BACKGROUND OF TADB

Tanzania Agricultural Development Bank Limited (TADB) is a Government Institution established under the Companies Act, 2002 and licensed under the provisions of the Banking and Financial Institutions Act No 5 of 2006 and the Banking and Financial Institutions (Develop­ment Finance) Regulations, 2012. 

Recommended:

The bank has the following key objectives:
  • To catalyze credit delivery to the agricultural sector and thereby accelerate agricultural growth;
  • To lead, as an apex agricultural financing bank, in capacity building strategies and programmes to strengthen the agriculture financial value chain;
  • To be an important player in the implementation of the Government’s development vision, policies and programmes, including but not limited to the Tanzania Development Vision 2015, Agricultural Sector Development Programme, Kilimo Kwanza Initiative, Second-Genera­tion Financial Sector Reforms as well as in the furtherance of the National Strategy for Growth and Reduction of Poverty for Mainland Tanzania (MKUKUTA), and Zanzibar Strategy for Growth and Reduction of Poverty (MKUZA);
  • To build on existing Agro-financing activities through provision of short, medium and long-term facilities to the following: smallholder farmers’groups, savings and credit cooperative societies (SACCOS), community banks, commercial banks and microfinance institutions (MFIs) that are active in lending to the agricultural sector;
  • To coordinate and monitor agriculture and rural lending activities with a view to maximizing the impact of agricultural growth by working closely with the Ministries and institutions responsible for Agriculture, Regional Administration as well as the numerous players active in this sector;
  • To assist the Government in implementing its policies on enhancing financial inclusion and economic empowerment in the rural areas

SENIOR OFFICER CORE BUSINESS SYSTEMS MANAGEMENT – 1 Vacancy
Location: Dar es salaam
Overview
Nature and scope:
Reporting to the Head Of Information Communication & Technology, the Senior Officer Core Business Systems Management is responsible for administering computer software and hardware installation, which includes servers, workstations, LAN administration points and the network plant. He/She is also responsible for administering the integrated Information System, which includes servers, workstations and network administration points as well as the network plant within the bank.

Key Responsibilities
  • Responsible for supporting daily core banking operations and other financial applications (e.g. IBCM, SWIFT, TISS, FS, Reuters).
  • Responsible for maintaining good performance of the core banking and other financial systems and propose relevant improvements so as to optimize the mentioned systems
  • Responsible for closing End of Day (EOD), End of Month (EOM), and End of Year (EOY) for core banking system and other financial systems.
  • Responsible for the implementation of change requests on the core banking system and other financial systems.
  • Align with the user departments, in successful preparation and acquisition of the specifications for the core and other financial systems.
  • Facilitates timely extraction of required reports from the core banking and other financial systems.
  • Execute system checks and tests relevant mechanisms for redundancy.
  • Participate in ensuring that the planning and development of ICT systems is designed and carried out in an orderly, cost effective and efficient manner.
  • Participate in overseeing the design and maintenance of procedures, rules and regulations for the development and application of ICT software.
  • Oversee ICT projects and system changes and participate in following up with Suppliers of Software.
  • Participating in coordinating programming activities including system designing, documentation of procedures and operation of computer and peripheral equipments.
  • Monitoring progress of projects related to core banking systems and other financial systems.
  • Modifying the database structure, as necessary, from information given by application developers.
  • Ensuring compliance with bank’s policies and other accepted standards on implementation and administration of core banking and other financial systems.
  • Manage end to end migration of programs, database changes, reference data changes and menu changes throughout the development life cycle.
  • Administering all database objects, including tables, clusters, indexes, views, sequences, packages and procedures.
  • Troubleshooting with problems regarding the databases, applications and development tools and assisting with impact analysis of any changes made to the database objects.

