Teachers' Service Commission (TSC) Promoted 1,333 Teachers of Primary and Secondary Schools


 The Kinondoni District Teachers' Service Commission (TSC) is in the final stages of completing the promotion of 1,333 teachers of primary and secondary schools in Kinondoni Municipality who are eligible for promotion in accordance with Government guidelines and procedures. .
This was stated by the Acting Assistant Secretary of TSC District, Theobald Kilindo while briefing the Director of Employment, Ethics and Teacher Development from TSC Headquarters, Christina Hape on the progress made in the promotion of teachers in the Municipality.

Kilindo explained that his office has gone through various stages in carrying out the exercise, where each step was done with great care and when challenges were identified his office contacted other authorities for a solution.

He explained that the exercise began with the employer submitting a list of teachers nominated for promotion so that his office can proceed with further steps in accordance with the Teachers' Service Commission Act no. 25 of 2015 and its Regulations for 2016.

“We received a letter from the Director asking us to start a teacher promotion exercise. We summoned all the teachers' files and began analyzing them so that we could identify qualified teachers for promotion. We started the analysis exercise on May 3 and concluded it on May 11, ”he said.

He explained that at the analysis stage they found minor flaws in the completion of the Open Performance Review and Evaluation System (OPRAS) forms which required them to contact the employer and school principals to remove the defects.

“It is not that we have made any changes to OPRAS but we found that at the time of filling, many did not have a clear understanding of what should be filled where and how. We saw some were wrong there in the search for the average they were putting in the wrong numbers, ”Silindo explained.

He went on to explain that when the analysis was completed they reviewed the three-year Teachers' Council (2018/2019, 2019/2020 and 2020/2021) and saw that the Municipality has a total of 2874 vacancies for promotions teachers in various grades.
