Abt Associates is preparing for an upcoming USAID-funded Malaria Vector Control Activity in Tanzania. The project will identify and implement proven, evidence-based vector control approaches in Tanzania, in support of reducing the overall malaria burden, and moving Tanzania closer to malaria elimination.

 As the Deputy Chief of Party/Director of Finance and Administration, under the supervision of the Chief of Party, you will be responsible for managing all accounting, sub-contracts and vendors and ensuring financial operations comply with USAID regulations. You will be responsible for ensuring adequate financial management systems are in place and will maintain transparent financial and reporting procedures for the effective operation of financial controls. You will be responsible for record-keeping, financial functions, and financial reports. You will directly supervise the finance, operations and administration team. The position is anticipated to be full-time for the duration of the program and is intended to be based in Dar es Salaam, Tanzania. The position is contingent upon the activity’s award and USAID approval.

Core Responsibilities 

  • Develop and maintain sound financial management systems in line with USAID rules and regulations, accounting best practices and Abt Associates policies and procedures.
  • Lead the development, monitoring, and review of project budgets in line with national laws, donor regulations and corporate policies.
  • Produce budget projections and reports for submission to USAID and Abt home office.
  • Understand Abt’s financial and operations tools, systems, and policies and oversee their application and implementation in the field.
  • Support the startup, general operations, and closedown of the project.
  • Inform and ensure the global support team is updated on all contractual, financial and legal issues affecting the project.
  • Ensure timely completion of month-end and year-end accounting closes, with appropriate supporting documentation for all accounting transactions uploaded to Abt’s accounting system.
  • Organize the orientation and provision of continuous training/ skills building for all relevant field staff on financial and operations policies and procedures, and finance, accounting, project management and operations.
  • Review financial analyses and budget vs. expense reports to determine reasonableness of variances and take appropriate actions as required.
  • Liaise regularly with the senior management team providing relevant and timely financial information for planning and decision-making purposes.
  • Oversee financial audits.
  • Directly supervise Finance, Operations and Administration staff, ensuring that functions are performed timely and accurately.
  • Ensure implementation of and adherence of Abt Associates Human Resources policies including compliance with national labor law.
  • Negotiate with vendors for the best terms for procuring goods, supplies, and services in compliance with USAID and Abt Associates policies and procedures.
  • Perform any other related activities as assigned
  • Bachelor’s Degree + Fifteen years of relevant experience, or Master’s Degree + Twelve years of relevant experience, or PhD + Ten years of relevant experience
  • Master’s degree in relevant area of expertise preferred, such as business administration, finance, or international development. Bachelor’s degree required.
  • Minimum of 7 years of experience managing finance and operations for USAID-funded projects in Tanzania; in-depth knowledge of USAID financial management rules and regulations.
  • In-depth knowledge of US Government rules and regulations.
  • Proven ability to prepare multi-year budgets, donor financial reports and USAID audits.
  • Demonstrated ability to work effectively with government representatives, private sector entities, local organizations, donors and other stakeholders, particularly at the sub-national level.
  • Demonstrated experience building local capacity.
  • Strong analytical, leadership and interpersonal skills; demonstrated ability to lead and work effectively in team situations.
  • Experience as a coach/mentor to train staff and develop financial skills of colleagues.
  • Fluency in English required, Swahili desired.

The Opportunity 

Abt Associates is preparing for an upcoming USAID-funded Malaria Vector Control Activity in Tanzania. The project will identify and implement proven, evidence-based vector control approaches in Tanzania, in support of reducing the overall malaria burden, and moving Tanzania closer to malaria elimination.

The Social and Behavior Change (SBC) Technical Lead will work closely with the program team, under the leadership of the DCOP/Technical Director to design, implement, and evaluate SBC strategies and ensure integration of SBC in program activities across all levels of the project.

  • Oversee the design and implementation of evidence-based, SBC interventions that will lead to positive social and behavior change.
  • Ensure SBC efforts are evidence-based, community-driven, and in line with provisions of the award. Lead design of related tools, media, and materials.
  • Lead the design and implementation of participatory formative research to shape the project’s overall SBC approach.
  • Contribute to the design and implementation of monitoring and evaluation (M&E) activities, including any baseline, end-line, or other activities related to SBC and ensure SBC is integrated into project M&E systems.
  • Actively engage in networks and forums to support the GoT and a diverse set of partners related to SBC.
  • Supervise and oversee the work of SBC and CLA advisors and specialists.
  • Identify successful practices in the project that can be showcased in publications, communication materials, and conferences and support their development.
  • Maintain diplomatic and high-quality interactions and clear and consistent communications internally and with partners.

What We Value

  • Bachelor’s Degree + Nine years of relevant experience, or Master’s Degree + Seven years of relevant experience, or PhD + Four years of relevant experience
  • Master’s Degree in behavior or social sciences, development communications, media/broadcasting, public health/health administration (or other relevant health specialization)
  • At least 8 years of relevant experience designing and implementing social, and behavior change programs to achieve health outcomes, at least 5 of the 8 years on USAID-funded projects.
  • Strong knowledge of USAID rules and regulations.
  • Experience applying a range of SBC approaches, including CLA, social marketing and nudges.
  • Experience overseeing and building capacity in SBC internally and externally.
  • Experience implementing prior projects in Tanzania and deep knowledge of geo-political, ethnic, cultural, and other factors affecting programming in Tanzania and the region is required.