Qualifications, Knowledge, Experience:
  • University Graduate in IT, Computer Science, Engineering or related field. Master’s degree/MBA/Professional accreditation will be an added advantage.
  • Minimum of 3 years relevant experience in reputable company or financial institution as well as experience with troubleshooting and issue resolution principles, methodologies and techniques.
  • Good knowledge of at least one scripting language with solid understanding of LAN/WAN networks.
  • Strong knowledge of networking and distributed computing environment concepts, as well as a sound understanding of the principles of routing, firewalls, and client/server applications.

HEAD OF INFORMATION AND COMMUNICATION TECHNOLOGY – 1 Vacancy
Overview
Nature and scope:
Reporting to the Managing Director, the Head of Information & Communication Technology is responsible for creating and implementing the Bank’s technology vision and plan, ensuring it aligns and drives the Bank’s business strategy and helps supports its key lines of business. This role also directs the planning and implementation of enterprise IT and digital systems in support of business operations in order to improve cost effectiveness, service quality, and business development.

Key Responsibilities
  • Formulate and implement the Bank’s Information and Communication Technology strategic plan.
  • Develops and executes the Banks ICT operating plan to support and enhance Bank’s strategic ambitions and business requirements, focusing resources so that cost effectiveness and optimum customer service experiences are achieved.
  • Establishes and sets short and long-range objectives for the digital strategy for the Bank and gain buy-in of the various stakeholders and establishing criteria for monitoring progress and measuring success.
  • Foster innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future IT systems.
  • Defines and executes a strategy for the core banking systems/platforms/networks that is cost effective, reduces complexity and improves speed to market of new product delivery.
  • Communicates Bank’s technology strategy to management, staff, partners, and stakeholders as and when appropriate.
  • Oversees the management of customer service and support processes for technology-based services.
  • Advise and/ or negotiate with vendors and service contractors to ensure high level of return consistent with services rendered.
  • Devise and establish ICT policies and systems to support the implementation of strategies set by the Board.
  • Lead the Team to create and maintain documentation for supported ICT systems in accordance with ICT policy standards.
  • Manage ICT risks and end ensure governance is aligned with enterprise needs, risk appetite and, as appropriate, industry best practice.
  • Ensure all ICT audits meet the standards and expectations set by the Bank’s Audit and Risk Committee and other operating standards.
  • Directs the development of and execution of an enterprise-wide information security, disaster recovery and business continuity plan that protects the confidentiality, integrity, and availability of Bank’s data and servers.
  • Contributes to the overall profitability of the Bank by budgeting, measuring and controlling costs associated with areas of responsibility.
  • Directs the transformation of Bank’s application portfolio to reflect a more modern, flexible architecture and platform, allowing the Bank to seamlessly add new capabilities, improve the product development process and significantly grow volumes.
  • Approves, priorities, and manages the Banks ICT project portfolio as they relate to the selection, acquisition, development, and installation of major information systems.
  • Oversees Bank’s vendor management program to ensure all third-party vendors and service providers are providing reliable and flexible solutions and cost controls that are consistent with strategic plans and business objectives.
  • Promotes and oversees strategic relationships between internal IT resources and external entities, including government, vendors, and partner organizations.
  • Carry out any other duties assigned by your Line Manager/Supervisor.

Qualifications, Knowledge, Experience:
  • Graduate qualifications in Information Technology, Computer Science, Electronics Engineering or related field.
  • Certification in core areas of networking, enterprise systems, ICT Security and governance, ICT systems and workflow and Database management.
  • Master’s degree/MBA/Professional accreditation in ICT and Project Management will be an added advantage.
  • Minimum 8 years’ experience in system design and implementation of which four must be in a senior position in IT department of a bank or finance institution.
  • Relevant technical qualification or equivalent through training/experience;
  • Proven track record at a senior level of leading an ICT Team in a complex organisation and delivering measurable improvements in ICT service delivery to a tight budget to meet organisational objectives;
  • Demonstrable experience of successful project management, particularly including a track record of being able to anticipate and resolve potential problems quickly;
  • Ability to investigate and understand emerging technologies, explore and evaluate them and then advise non-technical managers and staff on how these may be applied to the benefit of the Bank.
