Position Overview
The ACHIEVE Tanzania Capacity Development Manager will be located in either Dodoma or Dar Es Salaam and will report to the Project Director. The CD Manager will lead the coordination of capacity development project activities and contribute to technical components. The Capacity Development Manager will focus efforts on supporting partners implementing designated USAID/PEPFAR-funded OVC and DREAMS activities with capacity development to implement direct USAID awards or, in the case of ACHIEVE subgrantees, to become ready for direct USAID funding in the future. The position will be responsible for collaborating with the project’s other technical teams to ensure that Capacity Development approaches and activities are integrated across all areas of the project.

Key Responsibilities
  • Lead strategy development, implementation, and monitoring of all CD activities. This will include coordination across teams (ex. MEL, Systems Strengthening, OVC Service Delivery, etc.) to integrate CD approaches into all program activities.
  • Collaborate with the ACHIEVE Global Team and Pact headquarters on the development of CD approaches and strategies for Tanzania to ensure that CD strategies are evidence-based and in line with state-of-the-art, globally recognized best practices.
  • Lead capacity and performance assessments (using the Non-US Organization Pre-Award Survey, Integrated Technical and Organizational Capacity Assessment Tool, and Organizational Performance Index) of local partners.
  • Support the development of Capacity Action Plans for local partners.
  • Support the identification of local partners that are ready for USAID prime funding and provide them with assistance to develop transition readiness plans.
  • Provide mentoring, coaching, and technical advice to local partners for the implementation of their Capacity Action Plans.
  • Coordinate with the ACHIEVE Grants Management team on the integration of CD approaches, targets, and reporting into subawards management processes for local partners.
  • Coordinate all project training initiatives and provide support for curriculum development, where required.
  • Ensure that training approaches are in line with ACHIEVE global standards and recognized best practices.
  • In collaboration with the MEL Team, regularly collect, analyze, and report on capacity development data in Pact’s Capacity Solutions Platform.
  • Regularly travel to provide capacity strengthening support and mentorship to implementing partners.
  • Contribute to work plans, quarterly and annual reports, and other reports and papers summarizing project results and evidence.
  • Coordinate and collaborate with other PEPFAR clinical and community partners.
  • Prepare regular reports documenting processes, outputs, and outcomes of capacity development work.
  • Any other duties as assigned.

Basic Requirements
  • Bachelor’s degree and 10 years of experience OR Master’s degree and 8 years of experience in project management, social work, public health, business administration, education, capacity development, or other relevant areas.
  • University degree in a relevant field such as organizational development, social work, or education.
  • At least 5 years of experience in community-based capacity development projects, including experience in community mobilization and civil society development and USG grants management processes.
  • Excellent grasp of participatory CD methodologies.
  • Excellent facilitation and training skills in a variety of health and organizational development topics.
  • Demonstrated effective interpersonal and creative problem-solving skills.
  • Ability to develop and maintain strong relationships with governments and civil society partners.
  • Experience in building organizational capacity in PEPFAR funded HIV/AIDS, child welfare and protection programs, systems strengthening, capacity the building, economic strengthening, service delivery, quality improvement, or policy development.
  • Strong writing and oral presentation skills, including fluency in English and Swahili.

Key Responsibilities
  • Provide administrative support for the ACHIEVE/Dodoma office for meeting planning, documentation, and logistics
  • Coordinate logistics and travel for project staff and short-term technical assistance providers
  • Support the development and management of the project’s filing systems, to ensure that program and administrative documentation is well organized, accessible to staff for knowledge management, and in line with USAID requirements
  • Provide administrative support as needed

Basic Requirements
  • BA/B.Sc. in public health, public administration, business, international development, or other related field
  • 1-2 years of NGO work experience
  • Excellent communication and organizational skills and the ability to work with diverse teams and stakeholders
  • Experience with logistics and procurement
  • Strong verbal and written communication skills in English and Swahili
  • Proficiency with Microsoft Excel, Word, and PowerPoint, or similar software
  • Well-organized, with the ability to track multiple activities and deadlines
  • Experience in providing administrative support to work teams
  • Willingness to travel domestically up to 30% of the time
Preferred Qualifications
  • Experience in OVC case management, DREAMS programs, and/or capacity development preferred
