MAJOR RESPONSIBILITIES

Strategy, design and planning (25%)

Major Activities

  • Develop WASH technical programme design and planning
  • Develop BOQ, drawings and preparation of Tender documents for WASH project
  • Design and plan national WASH strategy
  • Consult on the development of WASH technical programme design and planning
  • Develops and ensures execution of procurement plan in alignment with policies and standards
  • Consult on the design and plan national WASH strategy
  • Prepare detailed implementation plans in area of technical responsibility
  • Develop annual work plans in the area of technical expertise

End Results

  • Implemented WASH projects that adhere to international WASH standards and donor requirements

Technical guidance, supervision & quality assurance (20%)

Major Activities

  • Conduct activities to assess quality in the field, solicit community and stakeholder feedback
  • Monitor the contract progress and make recommendation to procurement for contractor payments.
  • Enforcement of contract documents including plans and specifications.
  • Ensure compliance with applicable standards and local regulations, including particular project requirements
  • Provide contractual assessments when disagreements arise regarding compliance to functional/technical requirements.
  • Assess and track quality of implementation and alignment to standards, government policies and TP/DIP plans.
  • Conduct activities to assess quality in the field, solicit community and stakeholder feedback
  • Provide technical supervision of the programme
  • Stay apprised of indirect support to implementation of services

Research, evidence and reporting (10%)

Resource acquisition and accountability (15%)

Major Activities

  • Proposal writing
  • Engage in negotiation with potential
  • Support accountability tracking of WASH specific grants
  • Track sector-specific expenditure
  • Support procurement and distribution of necessary materials

  • Increased grants that are WASH integrated or specific

Advocacy, external engagement and partnering (10%)

Major Activities

  • Networking with national WASH stakeholders
  • Networking with local WASH hardware stakeholders
  • Attending national and local meetings as appropriate

KNOWLEDEG/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • A minimum of 5 years’ experience of WASH Planning, Design and hardware implementation
  • Resource Acquisitions skills

Required Education, training, license, registration, and certifications

  • Bachelor degree in Civil, Water Resource Engineering, or equivalent experience
  • Registered by ERB as professional Engineer (PE)

Preferred Knowledge and Qualifications

  • Strong computer and technical skills for simulations to analyse, for example, Epanet, GIS, Portal structure etc.
  • Knowledge of preparation of BOQ for WASH project
  • Experience in working with water projects
  • Must be a committed Christian, able to stand above denominational diversities.
  • Perform other duties as required.

KNOWLEDGE & QUALIFICATIONS OF THE ROLE

Required Professional Experience

A minimum of 5 years’ experience in WASH hardware implementation

Required Education, training, license, registration, and certification

  • Bachelor’s degree in Water Engineering or related field or equivalent experience
  • Registered by ERB as professional Engineer (PE)

Preferred Knowledge and Qualifications

Masters of Science in Water Engineering, registered with Tanzania board of Engineers.

Other qualifications

  • Computer skills and conversant with AutoCAD/ ArchCAD/ EPANET
  • Demonstrate ability in supervision
  • Experience in working with water projects
  • Working knowledge of proposal writing and negotiation skills
  • Good planning and organizational skills
  • Ability to maintain effective working relationships with all levels of staff partners and donors

Travel and/or Work Environment Requirements

  • Work environment:  Office-based some travel to WVT field offices
  • Travel:  20% Domestic/international travel is required.
