Program Officer – Trachoma Surgical Outreach NTD Programs
Scope of the Position:
Helen Keller Intl – Tanzania is an Implementing Partner in the trachoma programs supported by Sightsavers International. Through these programs we support district-level teams to conduct trachomatous trichiasis (TT) case finding and surgery in several districts in rural Tanzania. Helen Keller Intl is seeking a Program Officer interested in conducting field outreach and in program implementation who will support the planning and implementation of TT surgical camps in several regions and districts of Tanzania.

Position Title: Program Officer
Department: NTD Programs (TT Surgical)

Reports to:
TT Surgical Program Manager

Key Responsibilities:
· Assist the program manager to implement all activities for the elimination of the TT case backlog in rural districts of Tanzania including training and management of local Case Finders, managing surgical outreach camps, procuring equipment and consumables, and working closely with district surgical teams.
· Assist program manager in conducting ongoing and accurate collection and analysis of patient data in order to ensure that patients receive appropriate follow-up care as well as in order to share with donors, inform future efforts, and increase quality of services provided to the community.
· Serve as liaison to ensure strong planning and communication between district surgical teams, Helen Keller Intl staff, and district authorities.
· Compose field activity plans and reports, monthly and quarterly updates, meeting minutes, fund reconciliations, PowerPoint presentations, Excel statistical reports, and other required documentation as required by Helen Keller Intl.
· Work with Helen Keller Intl and NTDCP teams to identify challenges to achieving the goal of trachoma elimination by 2030 and develop and implement solutions to overcome those challenges.
· Perform any other duties as directed by Program Manager.

Desired Qualifications and Experience
· Must possess a degree or diploma in a relevant field plus at least one (1) year of work experience in field-based health work in rural Tanzania, OR a minimum of four (4) years’ experience in the same.
· Should be willing to live and work full-time in rural districts of Tanzania, with frequent visits to remote villages. Candidates already based in Singida region are encouraged to apply.
· Experience working with Community Health Workers (CHWs) and Local Government Authorities (LGAs) will be a significant added advantage.
· Technical skills in NTDs, trachoma, or TT surgery planning are strongly preferred.
· Experience in hygiene and sanitation/environmental health is an added advantage.
· Demonstration of strong program planning, organizational, and communication skills.
· Must be competent in Microsoft packages (Excel, Word, etc.) and in use of email.
· Must be a Tanzanian national, fluent in Kiswahili and a working knowledge of English.
· Should be a strategic thinker, who possesses strong critical thinking, problem solving, and analytical skills.

Consultant- Nutrition Financing
Background:
HKI is a partner in USAID Advancing Nutrition, USAID’s flagship nutrition project, led by JSI Research & Training Institute, Inc. (JSI), and a diverse group of experienced partners. Launched in September 2018, USAID Advancing Nutrition implements and provides technical support to nutrition interventions across sectors and disciplines for USAID and its partners. The project’s multi-sectoral approach draws together global nutrition experience to design, implement and evaluate programs that address the root causes of malnutrition. Committed to using a systems approach, USAID Advancing Nutrition strives to sustain positive outcomes by building local capacity, supporting behavior change and strengthening the enabling environment to save lives, improve health, build resilience, increase economic productivity and advance development.

The purpose of USAID Advancing Nutrition’s work in Tanzania is to support the Prime Minister’s Office PMO), and Tanzania Food and Nutrition Center (TFNC) to facilitate effective coordination and technical assistance to nutrition-sensitive sectors for successful implementation of the National Multi-sectoral Nutrition Action Plan (NMNAP) July 2016-June 2021. The project will also provide targeted technical assistance to USAID/Tanzania. One important assignment of the USAID Advancing Nutrition activity in Tanzania is the development of a Domestic Resource Mobilization (DRM) Strategy. 

Scope of Work:
In support of USAID Advancing Nutrition’s activity on developing a DRM strategy in Tanzania, the consultant will support in developing of the strategy including but not limited to stakeholder management, facilitation of meetings, and contribute to the drafting of the strategy. Under the terms of the agreement, the consultant will provide the following services to USAID Advancing Nutrition, under the direction of the Chief of Party.



Specific Responsibilities:
1. Ensure that the DRM is consistent with the requirements of the NMNAP II,
2. Consult with the team of experts developing NMNAP II to get inputs needed for the DRM.
3. Participate in meetings with the Government of Tanzania to shape the DRM strategy and collaborate with USAID Advancing Nutrition team members to prepare for these meetings.
4. Coordinate with relevant stakeholders to enable scheduling of meetings in collaboration with USAID Advancing Nutrition staff and represent USAID Advancing Nutrition while building relationships and engaging with key stakeholders.
5. Lead consultations with government officials and development partners in Tanzania to secure buy-in, partnership, and advice for executing the strategy development process.
6. Provide technical input into the collation of strategy options/solutions aligned to the NMNAP II timeline, based on the outcome of meetings with stakeholders
7. Support drafting sections of the strategy.
8. Lead capacity building support activities with the Government of Tanzania, as identified
9. Organize validation meeting in collaboration with the team of experts.

Level of effort:
  • Inception phase: 20 days through October 30, 2020
  • Strategy development: 40 days through March 31, 2021

Deliverables:
The consultant is expected to deliver the following:
  • A PowerPoint deck with a synthesis of the inception phase including agreed scope, stakeholder consultation report-out, and potential options for domestic resource mobilization strategies.
  • Domestic resource mobilization strategy report.
  • A PowerPoint deck with a synthesis of the strategy report.

Qualifications
  • At least a master’s degree in economics, nutrition, public health, food security, social sciences, international development, or a related field.
  • At least 5 years of professional experience working on multi-faceted projects including activities related to the development of government policies, strategies, budgets, and/or plans
  • Experience in developing a resource mobilization strategy;
  • Strong experience coordinating activities with multiple stakeholders to optimize use of limited resources.
  • Experience working effectively in partnership with collaborating organizations including government officials, international donors and agencies, and other relevant stakeholders.
  • Strong knowledge of multi-sectoral nutrition is a plus
  • Ability to respond rapidly to shifting implementation scenarios.
  • Working knowledge of Microsoft software packages: Word, Excel, PowerPoint, Outlook.
  • Excellent English language skills
  • This position is based in Dar es Salaam, with frequent travel to Dodoma (up to 50%).
