Chief of Party


DAI seeks Chief of Party (COP) candidates for anticipated USAID-funded Water, Sanitation, and Hygiene activity in Tanzania. The program will strengthen the resilience and performance of the WASH sector through integrated attention to rural and urban water service provision; sector financing; sanitation and hygiene markets; and water resource management. The COP will provide the strategic leadership and management necessary to delivery tangible and sustainable results in partnership with government, private sector, and other development partners.

Responsibilities:
  • Provide overall project vision and leadership with a focus on sustainability and collaboration
  • Foster and maintain effective, professional working relations with a broad range of government counterparts, local organizations, donors and other stakeholders for successful implementation
  • Responsible for overall management of the project including technical, financial, operational, administrative, and logistical aspects and delivery of high-quality work products and deliverables.
  • Develop and maintain a positive working environment for the team that invites collaboration, innovation and open communication and knowledge sharing
  • Responsible for compliance with local laws, USAID rules and regulations, and DAI policies and procedures

Qualifications:
  • Minimum 10 years of relevant professional and project leadership experience in water sector reform and service improvements, water resource management, integrated WASH, sector finance or other related field
  • Advanced degree in engineering, water and natural resource management, public administration, or a related field
  • Prior experience with donor-funded projects, preferably USAID, and knowledge of donor procedures, policies, regulations and reporting requirements
  • Demonstrated experience in building, mobilizing, and leading multidisciplinary teams, and working with partners, to deliver results
  • Past Chief of Party experience highly desirable
  • Fluency in English and excellent communication and interpersonal skills are required
  • Experience with gender and youth integration preferred
  • Experience working Tanzania required; Tanzanian citizens preferred

Sanitation Marketing Lead


Candidates sought for the following indicative roles:
Sanitation Marketing Lead: Lead the analysis, design, piloting and implementation of all aspects of sanitation marketing. Develop sanitation business models and value chains, make use of social and behavior change research to build demand, and leverage sanitation plans.

Qualifications:
  • At least five (5) years of experience in working in peri-urban, small town and/or rural sanitation and hygiene improvements, supply chain development, improved hygiene practices, service planning
  • At least five (5) years of experience developing marketing approaches to scale up the supply and demand for improved sanitation facilities in Tanzania or comparable environments on donor-funded projects.

Water Financing Lead


Candidates sought for the following indicative roles:
Water Financing Lead: Promote iterative learning to support sustainable delivery of WASH services, increase collective capacity of local governments, communities, civil society and other organizations to leverage private investments and test solutions from a menu designed to address key constraints to peri-urban water and sanitation service provision.

Qualifications
  • At least ten (10) years of experience identifying, mobilizing and leveraging funding for the water and sanitation sectors through introduction of efficiencies and revenue improvement interventions, work with financial institutions (at any level) to develop products and outreach, and work with product and service providers (at any level) to better access funding.
  • At least five (5) years of experience working in the financial sector of Tanzania, or on the accessing of finance in the Tanzanian or comparable contexts on donor-funded projects.

Water Resources Lead

Water Resources Lead: Lead the analysis, planning, and implementation of work to develop the capacity of institutions with the mandate to protect and allocate critical water resources – with a central role in coordination and partnership among multiple water users.

Qualifications:
  • At least ten (10) years of experience working with basin water boards, commissions, and water users associations to conduct analysis, set goals, engage partners, and implement sustainable water resource management strategies,
  • At least five (5) years of experience working on water resources management in Tanzania on donor-funded projects.

Youth Engagement Lead

Youth Engagement Lead: Develop and implement evidence-based strategies to increase youth participation in management and improve their ability to advocate, access to finance, and find employment in the WASH sector.

  • At least ten (10) years or more of work experience related to youth empowerment and/or employment, in Tanzania.

  • Experience in advocacy and/or social and behavior change; work experience related to WASH a strong plus.

Water Services Lead

Water Services Lead: Lead the analysis, design and implementation of management models to improve water services including engagement of the private sector, customer outreach, and community capacity building. Enhance sector ability to plan, prioritize and monitor for effective investment and cost recovery.
