Dar es Salaam office management:

  • Ensure the smooth running of administration at the Dar head office, including coordinating and adapting systems as required.
  • Provide day-to-day administrative support to IRC Head Office Dar reception
  • Assisting in Supporting administration and Business Networking in and Outside the Organization
  • Responsible for visitors and ensure that visitors are recorded and received with courtesy interviewed and is directed accordingly, ensure proper tracking of all visitors in collaboration with Guards
  • Receiving and responding to all internal and external queries at the reception
  • Assist the entire Dar office to any required administrative and secretarial work, including typing documents/reports, filling correspondence, photocopying and supplying resource materials, drafting letters and other materials (e.g. memos) etc.
Information and communications
  • Lead in organizing meetings at the office and maintain appointments for usage of the conference room, ensure the conference room is in a tidy condition all the time, with checking before and after meetings on supplies and equipments.
  • Ensure Controls Telephone usage and channels calls to appropriate offices and prepare telephone bills on monthly basis in collaboration with Supply Chain
  • Ensure outgoing and incoming mails reaches the intended destiny and tracked
  • Maintain smooth flow of information and communication in the office receiving and channeling all correspondence to the appropriate persons internally and externally
  • Support with cross departmental filing and paper management as required
  • Provide support for the minuting of meetings as requested.

Job Description
The International Rescue Committee responds to the world's worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933 at the request of Albert Einstein, the IRC offers help to people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. IRC is currently working in Tanzania providing mental health and psychosocial support services as one among many other programs including education, Reproductive Heath, Women Protection & Empowerment and Child Protection in Nyarugusu, Nduta and Mtendeli refugee camps all in Kigoma region. As of 31 October 2018, Tanzania host 288,722 refugees and asylum-seekers, mainly from Burundi (203,781) and the Democratic Republic of Congo (84,320) and others (621). These Terms of Reference relate to the training of trainers (ToT) for Interpersonal Psychotherapy for groups.
Main Goal
The primary goal of IPT-G ToT is to equip the MHPSS counsellors who were previously trained on IPT to train others as well as better implement group interventions for Depression. With an additional number of IPT trainers available, the IRC will be in a better position to cascade the training to other MHPSS actors from different organisations in the camp thus reaching out to a bigger number of clients suffering from depression which is the leading mental health disorder across the camps.

Job Summary:
The External Liaison Manager is a key role, ensuring that IRC has an effective and updated analysis of country and regional affairs, has very strong external relations with government and key partners, is fully compliant with Tanzanian legislation and that IRC is able to work effectively to influence and advocate for IRC priorities.
Reporting directly to the Country Director, the role is responsible for the development and maintenance of excellent working relations with government stakeholders, visitors and others partners.
The External Liaison Manager will ensure IRC has a good analysis of critical issues in terms of country context and external affairs and will provide regular briefings to the SMT and more widely. The post holder will represent IRC in external forums, lead in supporting the Country Director on Advocacy and influencing plans.
The role will also maintain responsibility legislative compliance. This includes, oversight of organizational registration and documentation, international immigration details, including visitors and other delegates.
Strategy
A key member of the Senior Management Team, the External Liaison Manager, will play a an advisory role across aspects of IRC strategy
The role will lead on the development of IRC's advocacy and influencing strategy, working directly with the country director and Deputy Director for Programmes
The role will project manage IRC's advocacy and influencing strategy, coordinating with programme, technical and management staff.
Relations
The role will lead in the development and implementation of a strategy to strengthen and broaden government relations for IRC in Tanzania, including a range of government departments at senior levels
The ELM will develop external relations with other influential stakeholders, enabling IRC to deliver and expand its mission in close coordination with programmes, grants, supply chain and HR teams.
Representation
The ELM will represent IRC at key external forums, in external and organizational meetings.
The ELM will coordinate and deliver on key events related to the strategic implementation of IRC plans.
Compliance
The ELM will be responsible for ensuring and coordinating IRC compliance of government legislation, this includes registration processes and all documentation with government related to programmes
Working closely with the HR department the ELM will lead and maintain a record of staff compliance, working to ensure all documentation is up to date

Qualifications
  • University degree from a recognized institution or a high degree of relevant professional experience.
  • Management experience, managing a team, coordinating and influencing staff
  • Experience in developing policy positions and guidance for large organisations
  • Excellent analytical skills, ability to analsyse context and convert in to accessible summaries.
  • Development or humanitarian experience, ideally within an NGO context.
  • Excellent understanding of the Tanzanian context with relevant understanding of government departments, preferably with existing relationships and networks.