 As the Deputy Chief of Party/Technical Director, you will serve as the project’s technical lead, reporting to the Chief of Party (COP). You will have the responsibility of overseeing all technical components of the activity, continually improving implementation quality, and ensuring the activity adheres to technical best practices. You will support the COP with the overall implementation and technical management of the program, ensure an integrated vision, and serve as program representative in absence of the COP. The position is anticipated to be full-time for the duration of the program and is intended to be based in Dar es Salaam, Tanzania. The position is contingent upon the activity’s award and USAID approval.

 Core Responsibilities 

  • Provide direct technical supervision and support to program activities in key technical areas of the project including ITN distribution, supply chain and logistics, entomological monitoring and social and behavior change (SBC), Ensure that activity components are results-oriented, deliverables are of high quality, and reporting is relevant and timely. The DCOP/Technical Director must focus on achieving results in all areas within the timeframe and ensure synergies and cohesion between the different result areas.
  • Support program teams in developing and implementing innovative approaches to capacity strengthening.
  • Support project staff to ensure high quality transfer of skills and knowledge to Tanzanian institutions and communities.
  • Provide technical support and guidance to the COP on issues related to technical areas/functions and ensure that all activities are consistent with accepted best practices.
  • Lead the drafting and development of monthly activity updates, quarterly and annual progress reports, and technical reports as needed.
  • Directly supervise technical/programmatic leads to ensure a consistent and integrated approach across all project activities.
  • Oversee the work of technical consultants, subcontractors/subrecipients, and any other entities directly contributing to the project’s activities and results.
  • Participate in technical meetings and select technical working groups as appropriate to represent the project and ensure collaboration on relevant technical work.
  • Maintain productive working relationships with USAID, NMCP, Ministry of Public Health counterparts, implementing partners, and key stakeholders.
  • Act on behalf of the project Chief of Party during absences from post, and assist in the overall management of the project, including programmatic aspects.
  • Bachelor’s Degree + Twelve years of relevant experience, or Master’s Degree + Ten years of relevant experience, or PhD+ Eight years of relevant experience
  • Master’s degree in medical entomology, public health/health administration, supply chain management/logistics, social behavior sciences or environmental health (or other relevant health specialization). Candidates with medical degrees are also desirable.
  • At least 10 years of relevant health experience, including significant experience in malaria prevention and control.
  • Experience implementing projects in Tanzania and deep knowledge of geo-political, ethnic, cultural, and other factors affecting programming in Tanzania and the region is required.
  • Demonstrated management and supervisory experience with USG funded activities.
  • Demonstrated knowledge of USAID rules and regulations.
  • Demonstrated ability to lead multidisciplinary, multicultural teams, manage complex programs, and ensure that project staff adhere to the highest standards of quality, relevance, and timeliness.
  • Fluency in English required, Swahili desirable

The COP has the final authority within the project team for decisions related to technical, management, contractual, resource allocation and personnel issues. The COP will be accountable for the successful implementation of all aspects of the project. In carrying out these responsibilities the COP works in partnership with USAID, the National Malaria Control Program (NMCP), national and local government, non-government agencies and officials, and community-level organizations and other partners, and project staff. The position is anticipated to be full-time for the duration of the program and is intended to be based in Dar es Salaam, Tanzania. The position is contingent upon the activity’s award and USAID approval.

 Core Responsibilities 

  • Provides strategic direction and technical leadership to produce project results and deliverables, and overall management of the technical, operational, financial, and administrative aspects of the project.
  • Functions as the primary liaison with USAID, Ministries of Health, local Civil Society organizations, and other partners and stakeholders.
  • Leads the technical development of ITN distribution design, planning, implementation, and M&E through various distribution channels, i.e., mass replacement campaigns and continuous net distribution including health facilities (at ANC/EPI), school net program (SNP), and community-based distribution.
  • Sets and pursues a results-oriented program strategy in coordination with the project team and in consultation with USAID, NMCP, other partners, and stakeholders.
  • Strengthens the national entomological surveillance and supports the development and implementation of insecticide resistance monitoring and management plan in collaboration with in-country stakeholders.
  • Oversees and monitors progress on Social and Behavior Change (SBC) practices within the project for malaria.
  • Directs and oversees planning and budgeting processes. Prepares quarterly and annual project activity reports as specified in the contract.
  • Monitors the progress and pace of project implementation, ensuring that data required for USAID and NMCP performance benchmarks and results frameworks are produced.
  • Identifies issues and risks related to activity implementation in a timely manner, and suggest appropriate activity adjustments.
  • Ensures that staff, team members and consultants understand their roles and responsibilities and comply with contract requirements, USAID and Abt policies and procedures.
  • Manages and supervises project staff and partners in the identification of all the project’s technical assistance needs, development of suitable scopes of work, recruitment of consultants, and execution of technical assistance contracts.
  • Support project staff to ensure high quality transfer of skills and knowledge to Tanzanian institutions and communities.
  • Ensures that gender initiatives increase the participation of women at all levels and in all aspects of ITN programming and ensure their safety.
  • Ensures that lessons learned, and best practices are documented and shared.
