibaris live below the basic needs poverty line, with 10.8 per cent living
below the food poverty line. There is also a significantly high population growth rate with population
projected to double by 2050. Unemployment rate has increased, and in particular among the Zanzibari
youth. Relatively high levels of basic needs still exist, encompassing the need for improved access to
clean water, sanitation and health services. Violence against women and children remains a daily reality in
Zanzibar and data reports an increasing trend of physical, sexual and emotional violence.
Local consultations with the Revolutionary Government of Zanzibar have taken place on needs and
priorities, combined with analysis of available statistics as well as analysis on how the UN best can
respond to these needs given comparative advantages and previous experience. These consultations
have resulted in the Zanzibar Joint Programme which consists of nine UN agencies cooperating in 4
themes of Maternal and Newborn Health; Women’s Economic Empowerment through Seaweed Value
Chain Development; Ending Violence Against Women and Children; and Capacity Building for
Coordination and Reporting of MKUZA III and SDGs.
The NUNV Communication Officer will support the UN Area Coordinator (UNAC) in making visible and
documenting UN’s contribution to sustainable development in Zanzibar. He/she will closely collaborate
with UNCG, communication focal points in Zanzibar and report directly to the UN Areas Coordinator
(UNAC) Zanzibar.

UN related events in Zanzibar.
b. Document best practices and human interest stories consistent with the joint program practice

c. Facilitate the engagement of “media” and other partners ( youth) in key strategic events of joint UN
work consistent with activities as reflected in the ZJP communication strategy.
d. Participate in focus group discussions, workshops, outreach meetings and engage young people to

i. Support the development of ZJP thematic factsheets with information of basic data for each sector,
and periodically update this information.
j. Strengthen the capacity of Zanzibar UN Sub–Office on how to communicate results, as well as
continuously engaging with respective UN agency media designated focal point.
k. In collaboration with UN agencies, participate in outreach, advocacy and pursue partnerships in
support of the UN supported intiatives including the Zanzibar Joint Programme, and articulate the
linkage between program support and SDGs.
l. Perform any other tasks as required by the UNAC and the UNCG.

The contract lasts for the period indicated above with possibility of extensions subject to availability of
funding, operational necessity and satisfactory performance. However, there is no expectation of renewal

Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is
not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance
is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and
permanent disability insurance are included ) and final repatriation (if applicable).
Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the
ICSC, a Well-Being Differential (WBD) on a monthly basis will be provided.

Kigoma Region is one of Tanzania’s 31 administrative regions. The regional capital is the city of Kigoma.
According to the 2012 national census, the region had a population of 2,127,930. The Region resides in
the northwestern corner of Tanzania, on the eastern shore of Lake Tanganyika. The region is bordered to
the north by both Burundi and the Kagera Region. To the east, it is bordered by the Shinyanga and
Tabora regions, to the south by the Rukwa Region, and to the west by Lake Tanganyika, which forms a
border with the Democratic Republic of the Congo.
Kigoma urban has reasonable access to social services including health, water and education although
they are limited to the programme districts namely Kakonko, Kibondo, Kasulu and Uvinza.
The volunteer will be expected to live in Kigoma Urban. His/her duties and responsibilities entail travelling
between and within the assigned district/s in the programme area.

The UN system in Tanzania and the Government of Tanzania through Kigoma Regional Secretariat and
Local Government Authorities in the region have been implementing Joint Programme for Kigoma with
the aim of supporting long-term development needs of the host communities mainly in the refugee
hosting districts. This is being executed through a comprehensive and durable support to the region of
Kigoma, looking at the priorities and needs of the region and matching it with the comparative advantages
of the United Nations Country Management Team (UNCMT). The Kigoma JP started its operations as of 1
July 2017 and will run for 4 years until end of June 2021.
The UN Joint Programme for Kigoma takes its base in the UNDAP II for Tanzania, the UN Development
Assistance Plan, as well as the Sustainable Development Goals (SDGs) and the Tanzania Government’s 5-
year strategy as well as the regional priorities for Kigoma.
17 May 2019 Page 2 of 7The JP consists of the 7 themes of sustainable energy and environment, youth and women’s economic empowerment, elimination of violence against women and children, education with a focus on adolescent
girls, WASH (Water, Sanitation and Hygiene), agriculture and health+ (health, nutrition and HIV/AIDS). The
programme is currently being financed through Participating UN Agencies internal funds and
Governments of Norway, Ireland, Sweden and South Korea (KOICA).
In order to support coordination of the involved UN Agencies and to enhance the implementation and
reporting of the program, the Resident Coordinator’s Office ( RCO) recruited a UN Area Coordinator
(UNAC) for the Kigoma region with a small supporting team including UN Coordination Analyst and
Community Mobilization Officer (UNV). The team works very closely with the Government Focal Persons
for the program at the Regional Secretariat and the Local Government Authorities.
Resident Coordinator’s Office ( RCO) wishes to recruit a Monitoring and Evaluation Officer (UNV) who will
report directly to the UNAC daily.

Under the direct supervision of UN Area Coordinator (UNAC), the UNV – Monitoring and Evaluation Officer
Will Undertake The Following Tasks
Develop and implement JP monitoring and evaluation systems
Monitor all KJP activities, expenditures and progress towards achieving programme’s outputs;
Develop monitoring and impact indicators for the programme’s success;
Monitor and evaluate overall progress on impact and achievement of results;
Monitor the sustainability of the programme’s results in close link with the relevant district authorities;
Provide Monitoring and Evaluation feedback to the UN Area Coordinator on programme strategies
and activities;
Recommend strategies to the UN Area Coordinator for improving the efficiency and effectiveness of
the programme by identifying bottlenecks in completing programme activities and propose way
forwards;
With close collaboration with JP program team, consolidate monthly, quarterly, half-yearly and annual
progress on all programme activities.
Provide inputs, information and statistics to incorporate JP updates into UNDAP reports;
To ensures effective implementation of JP M&E tools
To liaise with the Government Focal Persons for the Program in the Regional Secretariat and Local
Government Authorities and ensure program initiatives are included in all relevant reports.
Perform other duties as assigned by UN Area Coordinator
Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the
concept of volunteerism by reading relevant UNV and external publications and take active part in UNV
activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on
