Position: Risk and Compliance Manager

The Risk and Compliance Manager will be responsible for the implementation, execution and monitoring of the risk and compliance framework. Specific risk areas include financial, information security, regulatory compliance and operational risk. S/he will manage the systems that identify, evaluate, mitigate and monitor TMEA’s operational and strategic risk, and co-ordinate with all programmes and departments within TMEA by creating linkages between enterprise risk initiatives and risk at the country level. S/he will also oversee organisation-wide compliance with TMEA policies and regulations.

The ideal candidate will possess an undergraduate or postgraduate degree in a relevant discipline such as assurance, risk management, accounting or internal/operational auditing. A professional qualification (CPA, ACA, ACCA, CIMA or other relevant qualification) is a requirement. Undergraduate degree holders will have at least 10 years’ of relevant working experience while postgraduate degree holders will require at least eight years’ of relevant working experience in risk and compliance. S/he will have at least three years of managing a risk related function in a corporate organisation, ideally one working in trade or development in an international context.

Monitoring and Evaluation Officer, Family Planning
Palladium develops and delivers solutions that create positive impact for communities, businesses, societies and economies. Health Policy Plus (HP+) is a USAID-funded five-year $185 million project awarded to Palladium (formerly Futures Group) on August 28, 2015. HP+ works with key stakeholders to advance health policy and financing for family planning and reproductive health (FP/RH), HIV, and maternal and newborn health at national and subnational levels. HP+ aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to the existing priorities.
HP+ Tanzania works in family planning and HIV/AIDS health areas to: support execution of policies and strategic plans through the lens of performance monitoring and resource mobilization; generate high-quality evidence to support the planning and development of sustainable health financing policies and systems; and develop capacity of local civil society organizations to effectively conduct evidence-based advocacy.
The HP+ project is currently seeking an experienced professional to fill the position of Monitoring and Evaluation Officer, Family Planning.
Position Summary
The Monitoring and Evaluation Officer, Family Planning will be a seconded position to the Family Planning unit of the Reproductive and Child Health Section (RCHS) of the Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDEC), Tanzania. The M&E Officer will be the primary in-country focal point of efforts to improve the collection, reporting, and use of data for monitoring progress toward the achievement of the national family planning program, National Family Planning Costed Implementation Plan 2019-2023 (NFPCIP 2019-2023) and FP2020 goals.
This position is full time and based in Dodoma, with frequent travel to Dar es Salaam, Tanzania. Only persons legally eligible to work in Tanzania will be considered and no expatriate benefits are associated with this position.
Responsibilities Key Responsibilities

• Serve as the focal point for the FP unit to improve accessibility, availability, visibility and use of FP data from routine and periodic sources, in the public and private sector, to inform decision-making. The candidate will be responsible to continuously identify areas of improvement for the FP monitoring system and support efforts to strengthen the system through efforts such as improving data quality, and data demand and use. The candidate will be responsible to handle data management and use, including extracting FP data from routine monitoring systems such as the DHIS-2, iHRIS/TrainTracker, and e-LMIS and perform analysis for quarterly review by the FP unit and stakeholders in the technical working group.
• Responsible to manage the performance monitoring process for the NFPCIP 2019-2023, including on a quarterly basis, inputing FP data from routine health management information systems into NFPCIP performance monitoring database, and managing stakeholder data reporting on NFPCIP key performance indicators to the NFPCIP performance monitoring database. The candidate will provide at least quarterly updates on CIP key performance indicators at national FP technical working group meetings, and semi-annually in FP implementers meetings Organize, plan, and help facilitate annual consensus building workshops with government and partners that result in the issuance of annual family planning estimates for key indicators. The individual will also facilitate the introduction and use of innovative tools and approaches for data collection, analysis and data dissemination in the country context, including efforts to integrate multiple sources of FP data
• Support reporting on FP2020 Core and CIP Key Performance Indicators, including to perform data analysis and prepare materials incorporating all available FP data into concise databases, spreadsheets, and documents; and to document recommendations/decisions as a result of data use and lessons learned, and distribute topically relevant documents to stakeholders in semi-annual FP implementers meetings. The candidate will also participate in regional trainings for Track20 supported M&E Officers. The candidate will serve as the country liaison with Track20 global staff and the FP2020 global PM&A Working Group, and participate in FP2020 Country Working Group meetings, if they exist, or other relevant existing Working Groups.

Requirements Qualifications
• Master’s Degree or higher in public health, health informatics or a related technical degree
• A minimum of 7 years of work experience in monitoring and evaluation is required, preferably 3 years in family planning.
• Extensive knowledge of health issues in Tanzania is required, preferably in family planning.
• Experience and knowledge of using DHIS-2 is required.
• Strong analytical and computer skills (Word, Excel, PowerPoint, web-based research, SPSS and/or Stata).
• Experience working with the MoHCDEC is preferred.

