IPA’s Theory of Action underpins how IPA and our partners make an impact through evidence and data use. Drawing on our experiences and that of our partners—it outlines the conditions necessary for evidence to influence policy, and the work IPA does to create those conditions. We cannot measure our own impact with a randomized evaluation, as much as we would like to be able to. Ironic, we know. What we can do is track changes in programs, policies, and debates that we are confident we have contributed to.
