CHIEF OF UNIT, PROCUREMENT, P4 at United Nations


This position is located in the Arusha branch of the Mechanism. The incumbent reports to the Chief Administrative Officer.
Within delegated authority the incumbent will be responsible for the following duties:
•Serves as a senior procurement and contracting expert with responsibility for the supervision of a team (located in Arusha, Tanzania and The Hague, Netherlands) carrying out world-wide procurement of a wide variety of supplies and services associated with highly complex (technically and legally) contracts and procurement activities, in accordance with the UN established procurement procedures and the UN Financial Rules and Regulations.
•Plan, develop and manage the procurement activities for the Mechanism (Arusha and Hague Branches, Kigali and Sarajevo Field Offices).
•Provides policy procurement guidance and technical advice on procurement strategic activities to all levels of officials of substantive units during all phases of the procurement cycle.
•Analyze, evaluate and assign procurement requests and ensure that technical specifications are thorough in terms of completeness; also ensure appropriate evaluation criteria that would be measurable and in accordance with best value for money policies
•Develops and prepares highly complex contracts for procurement of non-routine and technologically advanced commodities or long-range services; issues international tender invitations; evaluates responses to tender, and makes recommendations for finalization of purchases and award of contracts; signs procurement orders up to the authorized limit, and, in cases where the amount exceeds authorized signature authority, prepares submissions to the Contracts Committee for review and subsequent approval by the authorized official.
•Develops new strategic and tactical approaches to contracts, as well as new methods for their application, based on market research.
•Works in tandem with requisitioning entities for procurement planning, to develop effective procurement strategies and prioritise/coordinate contending procurement projects.
•Contributes to development of institutional procurement policies and procedures; develops standards and criteria for the evaluation of goods, services, supplier capacity, etc.
•Supervises the identification of potential suppliers. Approves Source Selection Plan for formal procurement cases.
•Establishes approaches for negotiations and conducts or coordinates all phases of negotiations with all concerned parties, including the negotiation of disputes arising from contracts.
•May carry out consultancy missions to the field.
•Provides direction to, guides, trains and supervises general service and professional staff of the section located at both the Arusha and Hague branches. Plans, organizes, directs and coordinates the activities of staff and resources of the section.
•Contribute to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate.
•Carries out administrative tasks necessary for the functioning of the Unit, including preparation of budgets, assigning and monitoring the performance parameters and critical indicators, evaluation of staff performance, interviews of candidates for job openings and evaluation of candidates; recruit staff taking due account of geographical and gender balance and other institutional values.

Advanced university degree (Master’s degree or equivalent degree) in business administration, public administration, commerce, audit, procurement, law, or related field. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Procurement certification, such as UK CIPS (at least level 3), US ISM CPM, CPSM or equivalent is mandatory.
A minimum of seven (7) years of progressively responsible experience in procurement, contract management, or related area is required, with a proven record of handling complex procurement evaluation and tendering processes is required.
Previous experience with procurement within the United Nations; experience with SAP enterprise resource management systems (such as Umoja) and team management experience are all highly desirable.

English and French are the working languages of the Mechanism. Fluency in English (both oral and written) is required; knowledge of French, Dutch and/or Swahili may be an advantage.
Evaluation of qualified candidates may include a written assessment, followed by a competency-based interview.
The appointment is limited to the International Residual Mechanism for Criminal Tribunals. Appointment of the successful candidate on this position will be limited to the initial funding of the post. Extension of the appointment is subject to the extension of the mandate and/or the availability of funds. As the international tribunals are not integrated in the Secretariat, UN Staff Members serve on assignment or secondment from their parent department/office if selected. Appointments of staff members in the United Nations are subject to the authority of the Secretary-General. The International Residual Mechanism for Criminal Tribunals (Mechanism) is a body of the United Nations established in 2010 to carry out a number of essential functions of the International Criminal Tribunal for Rwanda (ICTR) and the International Criminal Tribunal for the former Yugoslavia (ICTY), after the completion of their respective mandates. The Mechanism is comprised of two branches. One branch covers functions inherited from the ICTR and is located in Arusha, Tanzania. The other branch is located in The Hague and inherited functions from the ICTY.

This position is located in the Archives and Records Section of the International Residual Mechanism for Criminal Tribunals in Arusha. It is under the supervision and direction of an Archivist.
A Mechanism internship is unpaid and full-time. Core working hours for interns are Monday to Thursday from 8:30 a.m. to 5:30 p.m. and Friday from 8:30 a.m. to 2:00 p.m. Interns work under the supervision of a staff member in the office to which they are assigned. The duration of a Mechanism internship can range from a minimum of three months to a maximum of six months, according to the needs of the intern’s assigned office. 
Responsibilities
Interns within MARS will have the opportunity to work on a variety of programmes and projects centred on archival and records management activities. Depending on the individual’s background, interest and the needs of the office, tasks may include the following:
•Assisting in developing outreach and advocacy products.
•Creation of Finding Aids for Tribunal Archives.
•Records management tasks (physical or digital).
•Assisting with preservation of physical records.
•Assisting with preservation of digital records.
•Assisting with digitisation and quality control review of audiovisual records.

Applicants are not required to have professional work experience for participating in the programme, and must be at least 18 years old. Previous experience in an archive or information management work environment is an asset.

Languages
English and French are the working languages of the Mechanism. Fluency in oral and written English is required. Knowledge of French and/ or Kiswahili / Kinyarwanda is an asset.

Position: Technical Advisor - Fixed term contract

Job Description:
The TB/HIV Technical Advisor provides technical and programmatic guidance in the design, implementation and monitoring of Sanaa WALIPO portfolio of TB/HIV programs. Specifically, s/he will be responsible for developing program objectives, work plans, budgets, reporting and monitoring program progress. S/he will provide technical support to all Sanaa WALIPO supported sites focusing on TB/HIV collaborative activities.
Responsibilities.
  • Guide the further development of Sanaa WALIPO-Tanzania TB and HIV/AIDS program implementation strategy and implementation science, focusing on technical support to NTLP and HIV/AIDS Programs, addressing TB/HIV program priorities, particularly infection control, and addressing implementation science questions where there are either national or global gaps in knowledge.
  • Provide technical expertise to Sanaa WALIPO Tanzania on National TB and HIV Programs ensuring the successful implementation of the TB/HIV program.
  • Assist Sanaa WALIPO-Tanzania project officers/program leads for TB/HIV activities under cooperative agreements with technical and programmatic reviews.
  • In collaboration with Sanaa WALIPO program and staff, develops program evaluation strategies, methodologies and indicators for monitoring clinical HIV/TB services in accordance with standard guidelines and protocols.
  • Conduct site visits with Sanaa WALIPO staff to support project implementation.
  • Travel in country (Tanzania) to fulfill a specific program’s monitoring or training requirements and share expertise in disease intervention, public health practices, etc.
Minimum Qualifications
  • Graduation from an accredited university with a clinical medicine, and/or MD or related field.
  • At least twelve (12) years of experience in HIV/AIDS and TB programs, preferably in a resource-limited setting
  • Experience in TB and HIV/AIDS prevention, care and treatment
  • Demonstrated experience in providing technical assistance to Ministries of Health, including in areas of strategic planning, program implementation, guidelines development, strategic information and health information systems, and supply chain.
  • Specific experience in M&E, operational research and implementation science desired.
  • Ability to demonstrate excellent time and project management skills 
  • Ability to effectively communicate in English (Speaking, Writing, and Reading) on a daily basis with various groups.
  • Ability to work full-time and to be located in Tanzania required.
