OBJECTIVES OF THE PROGRAMME
For the maternal and newborn health including family planning activities, the incumbent has the duty of: 1. Reviewing and analyzing national maternal and newborn health policies, strategies, programmes and related legislation; 2. Coordinating maternal and newborn health care activities and Establishing and coordinating effective partnerships with key stakeholders and donor agencies.; 3. Assisting and advising the national maternal and newborn health including family planning task force in the development ofStrategies; 4. Providing technical assistance in the development of operational plans and tools for MNH and facilitating the dissemination of plans and relevant tools.

DESCRIPTION OF DUTIES
In collaboration with all agencies actively involved in MNH, assists the Ministry of Health to plan an effective MCH/FP programme, advocating the participative and integrated approach, within the PHC development process.In collaboration with the MCH/FP Division, organizes training seminars/workshops and meetings to train health personnel and to strengthen management at central, intermediate, district and local levels. 3. Networks with other related programmes (such as Nutrition, EPI, Malaria, HIV/AIDS, CDD, ARI and others) with the aim of improving maternal and child health indicators 4. Promotes operational research on MCH/FP and assists national officials at all levels and the community in the development and implementation of such projects Provides technical support to the monitoring and the periodical evaluations of HFA Global and AFRO indicators relating to Safe Motherhood and Child Survival and Development. 6. Supports the Ministry of Health in planning and implementing a supplementary and therapeutic feeding programme and providing assistance in reproductive health intended to groups of vulnerable populations (young children, pregnant and lactating women and adolescents) affected by disastersPrepares progress reports of activities undertaken. 8. REQUIRED QUALIFICATIONS
Education
Essential: Degree in Medicine. Postgraduate degree in Obstetrics and Gynecology, or Advance degree in Nursing/Midwifery.
Desirable: Postgraduate degree in Public Health (M.P.H.) 

Experience
Essential: Some years of practical experience in planning, implementing, monitoring and supervising health programmes, particularly MCH/FP activities at national level.
Desirable: Limited years of professional experience in bilateral or multilateral organizations. 

Skills
Excellent knowledge in MCH/FP programme management.Proven competency in modern training skills and/or epidemiological research.

REMUNERATION
Remuneration comprises an annual base salary starting at TZS 134,416,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.

Description of Duties
Under the supervision of the World Health Organization Representative (WR), the incumbent will perform the function of Family and Reproductive Health Technical Officer. The incumbent will work closely and provide technical assistance to the Reproductive, Newborn, Child and Adolescent Health (RMNCAH) programmes of the Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC) Mainland Tanzania, Ministry of Health Zanzibar (MOHz) and Presidents’ Office Regional Administration and Local Government (PORALG) to plan, implement and monitor the progress towards achieving RMNCAH targets.
Duties and Responsibilities
  1. Review and familiarize with national RMNCAH health policies, strategies, programmes and related legislations to ensure alignment with the Global Strategies and plans
  2. Coordinate Reproductive Maternal and Newborn health activities and Technical working groups (TWG) forums in order to enhance partnerships and coordinated efforts by partners and stakeholders supporting implementation of RMNCAH interventions.
  3. Work closely with RMNCAH team and related programmes of the Ministries of Health and Ministerial Departments and Agencies (MDAs) at central, regional and district levels to develop and implement strategies and approaches to improve Quality of Care (QOC) for Maternal Newborn and Child health including support implementation of Quality of care packages such as Antenatal care, Emergency obstetric and Newborn care (EmONC), Maternal and Perinatal Death Surveillance and Response(MPDSR) , Emergency Treatment and Triage(ETAT)
  4. Provide technical assistance in the adoption, dissemination and capacity for use of technical guidelines, standards, norms and tools for RMNCAH and ensure integrated service delivery in collaboration with other related programmes such as PMTCT, HIV, Family planning, Nutrition, Child Health, Immunization, malaria, NCD, Cervical cancer and Sexually transmitted diseases.
  5. Facilitate the establish effective partnerships and coordination mechanisms by liaising with UN agencies particularly H6, and other partners to support the MOH convening and coordination function and ensure harmonized technical assistance for RMNCAH interventions to address prevention of teenage pregnancies, and scale up of adolescent friendly sexual and reproductive health and gender equity and rights.
  6. Provide technical assistance for adoption training approaches through on the job training, mentorship and supportive supervision for RMNCAH interventions at central, region and district levels for corrective actions, results and sustained positive changes in knowledge, competencies, attitudes and practices for improving quality of RMNCAH services.
  7. Support generation of evidence for RMNCAH through identification of research priorities, participation operations research and surveys and package and document the lessons a to inform RMNCAH programming and policy development
  8. Participate in monitoring and evaluation of RMNCAH programmes to track progress in the achieving the set targets for RMNCAH interventions
  9. Prepare fortnightly technical and quarterly progress reports against agreed detailed work plan milestones.
  10. Perform all other related duties as assigned by WHO Representative.
Required Qualifications
Essential: University Degree in Medicine, Nursing or any other Clinical discipline
Desirable: Master’s degree in Public Health or equivalent, Postgraduate Degree in Obstetrics and Gynecology from a recognized University or College.
Other Skills (e.g. IT): Good computer skills in Microsoft Office packages, EPI Info

Experience
Essential: At least 2 years of experience in Clinical or Public Health Practice in planning, implementing, monitoring and supervising health programmes, particularly RMCAH activities at national and decentralized levels.
Desirable: Practical experience in working with Multi-lateral and bilateral organizations and Civil society organizations.
