Data Quality Assessment (DQA) Specialist (Two Positions)
USAID/TANZANIA DATA FOR DEVELOPMENT PROJECT
BACKGROUND Mendez England & Associates (ME&A) are implementing the USAID/Tanzania Data for Development Task Order that commenced in August 2017 and will continue through February 2022. The purpose of the Data for Development Task Order is to provide services that strengthen the production and analysis of high-quality data to enable USAID/Tanzania, its implementing partners, and strategic local partners, and the Government of Tanzania to make timely and evidence-based decisions to improve development outcomes in Tanzania.

Scope of Work
The Data Quality Assessment (DQA) Specialist will lead and coordinate DQA exercises conducted by Data for Development. S/he will be responsible for coordinating the DQA process, supervising the Data for Development DQA team, and ensuring DQA reports meet high quality standards.
Tasks and Responsibilities:
The DQA Specialist will work directly with the Performance Monitoring Advisor to provide technical assistance, support, and direction for the DQAs throughout Tanzania and will lead DQA Teams. The DQA Specialist will be based in Dar es Salaam at the Data for Development Offices. Starting date is as soon as possible.
• Assist in development of a DQA schedule with the Performance Monitoring Advisor and COP
• Revise DQA materials, instruments, and templates as needed
• Conduct DQA training to data collectors and partners
• Conduct site visits and data analysis
• Conducting key informant interviews with IP staff as necessary
• Develop and deliver in-briefings and de-briefings to IP staff and/or USAID CORs/AORs
• Drafting DQA reports based on findings and conclusions from DQAs that have been conducted.
• Provide technical assistance to implementing partners in rectifying all data quality assurance issues observed during DQA
• Performs other duties as directed and assigned by the supervisor
Qualification and Experience
• Master’s in health, social science, epidemiology, statistics or related field
• At least four (4) years of experience in monitoring and evaluation, preferably with experience working in USAID-funded project in areas of Public Health, Governance, Economic Strengthening or Education
• Extensive demonstrated experience in supporting as well as participating in rigorous DQAs
• Extensive demonstrated experience in supporting trainings on M&E methodologies, DQAs, data collection and analysis, and findings dissemination including DQA findings;
• Demonstrated experience writing data quality assessment reports for USAID or other donors;
• Ability to write and present findings in English
• Experience in using GIS will be an added advantage

 Position: Lead Researcher

Summary:
ME&A is recruiting a Lead Researcher for the USAID funded Public Sector Systems Strengthening (PS3) activity.  The purpose of this Evaluation is to examine the evolution over time of revenue and operational expenditure indicators of the Local Government Authorities (LGAs) and/or health facilities, whether there have been changes in the time trends of revenues and expenditures at about the time of adoption of four public finance management information systems supported by the PS3 activity. The information systems are the Facility Financing and Reporting System (FFARS), PlanRep, Government of Tanzania Health Operations Monitoring Systems (GoTHOMIS), and Local Government Revenue Collection Information System (LGRCIS).

The Lead Researcher will provide overall strategic oversight and analytical leadership to the evaluation. The research lead is expected to have the depth and breadth of technical expertise and experience, professional reputation, management and interpersonal skills, as well as written and oral presentation skills to fulfill the specific technical and managerial requirements of the scope of work.

Responsibilities:

Liaising with national governments to conduct economic analysis and develop strategies for strengthening project implementation;
Demonstrated expertise of multivariate analysis, economics, health economics and cost efficiency analysis;
Experience with feasibility, design and implementation of rigorous impact evaluations;
Leading research teams to analyze trends and quantitative comparisons among different variables;
Leading teams to produce research outputs for USAID;
Demonstrated expert interpersonal skills.
Qualifications:

Ph.D. degree in economics, health economics or other equivalent subjects;
Ten (10) years’ research experience in economic analysis with at least five (5) of which must have been in a management capacity;
Fluent oral and written English skills

Activity Research Manager

  • Demonstrated expertise for data mining, cleaning, management and trend analysis of diverse datasets for economic analysis;
  • Demonstrated ability to work with several partners to design and implement impact or outcome level evaluations for USAID;
  • Demonstrated expert interpersonal skills.

  • Ten (7) years’ experience in economic analysis with at least five (4) of which must have been in a lead technical capacity;
