To provide strategic and operational technical and advisory support to World Vision’s Disaster Management across East Africa region. The Humanitarian & Emergency Affairs (HEA) Advisor is expected to support to National Offices in emergency preparedness planning, response management, preparedness and response capacity assessments, compliance with internal and international standards, facilitate humanitarian learning across the region, and provide leadership to the region’s humanitarian knowledge management.

World Vision continues to deal with multiple crises each year that call for more strategic planning, including contingency planning, emergency response surge capacity development, and business continuity planning which require sound technical input. The position is responsible for Providing technical humanitarian and disaster management support, strengthening World Vision’s humanitarian operations and influence, collaboration & partnerships, and more strategic positioning in the face of (i) increasing fragility & insecurity and (ii) on-going food insecurity & climate change induced shocks.

KEY RESPONSIBILITES:

Technical Support & Quality Assurance (30%)

  • Provide technical guidance to National Offices (Nos) and HEA Managers o Disaster Management policies, standards, processes and tools for category I, II and II emergencies
  • Ensure the integration of HEA/DM in National Office strategies, including the development and advocacy sectors.
  • Facilitate integrated programming models at the National Office level with a focus on capacity building framework in Disaster Risk Management and Anticipatory Action
  • Support National Offices in contextualizing and implementing humanitarian principles and international standards (e.g., Sphere, CHS, Red Cross Code of Conduct).
  • Provide technical guidance to NOs on emergency preparedness, response, and recovery programming.
  • Support NOs in developing and maintaining Disaster Preparedness and Response Plans ensuring NEPRF compliance.
  • Deploy to national, regional and global responses as required.

Capacity Building (25%)

  • Strengthen the technical and managerial capacity of National Disaster Management Teams (NDMTs) and Regional DM Teams to effectively respond to CAT 1, 2, and 3 emergencies
  • Support capacity assessments and develop tailored training plans for National Disaster Management Teams(NDMTs) and Regional Disaster Management Teams.
  • Facilitate workshops, simulations, and learning events on disaster management and humanitarian principles.
  • Support onboarding and mentoring of new HEA staff in NOs.
  • Support National Offices in capacity assessment and performance reviews (to complete annual disaster management scorecard, child wellbeing reports etc.)

Networking and Collaboration (25%)

  • Position World Visions’ Disaster Management (DM) as a competent and preferred humanitarian agency among stakeholders.
  • Represent WV with Government agencies, UN, INGO and Church bodies, in collaboration with National Offices (if present), advocating for the needs of the most vulnerable.
  • Collaborate with GAM, to increase visibility of WV programs and expand funding opportunities for East Africa Region National Offices emergency preparedness, response and disaster risk reduction programs.
  • Be actively involved and/or ensure NO involvement in major consortiums/Working Groups etc. and represent World Vision in regional humanitarian/disaster management forums.

Learning and Information & Knowledge Management and Reporting (10%)

  • Monitor the performance of HEA portfolios across East Africa and ensure compliance with WVI and international standards.
  • Promote real-time learning, evaluation and documentation of lessons learned, and best practices in disaster management.
  • Ensure timely preparation, analysis, and submission of early warning data and situation reports by National Offices,
  • Promote cross-learning and documentation of best practices across the region.
  • Ensure timely preparation and submission of departmental and special reports for internal and external stakeholders.

KNOWLEDGE, SKILL AND EXPERIENCE:

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • Minimum of a master’s degree in a related field of study, or a bachelor’s degree with 2 years direct experience equivalent (experience in the Horn of Africa a distinct advantage).

Required Professional Experience

  • Requires at least 5 years’ work experience in humanitarian and or development context.
  • Strong experience in project design and proposal writing Strong empirical knowledge of the humanitarian sector including humanitarian charters, laws, standards principals, and ability to mainstream leading cross-cutting themes Empirical knowledge of emergency response DM&E processes.
  • Proven track record for multi-sector program design and implementation in large and complex emergencies.
  • Requires cross-cultural experience, understanding and sensitivity. 
  • Strong ability to facilitate appropriate information flow and coordination amongst a complex range of internal and external stakeholders.
  • Must have a clear understanding of major donors’ perspectives, requirements and standards and the ability to represent WV to major donors and other external stakeholders in a highly professional m manner. 
  • Strong commitment to WV’s vision, mission and core values.

JOB SUMMARY

World Vision Tanzania seeks highly qualified candidates for a donor funded project with an ultimate goal to improve nutrition, nutrition-related rights, and gender equality for the poorest and most marginalized, especially women, adolescent girls, and children under 5 years of age. The project is implemented in Lake Cluster of World Vision operation area in Maswa, Simiyu Region.