Main Tasks & Responsibilities
A. Strategic Technical Support
• Act as the key resource person on Family Planning for Ministry of Health Tanzania Mainland and Zanzibar;

• Provide technical input to the development of relevant advocacy and policy documents to address Family Planning and Adolescent and Youth in the context of a broader Sexual and Reproductive Health and Rights lense;
• Provide technical guidance and advice in the development and implementation of Family Planning protocols, policies, training modules, operational manuals and approaches for locally appropriate family planning service delivery and for supportive supervision of service providers based on best practice;
• Provide technical advice for the development of substantive interventions, indicators, tools and guidance for implementation, monitoring and evaluation; especially in the thematic areas of Sexual and Reproductive Health and Rights, including Family Planning and Adolescent and Youth;
• Assess and advise, in close collaboration with the Reproductive Health Commodity Security (RHCS) Steering Committee, on the supply chain management to ensure regular and uninterrupted supply of contraceptive commodities;
• Participate in the development of the Family Planning Communication Strategy and ensure the standardization of Family Planning messages;
• Identify priority areas in Health Systems Strengthening, Universal Health Coverage, Health Policy and Resource Allocation to advance Sexual and Reproductive Health and Rights, including Family Planning.
• Provide continuous advice and guidance to the Tanzanian Country Office on strengthening the Family Planning program;
• Any other technical needs in support of the implementation of UNFPA’s Country Programme.

B. Results-based Management
• Ensure incorporation of data monitoring, evaluation results, lessons learned and new knowledge in the updating of specific substantive strategies, policies, tools and approaches;
• Contribute in reporting to the United Nations Development Assistance Plan II Reporting Platform, that is, UN INFO;
• Leveraging an evidence-based approach to contribute to conceptualize and develop strategic directions; and manage and monitor components of the Family Planning Program, with a focus on the priority areas of High Impact Practices;
• Closely work with the UNFPA Programme Managers; Humanitarian Focal Persons; Lead Programme Analyst on Adolescent Sexual and Reproductive Health; and the UNFPA Monitoring and Evaluation Officer to develop appropriate checklists/ monitoring tools in coordination with partners; and  Carry out regular visits to programme areas, including health units and service delivery points, to check the main needs and to ensure that partners are implementing high-quality programmes to respond to the Sexual and Reproductive Health and Rights, including the Family Planning needs of the targeted population, including adolescents and young people.

C. Capacity Development
• Develop and support substantive partnerships and collaborations with other Development Partners in the context of the Family Planning Program in Mainland Tanzania and Zanzibar;
• Work closely with UNFPA Operations Staff members to ensure that activities are implemented within the allocated budgets and in-line with policies and procedures;
• Coach and manage junior staff and associates, direct reports and facilitate working groups and task teams;
• Regular follow-up and support to Implementing Partners to ensure timely-implementation and reporting, including financial.

D. Evidence and Knowledge Development and Dissemination
• Contribute to the programme work to identify, analyze, and synthesize state-of-the-art knowledge and evidence and ensure its transfer to improve the effectiveness of UNFPA operations;
Ensure that evidence, technical knowledge and analysis of lessons learned are collected, managed, disseminated and available for application in the Tanzania Country Office operations;
• Assemble briefings, talking points and background materials in the substantive areas for senior management staff.

E. Technical Representation
• Liaise and collaborate with Government Officials, UN Agencies, Development Partners, Civil Society Organizations and other Partners, including the Private Sector in the areas of Sexual and Reproductive Health and Rights, including Family Planning; Adolescents and Young People; and Population and Development;
• Undertake analysis and develop tools to ensure incorporation of ICPD Principles and programme interventions;
• Represent UNFPA in meetings and consultations related to Family Planning and broader Sexual and Reproductive Health and Rights alongside other key critical areas;
• Represent UNFPA on substantive issues, including elaborate UNFPA’s perspective/views, and advocate for critical issues in programme, policy and technical meetings and fora;
• Collaborate with UN Agencies, Academia, Research and Training Institutions, and Professional Societies; and act as Focal Point for Inter-Agency Working Groups in the substantive areas.

Qualifications and Experience
Education:

Advanced university degree in Sexual and Reproductive Health and Rights, Public Health, Community Medicine or other related subjects;
Experiences:
• At least 7 years of experience in clinical and programmatic Family Planning programming and/or Sexual and Reproductive Health and Rights Programmes, with at least 5 years of experience at country-level;
• Experience in promotion of and building national capacity in Family Planning programming;

NOTICE TO APPLICANTS:
In accordance with the rules of the United Nations, persons applying to posts in the international Professional category, who hold permanent resident status in a country other than their country of nationality, are required to renounce such status upon their appointment. Exceptions to this rule are very limited and can be made only for: (a) stateless persons; (b) newly appointed staff members who have applied for citizenship by naturalization, when such citizenship will be granted imminently; (c) acting staff members in the General Service and related categories with permanent residency status, on promotion to the Professional category; (d) staff members appointed under a temporary appointment. Please understand that UNFPA is not in a position to provide advice on or assistance in applying for any citizenship.
