Direct Reports : PERSONNEL ADMINSTRATION MANAGER

Location : DAR ES SALAAM

INTRODUCTION:

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare. MSF offers assistance to people based on need, irrespective of race, religion, gender or political affiliation. MSF is therefore guided by the principles of neutrality and impartiality. These principles must apply to all MSF staff.

Required Criteria:

Minimum Educational Qualification:

  • Diploma in HR, Finance, business or administration related diploma.

Experience:

  • Essential previous working experience of at least two years in relevant jobs.
  • Desirable experience in MSF or other NGOs on the same context.

Languages:

· English and Swahili (fluent, oral & written) required.

Main purpose:

  • Execute administrative, HR and legal related tasks to support the Personnel Administration Manager following MSF standards and procedures, in order to ensure legal compliance and to realize the HR capacity required to achieve Coordination HR objective

Main competencies and knowledge:

  • Detail-oriented, team spirit, Excellent verbal communication skills, Good listener, Discreet, Organisational skill, strong motivation to be evolve within an international context, Behavioural flexibility, stress and time management.
  • Essential computer literacy (Word, Excel and PowerPoint). HR software. Advance excel level is requested.

Main Responsibilities:

  • Managing staff personal files in order to ensure accuracy, compliance and on time payments.
  • Updating the HR database and personal files to facilitate HR processes management.
  • Preparing employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance.
  • Preparing monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
  • Making all administrative information available to the staff (posting, meetings, etc.), supporting the Personnel Administration Manager in translating documents into local language and assisting in HR meetings.
  • Roster management: double check rosters and challenge supervisors on annual leave plan.
  • Appraisal processes are closely followed-up to make sure all staffs are benefiting from this key topic.
  • Additional HR tasks delegated by the Personnel Administration Manager

Thoughrough General cleaniliness mopping, sweping, dusting in respective MSF premises eg. Apartment, house, WH Office.
Do the laundry iron clothes and other housekeeping activities.
wash dishes with dish washing soap, dry them and arange them in the cupboard
Bedsheet and towel changing for new arrival expats
Make the beds
Baby sitting when needed to
Simple cooking when needed to
Groceries shopping when needed to
Clean toilet with harpic & toilet brush
Ensure bathrooms have toilet/bathroom supplies
Empty waste bin
Spraying mosquit killer one hour before leaving work and switching off the lights
Keep premises properly locked (doors, windows).
Do any other domestic chaos as directed by your supervisor.

MAIN PURPOSE

Carrying out tasks of checking, recording and storing as well as preparing goods to be sent, according MSF standards and procedures and the storekeeper’s instructions, in order to ensure proper orders’ recep-tion and dispatch.

ACCOUNTABILITIES

Performing tasks as per the Storekeeper’s instructions. This includes but are not limited to the following:

  • Receiving goods arriving to the store, checking its status/condition and amounts in the waybill
  • Preparing outgoing items in a clean and optimized way by appropriately packing, sealing and labeling goods, assisting with recording the exits on stock cards and project form, and ensuring good quality of cold chain when needed
  • Ensuring that goods are well organized and stored in a clean area to be visible and traceable i.e. assisting in the stock inventory, storing items according to nature and use, and ensuring that the temperature in the store is appropriate and items that require cold chain are correctly stored
  • Carrying out basic maintenance of the store, ensuring security conditions (keeping unauthorized staff out, locking, etc….)
  • Ensuring cleanliness of common working areas
  • Ensuring proper use, storage and maintenance of the equipment and tools provided
  • Informing superiors of any incident that may occur in the course of his/her work
  • Helping MSF staff carry heavy items, if necessary

Minimum Educational Qualification:

  • Literacy essential. Essential knowledge of basic mathematics and use of measuring equipment.

Experience:

  • Previous experience in storekeeping is desirable

Languages:

  • Knowledge of both English and Swhili is desired

Knowledge:

  • Essential basic mathematics and use of measuring equipment
  • Desirable computer literacy (word, excel)