The anticipated project aims at:

  • Improved adoption of gender-equitable practices in nutrition, health, and SRHR, at individual, household, and community levels
  • Strengthened delivery of gender-equitable and responsive nutrition, health and SRHR services for the poorest and the most marginalized women, adolescent girls, and children.
  • Improved effectiveness of local stakeholders in target countries and Canada, on gender equitable local and international nutrition specific and SRHR activities, advocacy, and policy dialogue.

The Design, Monitoring & Evaluation Officer will provide technical guidance and support to the Project to comply with WV DM&E Management policy (LEAP/IPM) guidelines & standards, Child Well Being Objectives (CWBO) and donor requirements to achieve the intended program results and impact in a cost- effective manner, while maintaining a high level of excellence and accountability. Observe mission and core values of World Vision and demonstrate a quality of spiritual life that is an example to others.

MAJOR RESPONSIBILITIES

Activity

Implement project initiatives in monitoring, evaluation, impact measurement, and reporting system (30%)

  • Spearhead development, review and implementation of project monitoring and evaluation plan in collaboration with project team and partners.
  • Test and adapt project theory of change in collaboration with other staffs and partners
  • Facilitate development of annual plans as per donor requirement and WVI guidelines and support the revision of work plans.
  • Take part in preparation, review and compilation of project’s monthly, quarterly, semi-annual, and annual reports.
  • Take lead in monitoring and evaluation events such as baseline, mid-term reviews, and final evaluation exercises.
  • Participate in the engagement of project-hired consultants, including writing their Terms of Reference (TOR) and providing them with the logistical support, they need as carry out their contracted duties.
  • Facilitate learning and reflection sessions with staff or partners for exploring information and answers around projects learning agenda.
  • Formulate and Implement key performance indicators (KPI) and deliverables for the project and monitor them throughout the duration of the project
  • Take part in project activities’ data collection, cleaning analysis and reporting as required by DME and or project management team.
  • Abide and support in the monitoring and evaluation activities per approved policies, systems, procedures and donor requirements

Implement project Learning, information and knowledge system (30%)

  • determine the impacts it is making towards improved project achievements.
  • Maintain project database in WV’s Horizon and GEA’s monitoring platform including GIS and remote sensing web-based and desktop software.
  • Lead project efforts to document challenges/obstacles and lessons and best practices, including their application for improved project and organizational performance
  • Package and disseminate quality program initiative information to different audiences and for project quality purposes
  • Lead documentation of best practices and ensure most significant change stories are published and included in the reports and shared.
  • Establish status of implementation of operations audit/reviews recommendations for management action.

End Results

  • Lessons learned captured for review and adjustment of project design towards enhanced performance.
  • Documented evidence on project performance done and disseminated accordingly

Activity

Build capacity of staffs, partners and community in MEAL (20%)

  • Develop and disseminate monitoring templates including GIS and remote sensing tools to the project team
  • Train staffs, partners and community on project monitoring tools for effective and quality M&E system

  • Improved capacity of MEAL for project team and partners

Activity

Networking, visibility and donor recognition (15%)

  • Establish and maintain good relations partners, LGAs and stakeholders and other consortium members with regards to the implementation and accountability.
  • Ensures project interventions and donor are recognized by the government, partners and communities through project branding, participation in different forums including national, zonal, regional and local events.
  • Develop and support effective linkages and collaboration with key public institutions.
  • Represent the project in various assigned learning and sharing meetings/workshops/conferences.
  • Facilitate documentation and sharing of processes, challenges, best practices and lessons learned among partners in the consortium.

End Results

  • Build network and create a positive image about the project and WV in general
  • Documented success/transformational impact stories for visibility and donor recognition

Activity

Participate in Other Organisational Activities that would ensure the project is well represented in WVT bigger picture including doing any other assignment related to MEAL and GAM functions within the organisation. (5%)

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • 3-5 years in programs management
  • Demonstrated experience in Learning, Evidence and documentation of success stories.
  • Minimum of 3 years’ experience in international donor funded projects

Required Education, training, license, registration, and certification

BA/BSc Degree in Statistics, Epidemiology, Economics, Development studies/planning, Business administration, social science disciplines or other related disciplines.

Travel and/or Work Environment Requirement

  • The position requires ability and willingness to travel domestically up to 50% of the time to the field in Lake Cluster – Maswa DC & Meatu DC and occasionally internationally if need be.
  • Ability to work in a multicultural context as a flexible and respectful team player
  • Willingness to travel to the field as and when needed
